前言
根据住房和城乡建设部“关于印发《2008年工程建设标准规范制订、修订计划(第一批)》的通知”(建标〔2008〕102号)的要求,规范修订组经广泛调查研究,认真总结实践经验,并在广泛征求意见的基础上,修订了本规范。
本规范的主要技术内容包括:
1.总则;2.术语和符合;3.基本规定;4.勘察阶段的划分与基本工作内容;5.城市道路工程;6.城市桥涵工程;7.城市隧道工程;8.城市室外管道工程;9.城市给排水场站工程;10.城市堤岸工程;11.资料整理与报告编制基本规定。
本次修订主要内容:
确定市政工程勘察阶段划分、深度要求;确定市政工程勘察工作内容、工作量和工作精度;确定市政工程勘察成果要求;补充城市路堑、涵洞、隧道及给排水场站工程勘察内容。
本规范由北京市勘察设计研究院有限公司负责具体技术内容的解释。

1总则
1.0.1为在市政工程勘察中贯彻国家的技术经济政策,做到安全适用、技术先进、确保质量、保护环境,制定本规范。
1.0.2本规范适用于城市道路、桥涵、隧道、室外管道、给排水厂站、堤岸等建设项目的岩土工程勘察。
1.0.3在工程设计之前,必须按基本建设程序进行岩土工程勘察。
应广泛搜集、分析、利用已有资料和建设经验,针对市政工程特点、任务要求和岩土工程条件,提出完整可靠、评价正确的勘察报告。
1.0.4市政工程勘察,除应符合本规范的规定外,尚应符合国家现行有关标准的规定。
2术语和符号
2.1术语
2.1.1市政工程municipalengineering
指在城市区、镇(乡)规划建设范围内设置的各种公共交通设施、给水、排水、燃气、环境卫生及照明等市政基础设施建设工程的统称。
本规范特指城市道路、桥涵、隧道、室外管道、给排水厂站、堤岸等市政设施。
2.1.2城市道路urbanroad
指通达城市的各地区,供城市内交通运输及行人使用,便于居民生活、工作及文化娱乐活动,并与市外道路连接负担着对外交通的道路。
2.1.3桥涵bridgeandculvert
是桥和涵洞的统称。
桥为公路、铁路、城市道路、管线、行人等跨越河流、山谷、道路等天然或人工障碍而建造的架空建筑物;涵洞为横贯并埋设在路基或河堤中用以输水、排水或作为通道的构筑物。
2.1.4隧道tunnel
为提供行人、自行车、一般道路交通、机动车、铁路交通或运河使用的两端有地面出入口的通道。
2.1.5室外管道outdoorpipe-line
用于室外给水、排水、供热、供煤气、长距离输送石油和天然气、农业灌溉、水力工程和各种工业装置的地下通道。
2.1.6给排水厂站workinghousesofwatersupplyandwastewaterengineering
给水和排水系统工程中的附属建(构)筑物。
2.1.7堤岸embankment
指自身稳定性对堤防有直接影响的岸坡。
2.1.8工程周边环境surroundings
影响市政工程设计、施工及运营的周边建(构)筑物、既有市政工程、地表水体等环境对象的统称。
2.1.9岩土条件rockandsoilconditions
对市政工程设计、施工具有影响的岩土体的工程特性,包括岩土种类及其均匀性、围岩或地基和边坡的工程性质、特殊性岩土等。
2.2符号
Bm—路床顶面以下80cm深度内土的平均稠度
Ch—水平固结系数
Cv—垂直固结系数
Cu—不均匀系数
f—建(构)筑物基底与土(岩)的摩擦系数
Gs—土的比重
k—土的渗透系数
n—土的孔隙率
ρc—土的细粒颗粒含量
wL—土的液限含水量
wP—土的塑限含水量
wm—土的平均含水量
3基本规定
3.0.1市政工程勘察可根据市政工程的重要性或类别、场地复杂程度和岩土条件复杂程度进行等级划分。
1各类市政工程的重要性等级或类别应结合项目特点,按本规范后续各章规定的方法划分。
2市政工程的场地复杂程度宜按表3.0.1-1划分。

3市政工程的岩土条件复杂程度等级宜按表3.0.1-2划分。

4市政工程勘察等级,可按下列条件划分:
甲级:
在工程重要性、场地复杂程度等级、岩土条件复杂程度等级中有一项或多项为一级;
乙级:
除勘察等级为甲级和丙级以外的勘察项目;
丙级:
工程重要性、场地复杂程度等级、岩土条件复杂程度等级均为三级。
3.0.2市政工程的工程地质调查和测绘、岩土分类、勘探、取样、原位测试、室内试验、水和土腐蚀性的评价、现场检验与监测应执行现行国家标准《岩土工程勘察规范》(GB50021)中的相关规定。
当有特殊要求时,可参照相关国家、行业、地方标准执行。
3.0.3市政工程场地地震效应评价应符合现行国家及行业抗震设计标准的规定。
3.0.4市政工程勘察前,应搜集周边环境及地下设施的相关资料。
3.0.5既有市政基础设施的改扩建工程,应针对工程特点和新的工程设计条件,在充分利用原勘察资料基础上进行勘察。
对既有地基基础的工程状态和可再利用性能,宜进行专项勘察和评估。
4勘察阶段的划分与基本工作内容
4.1一般规定
4.1.1市政工程勘察宜按可行性研究勘察、初步勘察、详细勘察三个阶段开展工作,必要时应进行施工勘察。
4.1.2市政工程勘察应在充分搜集、利用已有勘察资料的基础上,根据不同的勘察阶段、工程分类和重要性、场地及岩土条件的复杂程度综合确定勘察工作量,提交满足不同设计阶段需要的勘察成果。
4.2可行性研究勘察
4.2.1可行性研究勘察应对拟建场地的稳定性和适宜性做出评价,以搜集资料、工程地质测绘和调查为主,必要时进行适当的勘探、测试及试验。
4.2.2可行性研究勘察工作内容应包括:
1搜集区域地质、地震、水文、气象、地形、地貌等资料;
2了解场地的工程地质条件和水文地质条件概况;
3调查拟建场区周边环境条件;
4分析不良地质作用和场地稳定性;
5评价拟建场地的适宜性。
4.3初步勘察
4.3.1初步勘察宜在可行性研究勘察的基础上,初步查明拟建场地的岩土工程条件,提出设计、施工所需的初步建议及设计参数。
4.3.2初步勘察工作内容应包括:
1初步查明拟建场地不良地质作用的分布、规模、成因、发展趋势等;
2初步查明场地地基土层结构、成因、地质年代及其工程性质;
3初步查明地下水的埋藏条件、动态变化规律以及和地表水的补排关系;
4初步判定水和土对建筑材料的腐蚀性;
5初步查明特殊土的工程性质并对其进行相应的评价;
6初步评价场地和地基的地震效应。
4.4详细勘察
4.4.1详细勘察应针对工程特点和场地岩土条件,进行岩土工程分析与评价,提供设计和施工所需的岩土参数及有关结论和建议。
4.4.2详细勘察的工作内容应包
