SCOPE
ThisManagementOfChangeproceduredetailstheresponsibilitiesandactivitiestobefollowedforallmodificationsrequiredontheAIOC(OperatedbyBPAmoco)facilitiesandassociatedpipelineswhethertheyarepermanentortemporary,majororminor,onexistingfacilitiesoradditionstoexistingfacilities.Itdetailstheprocessfromstarttofinish,referencingAIOCcriticaldocumentation.
ThecriticalinterfacewithdrillingistriggeredfromtheirownprocedurewhenthereisamodificationthateffectseitherOperationsortheoverallplatformintegrity,likewiseanymodificationthateffectsthedrillingoperationwillbetriggeredfromthisprocedure.
Onlyauthorizedmodificationsmaybeimplemented.ExceptionalandEmergencymodifications,detailedinsectionInadvertentModificationmayobtainimmediateapprovalaftertherelevantoffshoreriskassessmentprocedurehasbeenimplemented,butfullapplicationofthisinstructionmustfollowassoonasreasonablypracticable.
ThestandardsandspecificationsbeingappliedarethoseusedintheoriginaldesignofAIOCoperatedsitesincludingChirag-1platform,subseapipeline,Sangachal,WesternandNorthernRouteExportPipelines,anydeviationfromthesewillbedocumented.
Anypersonwiththerelevantprocessorengineeringknowledgemayinitiatetheprocedure.ThoughtheLine/FacilityManagerandtheOperationsTeamLeadershouldapprovetheproposalbeforetheMOCissubmittedforcirculation.ThereafternominatedauthoritieswithinProductionOperationsandotherdepartmentswillreviewthejustificationandproposal,forinformationandcommentandthenfinalapproval.
ThisinstructionhasbeenwrittenwiththeProductionOperationsManagementstructuretakenintoconsiderationandithasbeenspecificallydesignedtoberigorousbutnotonerous.
Objective
Toensurethatallmodificationsarejustified,assessed,controlledanddocumentedinaconsistentmannerinorderthat:
1.Safetyisnotcompromised
2.ThetechnicalintegrityofAIOC-operatedsitesisnotcompromised
3.Proposedmodificationsaregivendueconsiderationtopreventunnecessarycost
4.ProposedmodificationsarepublicizedtotherelevantdepartmentswithinandoutwithProductionOperationswhennecessary
5.Interfaceswithalldisciplinesaretakenintoaccountbeforecommittingtothemodifications
6.Theintegrityofthemodificationprocessremainsintactandisauditable
7.TheSafetyCasedoesnothaveitsvalidityimpairedbythemodifications
Inadditiontothesespecificobjectives,thisinstructionalsoprovidesguidelinesontheactualprocessflowthroughtheprocedure.AnoverviewofthisprocessisshowninAttachmentA,anddetailedinSection4.Themajorstepsare:

Modificationshavebeensplitintothreecategories,determinedbythetypeofmodificationinvolved:
-Configuration.Changeisonewhereitisavariablesettingchangetoapreviouslyinstalledpieceofequipment;-MaintenanceModificationisachangetomaintenanceintervalormethodology;-FullEngineeringModificationcoversalloftheotherscenariosoutlinedbelow.

∙OthermodificationsthatdonotaffecttheprocessdirectlymaystillrequireaChirag1ManagementofChangerequest.(Reroutingofpipeworkmayintroducedeadlegsandhencecorrosionblackspots,modificationtoskidfloorplatesmayaffectdrainageetc.)

AConfigurationChangecanbedefinedasachangetoexistingequipmentthathasvariablesettings.
SomeexamplesofConfigurationChanges
∙Achangeinthesettingorarrangementofprotectivedevicesinstalledforsafetyorenvironmentalreasons(e.g.safetyvalves,alarms,trips,andinterlocks)
∙Asoftwarechangemadetotheprincipleonwhichtheplatform'sControl,ShutdownorFireandGassystemsoperate,whentheplatformcanbeaffectedbyacomputerorotherprogrammabledevice.
Ifthereareanydoubtsastowhatproposedchangesshouldbesubjecttothisprocedure,theSeniorTechnicalAuthoritywillgiveguidanceonthematter.

∙Achangetothefrequencyofplannedmaintenance
∙Achangetothemethodologyofmaintenance:
i.e.afteroperationalexperienceitisfoundthatallofthesealsonapumpdonotneedreplacedortheseatonacontrolvalvedoesnotneedrefurbishedonamajoroverhaul.
Note.Thisprocedurenotonlyprovidesanauditabletrailforchangesmade,butitisalsoanexcellentvehiclefordisseminationoftechnicalinformationandchanges,asitv/illbereviewedbyallnominatedteamswithintheProductionOperationsdepartment.Thisshouldbeborneinmindwhenanymarginaldecisionregardingtheneedforcirculationhastobetaken.

TheInitiatororOriginatorcanbeanypersonwithrelevantprocessorengineeringknowledge,theminimumresponsibilityhereistoensurethattheproposalandinitialideahasbeenagreedwithboththeirlinemanagerandtheOperationsTeamLeader.Thereshouldbesomedocumentaryevidenceoftheproblemandthoughtprocessesthathavebeenestablishedinthediagnosis.
TheInitiator/Originatorhastheresponsibilityforfillingoutthefollowingdocumentation.ManagementofChangeforms,sectionA.
ResponsibleJobOfficer
TheResponsibleJobOfficer(RJO),isnominatedbytheSeniorTechnicalAuthority(STA),ifthereisnoobviouscandidate.Heisresponsibleforcollatingdesigncontributionsfromallrequireddisciplines,fosteringateamapproach.TheinitiatorandRJOcanbethesamepersonandhisminimumresponsibilitiesare:
1.Overallcontrolandprogressionofthemodification,fromStatementofRequirements(SOR),tohandoverandcommissioningofthecompletedmodification.
2.Reviewingtherequirementforcompletingthemodification.
3.ReviewingtherequirementtoimplementthemodificationutilizingAIOCpersonnelorexternalengineeringcontractorsupport.ThisreviewmustbecompletedwiththeSTA.
4.Reviewingwhichdepartmentsanddisciplinesshouldbeinvolvedintheprocedure.ThisreviewmustbecompletedwiththeSTA.
5.Whenusingasupportcontractor,liaisonwiththeirnomineeregardingallaspectsofthedetailedengineeringrequirements,costsandmodificationcloseout.
6.Overseeingallinternalengineeringmodifications
7.Ensuringthatallrelevantdocumentationhasbeenupdatedbythedisciplinesconcernedwiththemodification.
8.Ensuringthemodificationiscompletedaspertheworkpack.
9.Resourceplanningformodificationimplementation.
TheResponsibleJobOfficerhastheimmediateresponsibilityfortherecordsanddocumentationlistedbelow,andheisultimatelyresponsibleforensuringthatallotherdocumentationisupdatedaspertheindividualdisciplinerequirements.
