thefundamentallawsofsupplyanddemand,andnakedfear.BotharebeingtestedbytheviolencethatistearingthroughLibya,theworld’s13th-largestoilexporter.ThepriceofabarrelofBrentcrudenowhoversaround$115.OnFebruary24th,however,itrosetoalmost$120,astradersrealisedthattheymighthavetodoforawhilewithoutsomeorallofLibya’sexports:
some1.4mbarrelsaday(b/d),orabout2%oftheworld’sneeds.
两个因素决定着每桶油的价格:
供需的基本法则以及表露无遗的恐慌。
这两因素从使世界第十三大石油出口国利比亚备受煎熬的暴力冲突中得到验证。
目前每桶布伦特原油的价格在115美元左右徘徊。
然而,当交易者意识到他们在短时间内可能没法依赖部分或者所有的利比亚出口,就在2月24日,这个价格飙升至约120美元。

随着叛乱分子和穆阿迈尔·卡扎菲势力之间为控制国家唯一资源而斗争,利比亚的形势很严峻。
位于利比亚东部的苏尔特石油公司所在地卜雷加,近日来已易主三次。
大多数石油工人已逃走,产量下降了三分之二。

纵观石油史,其中明显不乏中东冲突,供应危机和全球衰退,还有1972年阿拉伯石油的禁运,1978年伊朗革命的爆发和1990年萨达姆·侯赛因对科威特发起的侵略。
要衡量出风险,现在需要回答三个问题。
供应一旦中断石油市场到底有多易受冲击?
石油价格一旦上涨世界经济到底有多易受伤害?
最坏的情况一旦发生政策制定者到底能有多善于应对危机?
让我们逐个来解答。
ThetroublesinLibyaareonlythemostseriousexampleoftheimpactofArabunrestonglobaloilmarkets.PricesjumpedasEgypt’scitizenstooktothestreetstooustPresidentHosniMubarak.Egyptisanoilimporter,butactsasavitalconduitbetweenthehugeoilfieldsinthePersianGulfandmarketsinEurope,viatheSuezCanalandthroughtheSUMEDpipeline.Althoughitseemedunlikelythatprotesterswouldorcoulddisruptoilshipments,eventsinCairowereenoughtoaddmorethan$5toabarrel.
利比亚的动乱是阿拉伯动乱对全球石油市场上的影响中最为严重的一例。
当埃及人民走上街头扬言要驱逐总统胡斯尼·穆巴拉克,油价便开始了上涨。
埃及是个石油进口国,但它却是连接起波斯湾大量油田和欧洲市场的关键运油通道,此通道途经苏伊士运河和苏麦德石油管道。
尽管抗议者将不会或可能不会破坏油船,开罗事变足使每桶油价再涨5美元。

SaudiArabiaisthereforethetraders’chiefworry.Butitisalso,inoilterms,theworld’schiefhope.Itistheonlyproducerwithsignificantsparecapacitythatcouldquicklybereleasediftheoilpricerosetoohigh.AlthoughOPEC,inwhichSaudiArabiaisthebiggestforce,existstokeepoilpricesbuoyant,itdoesnotwanttoseethemreachapointwheretheworldeconomyisdamagedanddemandforoilfalls.Whenpricesspikedin2008,theSaudissaidtheyhadcapacitytospare.Terrifiedoilmarketsdoubteditsexistence,andpricesroseanyway,toreach$145.Yetthesubsequentcollapseintheoilpriceinthesecondhalfof2008wasonlypartlycausedbythecreditcrisisandtherich-worldrecessionthatresulted.SaudiArabiaalsopumpedextraoil:
nearly2.5mb/dontopofthe8.5mitwasalreadyproviding.
因此沙特阿拉伯才是交易者的主要担忧。
但从石油方面来说,它也是世界的主要希望。
如果油价涨幅过高,它是唯一能够释放巨大闲置产能的石油生产国。
尽管石油输出国组织(沙特阿拉伯是其中的最大股势力)建以维持油价坚挺,但它也不愿看到油价上涨到破坏世界经济的程度,于是要求油价下跌。
当油价在2008年快速上涨时,沙特说本国仍持有可释放的闲置产能。
处于恐慌中的油市对这个产能存疑,价格还是一路攀升至145美元。
但接下来的2008年下半年油价暴跌,在一定程度是因为信贷危机和由此引发的发达国家的经济衰退。

目前OPEC的闲置产能在日产量是在600万桶(OPEC统计值)至400多万桶(行业分析值)之间;沙特的应是每日300万桶和350万桶。
油价从过去十天里的高价位回落,主要是因为沙特说每日会额外产出60万桶来弥补利比亚石油输出的缺口。
沙特在扩大产能上大肆投资,计划至2015年将在矿井和基础设施上耗费1000亿美元。
它现在要开放得多,世界可有目共睹其一举一动。
如果交易者相信当油价上升时沙特果真具备产能来抽取更多的石油,OPEC稳定油价的明确目标方可达成。
Why,then,aretradersstillsonervous?
Theansweristhatthelong-termtrendsofsupplyanddemandwerealreadyunfavourablewhentheArabshoe-throwersintervened.Beforetheuprisings,abarrelofBrentcrudewascommandingcloseto$100abarrel.Worlddemandgrewbyanextraordinary2.7mb/din2010,accordingtotheInternationalEnergyAgency.Itwillprobablykeepgrowingbyanother1.5mb/dthisyearandthesameagainnext,astherichworldrecoversanddemandsurgesinChinaandtherestofAsia.Netexpansionofnon-OPECsuppliesislikelytobenegligibleinthecomingyears.Thoughtherichworld’sinventoriesarehigh,withcoverofaround50days,itisnotclearthatSaudiArabiacanpumpmuchmorethanitdidin2008;andthespeedofoilreleasedfromgovernmentreserves,suchasAmerica’sStrategicPetroleumReserve,alsohasupperlimits.

