TheTestandBalanceAgenciesnamedcomplywiththeuniversallyacceptedNationalStandardssetforthbyTheAssociatedAirBalanceCouncilwhichweredevelopedtohelptheengineerachievedesignintent.
SystemBalanceshallbeperformedbytheseagencieswhoarenotaffiliatedwithanymechanicalcontractor,architect,orengineerOnlytimelysubmittals(within90daysofawardofcontract)namingoneofthesepre-approvedTestandBalanceAgencieswillreceiveapproval.
ThenameoftheselectedTestandBalanceAgency,plusthenameand
registrationnumberofthecertifiedTestandBalanceEngineer,shallbe
submittedtotheMechanicalEngineerbytheGeneralContractorforapprovalwithinthirty(90)daysaftertheawardofthecontract.
Ifacompleteandqualifyingsubmittalspecifyingoneofthepre-approved
TestandBalanceAgenciesnamedaboveisnotreceivedwithinthespecifiedtime,theMechanicalEngineershallselecttheTestandBalanceAgencyfromthepre-approvedlistofqualifiedTestandBalanceAgenciesabove.
Inaddition,noworkbytheMechanicalContractorshallcommenceuntiloneoftheTestandBalanceAgenciesnamedabovehassignedoffontheshopdrawings;itisunderstood,thatmanyfunctionsofTestandBalance,includingpre-constructionmeetings,ductleakagetestingandinspectionofinstallationrequireearlyinvolvementintheprojectinasupportfunctiontotheMechanicalEngineer.
WORKOFOTHERTRADES
TheGeneralContractorwillprovidetheTestandBalanceAgencywith:
1.Withinthirty(90)daysafterselection:
a.Constructiondrawings
b.Equipmentspecifications
c.Writtencontract
d.Equipmentsubmittals
2.Asissuedorreceived:
a.Changeorders
b.Equipmentmanufacturer’ssubmittaldata
c.MechanicalContractor’sshopdrawings
d.Temperaturecontroldrawings
e.Projectschedule
f.Reasonabletime
g.Completelyoperablesystem
3.Beforetestingandbalancingisstarted,theMechanicalContractorshalladjustbeltsandsheaves,alignallparts,oilandgreasebearingsinaccordancewithmanufacturer’sinstructions,cleanexteriorsurfacesofcoiltubesandfins,flushinteriorofoiltubesuntilcleanandcheckmixingdamperoperationtoinsurefreeoperationandactivationbythecorrectthermostat.
4.TheMechanicalContractorshallberesponsibleforcertifying,inwriting,thatthesystem,asscheduledforbalancing,isoperationalandcomplete.Completenessshallincludenotonlythephysicalinstallation,buttheMechanicalContractor’scertificationthattheprimemovers,fans,pumps,refrigerationmachines,boilers,etc.areinstalledingoodworkingorder,andthatthefullloadperformancehasbeenpreliminarilytestedunderthecertificationoftheMechanicalContractor.Beforeanytestingandbalancingisstarted,acompletereportshallbesenttotheTestandBalanceAgency.
5.TheMechanicalContractorshallberesponsibleformakingallmodificationstorectifydiscrepanciesreportedbytheBalancingContractorasindicatingnon-compliancewiththecontractdocuments.
6.TheHVACControlsContractorshall,atnoadditionalcost,
providethree(3)setsorcopiesofallnecessaryprograms,software,cablesandspecialtytoolstotheTestandBalanceAgencytooperateandcalibrateallsystems.Further,theControlsContractorshallcoordinatewiththeTestandBalanceAgencyasnecessarytoaccomplishfullyoperationalandproperlybalancedsystems.
TESTINGANDBALANCING
1.Withinthirty(30)daysafterreceiptofthetestingandbalancingcontract,plans,specificationsandcompleteequipmentsubmittals,theTestandBalanceAgencyshallsubmitanagendadescribing
thefollowing:
a.Fieldobservationreports
b.AnoverviewofsystemTestandBalanceprocedures:
1.DemonstratingcompleteunderstandingofthedesignintentbytheTestandBalanceAgency.
