依照IMOMEPC.207(62)决议:
为最大程度减少入侵水生物种转移的船舶生物污垢控制和管理指南,该指南于2011年7月15日通过。

GuidelinesfortheControlandManagementofShips’BiofoulingtoMinimizetheTransferofInvasiveAquaticSpecies,adoptedon15July,2011(hereafterreferredtoastheBiofoulingGuidelines).

Introduction(引言)
国际海事组织(IMO)的各成员国在通过《2004年国际船舶压载水与沉积物控制和管理公约》(BWM公约)时作出明确承诺,将最大程度减少航运造成的入侵水生物种的转移。
研究已表明生物污垢也是入侵水生物种转移的一个重要媒介。
进入各国水域船舶的生物污垢可使入侵水生物种定居,其可能会对人类、动物和植物的生命,经济与文化活动和水生环境造成威胁。
ByadoptingtheInternationalConventionfortheControlandmanagementofShips'BallastWaterandSediments,2004(theBWMConvention),memberstatesoftheInternationalMaritimeOrganization(IMO)madeaclearcommitmenttominimisingthetransferofinvasiveaquaticspeciesbyshipping.Studieshaveshownthatbiofoulingcanalsobeasignificantvectorforthetransferofinvasiveaquaticspecies.Biofoulingonshipsenteringthewatersofstatesmayresultintheestablishmentofinvasiveaquaticspecieswhichmayposethreatstohuman,animalandplantlife,economicandculturalactivitiesandtheaquaticenvironment.

WhiletheInternationalConventionontheControlofHarmfulAnti-FoulingSystemsonShips,2001(theAFSConvention)addressesanti-foulingsystemsonships,itsfocusisonthepreventionofadverseimpactsfromtheuseofanti-foulingsystemsandthebiocidestheymaycontain,ratherthanpreventingthetransferofinvasiveaquaticspecies.
IMO、生物多样性公约(CBD)、一些UNEP地区海洋公约(例如巴塞罗那防止地中海污染公约)、亚太经济合作组织(APEC)和太平洋地区环境计划署秘书处(SPREP)已认识到入侵水生物种通过生物污垢转移会造成危害的潜在性。
ThepotentialforinvasiveaquaticspeciestransferredthroughbiofoulingtocauseharmhasbeenrecognisedbytheIMO,theConventiononBiologicalDiversity(CBD),severalUNEPRegionalSeasConventions(e.g.,theBarcelonaConventionfortheProtectionoftheMediterraneanSeaAgainstPollution),theAsiaPacificEconomicCooperationforum(APEC),andtheSecretariatofthePacificRegionEnvironmentalProgram(SPREP).

Allshipshavesomedegreeofbiofouling,eventhosewhichmayhavebeenrecentlycleanedorhadanewapplicationofananti-foulingcoatingsystem.Studieshaveshownthatthebiofoulingprocessbeginswithinthefirstfewhoursofaship'simmersioninwater.Thebiofoulingthatmaybefoundonashipisinfluencedbyarangeoffactors,suchas:
1.designandconstruction,particularlythenumber,locationanddesignofnicheareas

2.thespecificoperatingprofile,includingfactorssuchas:

Implementingpracticestocontrolandmanagebiofoulingcangreatlyassistinreducingtheriskofthetransferofinvasiveaquaticspecies.Suchmanagementpracticescanalsoimproveaship'shydrodynamicperformanceandcanbeeffectivetoolsinenhancingenergyefficiencyandreducingairemissionsfromships.ThisconcepthasbeenidentifiedbytheIMOinitsGuidancefortheDevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP).
实行控制和管理生物污垢的操作有助于减少入侵水生物种转移造成的风险。

TheBiofoulingGuidelinesareintendedtoprovideagloballyconsistentapproachtothemanagementofbiofouling.Asscientificandtechnologicaladvancesaremade,theGuidelineswillberefinedtoenabletheriskstobemoreadequatelyaddressed.Portstates,flagstates,coastalstatesandotherpartiesthatcanassistinmitigatingtheproblemsassociatedwithbiofoulingshouldexerciseduediligencetoimplementtheBiofoulingGuidelinestothemaximumextentpossible.
生物污垢指南旨在提供管理生物污垢的全球统一的方法。
随着科技的进步,本指南将予以改进,使之能以更适当的方式处理风险。

Goodrecordkeepingiscriticaltothesuccessofasoundbiofoulingmanagementprogramme.Compliancecanbeverifiedandmanagedmoreeffectivelyifaccuraterecordsaremaintainedandstoredinanorganisedmanner.

TheBiofoulingManagementPlanshouldbeupdatedasnecessary.Itistheowner/operator’sorMaster’sresponsibilitytoregularlyreviewtheplanandensurethattheinformationitcontainsisaccurateandup-to-date.ThePlanshouldbeavailableforviewingonrequestbyaportstateauthority.
生物污垢管理计划应在必要时进行更新,船东/操作者或船长有责任定期评估该计划以此来确保计划内的信息是精确的和最新的。
当港口当局要求时应提供该计划供其检查。

PurposeofthePlan(计划的目的)
ThepurposeofthePlanistooutlinemeasuresforthecontrolandmanagementofships'biofoulinginaccordancewiththeBiofoulingGuidelines.Itprovidesoperationalguidancefortheplanningandactionsrequiredforships'biofoulingmanagement.
计划的目的为按《为最大程度减少入侵水生物种转移的船舶生物污垢控制和管理指南》的要求描述船舶生物污垢的控制和管理措施。
计划为船舶生物污垢管理要求的计划和行动提供操作指导。
6.Definitions(定义)
ForthepurposesofthisPlan,thefollowingdefinitionsapply:
AFSConventionmeanstheInternationalConventionontheControlofHarmfulAnti-FoulingSystemsonShips,2001.
AFS公约系指《2001年国际控制船舶有害防污底系统公约》。
Anti-foulingcoatingsystemmeansthecombinationofallcomponentcoatings,surfacetreatments(includingprimer,sealer,binder,anti-corrosiveandanti-foulingcoatings)orothersurfacetreatments,usedonashiptocontrolorpreventattachmentofunwantedaquaticorganisms.
防污底涂层系统系指船上使用的用于控制或防止不利水生生物附着的所有成份的涂层、表面处理(包括底漆、封闭漆、粘结剂、防腐蚀和防污底涂层)或其他表面处理的组合。
Anti-foulingsystemmeansacoating,paint,surfacetreatment,surface,ordevicethatisusedonashiptocontrolorpreventattachmentofunwantedorganisms.
防污底系统系指船上使用的用于控制或防止不利生物附着的涂层、油漆、表面处理、表面或装置。
Biofoulingmeanstheaccumulationofaquaticorganismssuchasmicro-organisms,plants,andanimalsonsurfacesandstructuresimmersedinorexposedtotheaquaticenvironment.Biofoulingcanincludemicrofoulingandmacrofouling(seebelow).
