1Weobservetodaynotavictoryofpartybutacelebrationoffreedom,symbolizinganendaswellasabeginning,signifyingrenewalaswellaschange.ForIhaveswornbeforeyouandAlmightyGodthesamesolemnoathourforebearsprescribednearlyacenturyandthree-quartersago.
2Theworldisverydifferentnow.Formanholdsinhismortalhandsthepower
toabolishallformsofhumanpovertyandallformsofhumanlife.Andyetthesamerevolutionarybeliefforwhichourforebearsfoughtisstillatissuearoundtheglobe,thebeliefthattherightsofmancomenotfromthegenerosityofthestatebutfromthehandofGod.
3Wedarenotforgettodaythatwearetheheirsofthatfirstrevolution.Let
thewordgoforthfromthistimeandplace,tofriendandfoealike,thatthetorch
hasbeenpassedtoanewgenerationofAmericans,borninthiscentury,temperedbywar,disciplinedbyahardandbitterpeace,proudofourancientheritage,andunwillingtowitnessorpermittheslowundoingofthesehumanrightstowhichthisnationhasalwaysbeencommitted,andtowhichwearecommittedtodayathomeandaroundtheworld.
4Leteverynationknow,whetheritwishesuswellorill,thatweshallpayanyprice,bearanyburden,meetanyhardship,supportanyfriend,opposeanyfoetoassurethesurvivalandthesuccessofliberty.
5Thismuchwepledge--andmore.
6Tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgetheloyaltyoffaithfulfriends.United,thereislittlewecannotdoinahost
ofco-operativeventures.Divided,thereislittlewecando,forwedarenotmeetapowerfulchallengeatoddsandsplitasunder.
7Tothosenewstateswhomwewelcometotheranksofthefree,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafarmoreirontyranny.Weshallnotalwaysexpecttofindthem
supportingourview.Butweshallalwayshopetofindthemstronglysupportingtheirownfreedom,andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedupinside.
8Tothosepeoplesinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelp
themselves,forwhateverperiodisrequired,notbecausetheCommunistsmaybedoingit,notbecauseweseektheirvotes,butbecauseitisright.Ifafreesocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.
9Tooursisterrepublicssouthofourborder,weofferaspecialpledge:
toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassist
freemenandfreegovernmentsincastingoffthechainsofpoverty.Butthispeacefulrevolutionofhopecannotbecomethepreyofhostilepowers.LetallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywherejntheAmericas.Andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.
10Tothatworldassemblyofsovereignstates,theUnitedNations,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsof
peace,werenewourpledgeofsupport:
topreventitfrombecomingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayrun.
11Finally,tothosenationswhowouldmakethemselvesouradversary,weoffernotapledgebutarequest:
thatbothsidesbeginanewthequestforpeace,before
thedarkpowersofdestructionunleashedbyscienceengulfallhumanityinplannedoraccidentalself-destruction.
12Wedarenottemptthemwithweakness.Foronlywhenourarmsaresufficientbeyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.
13Butneithercantwogreatandpowerfulgroupsofnationstakecomfortfromourpresentcourse--bothsidesoverburdenedbythecostofmodernweapons,both
rightlyalarmedbythesteadyspreadofthedeadlyatom,yetbothracingtoalterthatuncertainbalanceofterrorthatstaysthehandofmankind'sfinalwar.
14Soletusbeginanew,rememberingonbothsidesthatcivilityisnotasignofweakness,andsincerityisalwayssubjecttoproof.Letusnevernegotiateoutoffear,butletusneverfeartonegotiate.
15Letbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideus.
16Letbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarmsandbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.
17Letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.Togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepthsandencouragetheartsandcommerce.
18LetbothsidesunitetoheedinallcornersoftheearththecommandofIsaiahto"undotheheavyburdens...(and)lettheoppressedgofree".
19Andifabeachheadofco-operationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor,notanewbalanceofpower,but
anewworldoflaw,wherethestrongarejustandtheweaksecureandthepeacepreserved.
20Allthiswillnotbefinishedinthefirstonehundreddays.Norwillit
befinishedinthefirstonethousanddays,norinthelifeofthisAdministration,norevenperhapsinourlifetimeonthisplanet.Butletusbegin.
21Inyourhands,myfellowcitizens,morethanmine,willrestthefinalsuccessorfailureofourcourse.Sincethiscountrywasfounded,eachgenerationof
Americanshasbeensummonedtogivetestimonytoitsnationalloyalty.ThegravesofyoungAmericanswhoansweredthecalltoservicesurroundtheglobe.
22Nowthetrumpetsummonsusagain--notasacalltobeararms,thougharmsweneed;notasacalltobattle,thoughembattledweare;butacalltobearthe
burdenofalongtwilightstruggle,yearinandyearout,"rejoicinginhope,patient
intribulation,"astruggleagainstthecommonenemiesofman:
tyranny,poverty,diseaseandwaritself.
23Canweforgeagainsttheseenemiesagrandandglobalalliance,NorthandSouth,EastandWest,thatcanassureamorefruitfullifeforallmankind?
Will
youjoininthehistoriceffort?
24Inthelonghistoryoftheworld,onlyafewgenerationshavebeengrantedtheroleofdefendingfreedominitshourofmaximumdanger.Idonotshrinkfromthisresponsibility;Iwelcomeit.Idonotbelievethatanyofuswouldexchangeplaceswithanyotherpeopleoranyothergeneration.Theenergy,thefaith,thedevotionwhichwebringtothisendeavorwilllightourcountryandallwhoserve
it,andtheglowfromthatfirecantrulylighttheworld.
25Andso,myfellowAmericansasknotwhatyourcountrycandoforyou;askwhatyoucandoforyourcountry.
26Myfellowcitizensoftheworld,asknotwhatAmericawilldoforyou,butwhattogetherwecandoforthefreedomofman.
27Finally,whetheryouarecitizensofAmericaorcitizensoftheworld,askofusherethesamehighstandardsofstrengthandsacrificewhichweaskofyou.Withagoodconscienceouronlysurereward,withhistorythefinaljudgeofourdeeds,letusgoforthtoleadthelandwelove,askingHisblessingandHishelp,butknowingthathereonearthGod'sworkmusttrulybeourown.