2.IdentifyingpotentialproblemsforperformingTotalSystemBalanceandsuggestingpossiblechangestoallowthemosteffectiveTotalSystemBalance.
c.AABCNationalProjectPerformanceGuaranty.
d.AABCCertificationofTestandBalanceEngineers
andTechnicians.
e.InstrumentcalibrationcertificatesofeachinstrumentthatmaybeusedalongwithspecificIDnumbers(i.e.,serialnumbers.)
SCOPEOFWORK
OngoingInspection
1.TheTestandBalanceAgencyshallvisitthejobsiteduringtheearlystagesoffabricationtoinspectductInstallation.AreportshallbesubmittedtotheMechanicalEngineerlistinganydeficienciesfoundandmakingrecommendationsforworktobeperformedordevicestobeaddedtoallowforproperbalancing.
TotalSystemBalance
1.Eachpieceofequipmentandtheentiresystemshallbeadjustedtoinsureproperfunctionofallcontrols,properdistributionofair,maintenanceoftemperatures,eliminationofdraftsandvibrationandleftinfirstclassoperatingcondition.
2.TheairsystemshallbeadjustedtoobtaintheairvolumesspecifiedbytheMechanicalEngineer,butreadjustedifrequiredtoobtaindesigntemperatureineachroom.TheMechanicalContractorshallmakedrivechanges,installadditionaldampers,vanes,grillebaffles,etc.,asmayberequiredonthejob.
3.Wherevertheuseofmulti-louvers(insupply,exhaust,orreturnairgrilles)createsobjectionablenoise,two
(2)inchthick,six(6)lb.fiberglassboardshallbeinstalledinthegrilleopening,slottedfortheproperairquantity.ThisshallbeaccomplishedbytheMechanicalContractor.
4.Balancethesupplyandreturnairsystems(withthechillersoperating)byfirstarrivingatthefantotalairquantity,readingairvelocitiesatcoolingcoilsat55degreesF,returnairandoutsideairopenings;andaducttraverse.ThefanRPMshallbeadjustedforthespecifiedairquantitiesallowingforthemaximumof2%forductleakage.Thequantityofairtoeachoutletshallnotbelessthanthatshownonthedrawingsandnotgreaterthan10%ofthatamount.Ifsoinstructedbythemechanicalengineer,furtherbalancingoftemperaturesshallbemadeandindicatedbyathermometerorbytemperaturerecorder.
5.PerformPitotTubeTraverseofallsupply,returnandexhaustsystems.
a.Exceptasspecificallyindicatedherein,PitotTubeTraverseshallbetakeninbranchductstoassurespecifiedflowtoallzones.Pitottubes,associatedinstruments,traversingandtestingtechniquesshallconformtotheASHRAEHandbookofFundamentals.
b.Testholesshallbeinastraightduct,asfaraspossibledownstreamfromtheelbows,bends,take-offsandotherturbulencegeneratingdevices,tooptimizereliabilityofflowmeasurements.
6.Furnishtypewrittendataforallsupplyfanstabulating:
a.QuantityofairinCFMateachairoutletorinlet.
b.Dryandwetbulbtemperaturesateachthermostattothenearest1/10of1degree.
c.Outdoordryandwetbulbtemperatures,winddirectionandvelocity,andbarometricpressureatthetimetestsareconducted.
d.RPMoffanorblower.
e.RPMofmotor.
f.Ampereinputofeachmotor(onereadingoneachlegifthree(3)phase).
g.NoloadAmperageandbrakehorsepowercalculationsonallmotors1/2horsepowerorlarger.
h.Staticpressureinincheswatergaugeatinletoffanorblower.
i.DuctTraversedata.
7.FurnishtypewrittendatafortheCoilstabulating:
a.Enteringandleavingwatertemperature.
b.QuantityofairinCFM.
c.FacevelocityinFPM.
d.Dryandwetbulbairtemperatureenteringandleavingcoil.
e.CapacityofcoilinBTUH.