如果动乱蔓延至阿尔及利亚且威胁到它的石油工业,用以缓冲的闲置产能可能跌至2008年的水平。
但目前需求要高得多,所以闲置产能在那类供应中只占了很小的比例。
Whenoilmarketstighten,anothersetofproblemsemerges.SaudioilisgenerallymoredenseandsulphurousthantheLibyancrudeitwillreplace.Europe’screakyoldrefinerieswillnotbeabletoprocesstheheavierSaudicrude,andfuelregulationstherearelesstolerantofsulphurcontentthanelsewhereintheworld.SotheGulfoilwillhavetobeshippedtoAsia’snewerrefineries,whicharedesignedtodealwithawidevarietyofgradesofoil.WestAfricanoil,aclosesubstituteforLibya’soutputwhichusuallygoestoAsia,willbesenttoEuropeinstead.
一旦油市从紧,另一组问题便会产生。
比起其要取代的利比亚原油,沙特石油通常更稠密且硫磺含量更高。
欧洲年久老旧的炼油厂无法加工更重质的沙特原油,且这里的燃料规定对硫磺含量没世界其他地方那么宽容。
所以海湾的石油必须先运送至亚洲较新的炼油厂,这些炼油厂正是建以处理各种各类的石油。
以前一般输至亚洲的西非石油也是利比亚石油输出的较佳候补,届时将被输至欧洲。
Ifthesupplysituationworsens,opportunitiesforthistypeofsubstitutionwillbefewer,creatingsupplybottlenecks,shortagesofpetrolandspikeswithinpricespikesfordifferentcrudesandproducts,evenwhensparecapacityremains.Thepricedifferentialofabout$15abarrelthathasbuiltupbetweenBrentcrude,whichmorecloselyreflectsglobaltrade,andWestTexasIntermediate,thebenchmarkforoilpricesinAmerica,isagoodexampleofhowoilmarketscanbecomedistortedbylocalpatternsofsupplyanddemand.Ifsupplygetsevenmorestretched,oilcouldfetchafarhigherpriceinsomepartsoftheworldthanothers.Ifsupplyproblemsbecomereallygrave,oilcompaniesmayevendeclareforcemajeure,raisingtheprospectthat,asin1978,oilmarketsfailaltogether.
如果供应形势恶化,则更不容易找到此类替代产品,即便是闲置产能犹存,还是会引起供应瓶颈、石油短缺和不同原油和成品价格轮番不断的高峰。
布伦特原油集中反映出全球交易、西德克萨斯中质原油和美国的油价基准的走向,这种原油现存在着每桶15美元的差价,这是油市如何被本地供需结构扭曲的绝好例证。
如果供应更加紧张,世界某些地方的油价会比其他地方涨得更高。
如果供应问题变得尤其严峻,石油公司甚至可能发布不可抗力条款,这使像1978年那样油市一并崩塌的预期加大。
Thatisstillaremoteprospect,andtheupwardmarchoftheoilpriceseemstohavepausedfornow.Thecrucialquestionishowmuchoilwillbelost,andforhowlong.Whenoilmarketsoperateatthelimitsofsupply,eventhesmallestextradisruptionhasadisproportionateeffect.OnFebruary26th,forexample,Iraq’sbiggestrefineryshutdownafteraterroristattack.Thisandotherassaultscouldknockoutanother500,000b/dfromtheworld’sfuelsupplies.AndiftheraidsonoilinstallationsinpreviouselectionsinNigeriaareanythingtogoby,thenextone,inApril,maythreatenanother1mb/dofsuppliesfromwestAfrica.Meanwhile,SaudiArabiaremainsfarfromsecure(seearticle).OnMarch1stthecountry’sstockmarket,jitteryabouttheneighbours,plungedby7%,aworryingsignthatconfidenceisfading.
这个预期还远不会成真,油价好像已停止上涨。
关键问题是损失了多少油以及还会损失多久。
当油市在供应范围内运转,即便最小的额外破坏都会造成比例不等的影响。
比如,在2月26日,在一次恐怖袭击后伊拉克最大的炼油厂关闭。
这个和其他突袭可能会使世界燃料供应减少一个每日50万桶。
如果之前尼日利亚的选举期间对石油设施的破坏可以忽视,那么4月西非选举时若再受袭将会威胁到再多一个每日100万桶的供应。
同时,沙特也远非安全的。
3月1日该国的股市因邻国而震荡,下跌了7%,此不安的信号表明信心正摇摇欲坠。
