Chinahasitsroleasaglobalpowerhouseincomsumermarket
Chinaisshiftingitsgrowthmodeltoonerelyingmoreonconsumptionandlessoninvestment.Itisalsourbanising,ageingandexperiencingdynamictechnologicalchange.Itshouldthereforeoffertheworld’sbusinessesagigantic,rapidlygrowing,butchallenging,consumermarketasitevolvesfrombeingthe“workshopoftheworld”.
Assume,instead,lessoptimistically,thatChina’sconsumptionshareremainedatamere40percentofGDP.Assume,too,that,after2023,thegrowthofChina’snominalGDP(indollars)fallstoamere6percent,whilethatoftheUSremainsat4pecent.ThenChina’saggregateconsumptionwillstillreach55percentofUSlevelsby2027.Evenundertheseconsiderablylessfavourableassumptions,thiswillbeahugelyimportantmarket.
By2027,22percentoftheChinesepopulation(324millionpeople)willbeover60.Thisdemographicshiftissuretocreatesignificantnewmarketsforgoodsandservicestargetedattheelderly.Meanwhile,theyoungadultsof2027willvirtuallyallbefromone-childfamiliesandfamiliarwiththedigitally-enabledandrelativelyprosperousChinaoftoday.Theyarelikelytobeconsiderablymoredemandingthantheirelders.
Aselsewhereintheworld,Chineseconsumerswillalsoincreasinglydemandandobtainpersonalisedgoodsandservices.Inaddition,arguesthereport,thepatternofconsumptionislikelytobesplitbetweenthoseseekingamoretraditionallyChineselifestyleandthosewithapreferenceforamorewesternisedwayoflife.
ThedramaticdevelopmentofChina’sdigitaleconomywillincreasinglyweavetogetheronlineandofflineworlds.Hema,forexample,isastart-up,backedbytheAlibabaGroup.AsIwitnessedduringarecentvisittoAlibaba’sheadquartersinHangzhou,aHemastoreisamixtureofsupermarket,restaurant,distributioncentreandonlinestore.Isawapossiblefuture—anditworked.
Theplausibleassumption,however,isthatoverthenextdecadeamassconsumersocietywillemergeinChina.ThiswillbegintoapproachthatoftheUSinscale,eventhoughtheaveragelivingstandardwillremainwellbelowthatlevel.Moreover,Chinesecompaniesareemergingasworldleadersinthistechnology-enabledeconomy.
Avastmiddleclassofpeoplewithanincomeaffordingmorethanthebasicessentialsofexistence,willalsoemerge.Theseconsumerswillbenotonlybemoredemanding,butwillseekgoodsandservicesthatenrichtheirlives.

UberstrippedofLondonlicenceduetolackofcorporateresponsibility
UberhasbeenstrippedofitsLondonlicenceinasurprisemovethatdealtaseriousblowtooneofSiliconValley’sfastestrisingcompaniesandsparkedanoutcryfromacoalitionofcustomers,governmentministersanddriversattheride-hailingcompany.
Thefirm’sapplicationforanewlicenceinLondonwasrejectedonthebasisthatthecompanyisnota“fitandproper”privatecarhireoperator.
Uber’scarswillnotdisappearimmediatelyasitscurrentlicenceexpireson30SeptemberanditplanstochallengetherulingbyLondon’stransportauthorityinthecourtsimmediately.Thehailingappcancontinuetooperateinthecapital–whereithas3.5millionusers–untilthefirmhasexhaustedtheappealsprocess.Uberhas21daystolaunchanappealbutcancontinuetooperateuntiltheprocessexpires–whichcouldtakemonths.
HowwillyoubeaffectedbyUberlosingitslicencetooperateinLondon?
UberchiefexecutiveDaraKhosrowshahiwrotetostaffonFridayconfirmingthatthecompanywouldappealtheruling.Hesaidhedisagreedwiththedecisionbutitwasbasedonpastbehaviour.
“Thetruthisthatthereisahighcosttoabadreputation,”hewrote.“Itreallymatterswhatpeoplethinkofus,especiallyinaglobalbusinesslikeours.“It’scriticalthatweactwithintegrityineverythingwedo,andlearnhowtobeabetterpartnertoeverycityweoperatein.Thatdoesn’tmeanabandoningourprinciples—wewillvigorouslyappealTfL’sdecision—butratherbuildingtrustthroughouractionsandourbehavior.Indoingso,wewillshowthatUberisnotjustareallygreatproduct,butareallygreatcompanythatismeaningfullycontributingtosociety,beyonditsbusinessanditsbottomline.
