 Asapracticalresultofthisseminar,andbeforewedeparture-wecouldusethisopportunityandplansomethingforthefuture.Forexample,bilateralagreementsbetweenuniversitiescanhelpalotinthestudents’exchange.Iamveryhappyaboutthediscussionswhichwehadthisafternoononthistopic.

ByholdingaseriesofrelevantEnglishcompetitionssuccessfully,ourdepartmenthasprovidedstudentsaself-showstagewhichisfullofvitalityandpassion,makingEnglishactivitiesmuchmoreparticipatory.WehaveachievedourultimategoalthatduringtheactivityweexpandedtheinfluenceofEnglishskillscompetitionandtheusageofthelanguage.What’smore,lotsofstudentshavetakenpartinandenjoyedit.

Today,Iamprivilegedandhonoredtospeakbeforeyouinthisworkshop.ButfirstofallIwouldliketotakeadvantageofthisopportunitytoexpressmydeepthankstotheGovernmentofJapan,theASEANFoundation,theAsianDisasterReductionCenter（ADRC）,andtheAsianDisasterResponseUnitofUnitedNationsOfficefortheCoordinationofHumanitarianAffiarsKobeoffice（ADRU/UN-OCHAKobe）forfundingandorganizingthisimportantRegionalWorkshoponTotalDisasterRiskManagement（TDRM）.Thisworkshopprovidesuswithaveryusefulplatformtoexchangeinformation,ideas,experiencesandlessonslearnedinourowndisastermanagementworkinourrespectivecountries.

Now,Icomeheretospeakonbehalfofthetwoworkinggroups.TheopeningspeechesofthechairpersonsandthekeynotespeechondisasterriskreductionandresponsebyMr.KenzoOshima,UnderSecretary-General,UN-OCHApavedthewaytowardsasuccessfulworkshop.ThroughthemanypresentationsmadebytherepresentativesfromthevariousAsiancountriesheretoday,weallunderstandthatdisasterhappensveryoftenintheworldanditwillcontinuetohappenwithoutend.Onceitoccurs,itcanhavesevereconsequencesonhumanlifeandproperty,withdamagesthatcanreachbillionsofdollars.Moreover,disasterscanalsohavesignificantadverseeffectsontheeconomyoftheaffectedcountry,totheextentofaffectingGDPandsustainabledevelopment.

Duringthesepastthreedays,wehavegeneratedawealthofinformationandexperienceinthisworkshop.WehavebeenabletodiscusswaysandmethodsforimplementingtheTDRMapproachindisasterprevention,mitigation,preparedness,responseandrecovery.WehavealsobeenabletoidentifythecompetenceandskillsrequiredforpilotingtheTDRMapproachinourrespectivecountries.Now,thatwehavegainednewand

usefulknowledgefromtheworkshop,wearenowabletobringthistoourcountryandseekgovernmentendorsementinapplyingtheTDRMapproach.Infact,IcalledthePrimeMinisteryesterdayandreportedtohimontheproceedingsofthisworkshop.IamveryhappytoinformyouthathewasverypleasedandthathemadeastrongcommitmenttobemoredeeplyinvolvedintheapplicationoftheTDRMprocessinCambodia.

WiththeusefulandrelevantinformationandknowledgeIhavegained,IplantodisseminatethemwhenevertheNCDMwillconducttrainingcoursesforlocalofficialswhoworkintheprovincialanddistrictDisasterManagementCommittees.WiththepresentationandexplanationofthekeyelementsoftheTDRMbyMrTomBrennan,SeniorRegionalAdvisor,USAID/OFDA,andbyMrMikeTarrant,AssistantDirector,ResearchManagement,EMA,Australia,Ihavemuchconfidencethatwecansurelyapplythenewapproachandprocessfordisasterreduction.Nevertheless,wemustrememberthatsometimestheimpactofadisasterisbeyondthecapacitiesandcapabilitiesofacountytodealwith.SoIthinkthatthestrengtheningofcooperationandgoodcoordinationamongAsiancountriesareindeedimportantandnecessary.

Onceagain,IwouldliketoextendourdeepgratitudetotheGovernmentofJapan,TheAssociationofSoutheastAsianNations（ASEAN）Foundation,ADRC,ADRU/UN-OCHAKobefortheirsupporttothissuccessfulandfruitfulworkshop.Thankyou.

Firstofall,letmethankyouforgivingmethisroleofspeakingonbehalfoftheparticipantsinthisclosingceremonyofourRegionalWorkshoponTotalDisasterRiskManagement（TDRM）.Itisindeedanhonorforme.

Ihadtimeconstrainttogeteveryparticipant’sstatementbutjustlookingatthelistandtheagenciesandorganizationsthatarerepresentedhere,Iamsurethatwehadthesamefeelingfortheworkshop.IknowthatwehadverystronginterestandwereveryeagertoparticipatebecauseoftherelevanceoftheTDRMworkshoptoourrespectivelineofwork,beingverymuchinvolved,ifnotdirectlyinvolved,indisastermanagement.

Thespeechesdeliveredbynoneotherthantheauthoritiesoftheorganizingandsponsoringagenciesemphasizedandgaveustheimportanceofdiscussingeffectiveapproachesandmethodsondisasterandriskreduction.ThisisconsideringthefactthattheAssociationofSoutheastAsianNations（ASEAN）countriessufferthemostfromdisasters.Thepresentationsfromsomeparticipantsgaveusaclearpictureontheirrespectiveearlywarningsystemsandwegotgoodideasfromthem.

Weappreciateverymuchtheknowledgeshowedtousbythedisastermanagers,resourcepersonsandguestspeakers.Alltheinformationshowedareveryrelevantandwethankallofyou.

Itis,therefore,notenoughthatwehaveourrespectivenationaldisastermanagementcommitteeandarealreadyimplementingrelatedprograms.ThereisalotmoretodoandthisworkshoponTDRMisjusttoenhanceandtoimprovetheexistingsystemsandprograms.TDRMistheneedofthetimesintheASEANregion.

ThisisourclosingceremonybutIhopethisclosingwillnotbetheendbutthebeginningofourconcertedeffortsonTDRMinourcountries.

Letusnotputtheresourcesofoursponsorstonowherebutletusbeinstrumentalinourlittlewayinrealizingtheobjectivesofthisworkshop.
