Textmodificationforcommentresolutionisindicatedin[boldanditalicsencapsulatedinsquarebrackets].Forsomecommentsthereismorethanonemodificationrequired.

Severalcommentsarerelatedtoconsolidatingthefragmentation/packingsubheader.Theresolutiontothiscommentisprovidedtofacilitatediscussionofthedesignofthenewsubheader.Theothercommentsrelatedtothiswillthenberesolvedinturn.

TherearetwomajormodificationstotheFragmentation/Packingsubheader.One,istheconsolidationofthetwosubheaders.Two,itisremovalforsupportoftwodifferentcountingmethodsforcountingfragments.Wehavetwomethodsforcountingfragments,oneusedforwhenARQisappliedandwhenwhenARQisn’tapplied.

ItisoftheopinionoftheMACad-hocchairthatwedon’tneedtwodifferentmethods.Referringbackto802.16-2009,the3bitcountingmethodisoptional.So,therecommendationistoremoveit.WeshouldnotethatifaFragmentation/PackingsubheaderisaddedtoaPDUmappedtoaconnectionusingARQ,thethenTypefieldBit2（ExtendedType）shallbesetto1.

Also,notethattheARQfeedbacksubheaderisindependentofthefragmentation/packingprocess.IfpurposeofnewFragmentation/Packing,issettopacking（i.e.setto1）,thentheARQFeedbacksubheaderisthe1stpackeditem.Thisisstatedin6.8.1.2.4.