Khosrowshahi,whowasbroughtintorunthefirmafteraseriesofscandals,alsotweetedanappealtoLondonersto“workwithus”insolvingtheissue.“DearLondon:
wearefarfromperfectbutwehave40klicenseddriversand3.5mmLondonersdependingonus.Pleaseworkwithustomakethingsright,”hetweeted.
ThedecisionbytheLondonmayor’stransportbody,TransportforLondon,wasbackedbySadiqKhan,employmentrightscampaigners,andthetradebodyforthecapital’sblack-cabdrivers,whohavebeenstaunchopponentsoftheUS-basedcompany.
However,itdrewimmediatecriticismfromUberusers,driversandGregHands,thetrademinister.OneofUber’s40,000driversinthecapital,JamesFarrar,whohascampaignedforbetterworkingconditionsatthefirm,saidTfL’sdecisionwasa“devastatingblow”.
TfLsaidithadrejectedthecompany’sapplicationtorenewitslicencebecause“Uber’sapproachandconductdemonstratealackofcorporateresponsibility”inrelationtoreportingseriouscriminaloffences,obtainingmedicalcertificatesanddriverbackgroundchecks.
ThelicensingbodyalsosaiditwasconcernedbyUber’suseofGreyball,softwarethatcanbeusedtoblockregulatorybodiesfromgainingfullaccesstoitsappandundertakingregulatoryorlawenforcementduties.
ThedecisiontoremoveUberfromoneofitsbiggestmarketsisthelatestblowforaUS-basedcompanythathasshottoa$70bn(£52bn)valuationsinceitwasfoundedin2009buthasbeenhobbledbyoppositionfromnationalandmunicipalgovernmentsaroundtheworld–includinginItalyandRiodeJaneiro–duetoconcernsoversafetyorthethreattoexistingtaxibusinesses.AndreSpicer,aprofessoratCassBusinessSchoolinLondonsaidthedecisionwasa“potentiallymortalblow”toUber,adding:
“InthepastUberoperatedattheedgeofthelawwithnewtechnologyasanalibi.Nowitsroguebusinessmodelisprovingtobeabigliability.”
KhansaidhefullysupportedthedecisiontorevokeUber’slicence,sayingallcompaniesneededto“playbytherules”.Hesaid:
“IwantLondontobeattheforefrontofinnovationandnewtechnologyandtobeanaturalhomeforexcitingnewcompaniesthathelpLondonersbyprovidingabetterandmoreaffordableservice.
“However,allcompaniesinLondonmustplaybytherulesandadheretothehighstandardsweexpect–particularlywhenitcomestothesafetyofcustomers.”
ButHands,whoisalsoministerforLondon,said:
“AttheflickofapenSadiqKhanisthreateningtoput40,000peopleoutofworkandleave3.5millionusersofUberstranded.Ubermustaddresssafetyconcernsanditisimportantthereisalevelplayingfieldacrosstheprivatehiremarket.’
“ButablanketbanwillcausemassiveinconveniencetomillionsofLondoners,allwhileshowingthattheMayorofLondonisclosedtobusinessandinnovation.”SamGyimah,aConservativejusticeministerandMPforEastSurrey,saiditwas“possibletohaveeffectiveregulationofUberwithoutpenalisingtheconsumerswhobenefitfrommorechoiceandlowerprices”.

SteveMcNamara,generalsecretaryoftheLicensedTaxiDrivers’Association,whichrepresentsblack-cabdrivers,saidthemayorhadmadetherightdecision.“SinceitfirstcameontoourstreetsUberhasbrokenthelaw,exploiteditsdriversandrefusedtotakeresponsibilityforthesafetyofpassengers.ThisimmoralcompanyhasnoplaceonLondon’sstreets,”hesaid.
Ubersaidinastatementthedecisionwould“showtheworldthat,farfrombeingopen,Londonisclosedtoinnovativecompanies”.
Farrar,aco-claimantinalandmarkemploymenttribunaldecisionagainstUberandchairoftheIndependentWorkers’UnionofGreatBritain’sprivatehiredrivers’branch,saidTfLshouldhavesteppedinearliertoprotectdrivers.“TostripUberofitslicenceafterfiveyearsoflaissez-faireregulationisatestamenttoasystemicfailureatTfL,”hesaid.
ThemajorityofUberusersrespondingtoaGuardianrequestforcommentopposedthedecisiontorevokethecompany’slicence.
