(2)Thisbeingso,IwouldliketoaskBritain'svisionaryprimeministertoexplainwhathethinkshewasdoingattheG8summitinFrance.AfewweeksagoPresidentJacquesChiracdidsomethingunprecedented.AfteryearsofopposinganychangestoEuropeanfarmsubsidies(补贴),heapproachedtheUSgovernmenttosuggestthatEuropewouldstopsubsidisingitsexportsoffoodtoAfricaifAmericadidthesame.
(3)Hisofferwassignificant,notonlybecauseitrepresentedamajorpolicyreversalforFrance,butalsobecauseitprovidedanopportunitytoabandontheperpetualagriculturalarmsracebetweentheEuropeanUnionandtheUS,inwhicheachsideseekstooffermoresubsidiesthantheother.TheWest'sfarmsubsidies,asBlairhaspointedout,areadisasterforthedevelopingworld,andparticularlyforAfrica.
(4)Farmingaccountsforsome70%ofemploymentonthatcontinent,andmostofthefarmerstherearedesperatelypoor.PartofthereasonisthattheyareunfairlyundercutbythesubsidisedproductsdumpedontheirmarketsbyexportersfromtheUSandtheEU.Chirac'sproposalsaddressedonlypartoftheproblem,buttheycouldhavebeguntheprocessofdismantlingthesystemthatdoessomuchharmtotheWest'senvironmentandthelivesofsomeoftheworld'smostvulnerablepeople.
(5)Wemight,then,haveexpectedBlairtohavewelcomedChirac'sinitiative.Insteadtheprimeministerhassingle-handedlydestroyedit.Thereasonwillbynowbefamiliar.GeorgeBush,whoreceivessubstantialpoliticalsupportfromUSagro-industrialists,grainexportersandpesticidemanufacturers,wasnotpreparedtomaketheconcessionsrequiredtomatchChirac'soffer.IftheEU,andinparticulartheUK,hadsupportedFrance,themoralpressureonBushmighthavebeenirresistible.ButassoonasBlairmadeitclearthathewouldnotsupportChirac'splan,theinitiativewasdead.
(6)So,thankstoMrBlairandhishabitofdoingwhateverBushtellshimto,Africawillcontinuetosuffer.Severalofthefoodcrisesfromwhichthatcontinentisnowsufferingaremadeworsebytheplightofitsownfarmers.Theunderlyingproblemisthattherichnationssettheglobaltraderules.ThecurrentworldtradeagreementwassupposedtohavepreventedtheEUandtheUSfromsubsidisingtheirexportstodevelopingnations.But,asthedevelopmentagencyOxfamhasshown,theagreementcontainssomanyloopholesthatitpermitsthetwobigplayerssimplytocalltheirexportsubsidiesbyadifferentname.
(7)So,forexample,theEUhas,inseveralfarmsectors,stoppedpayingfarmersaccordingtotheamounttheyproduceandstartedinsteadtogivethemdirectgrants,basedontheamountoflandtheyownandhowmuchtheyproducedthereinthepast.TheUShasappliedthesameformula,andaddedacoupleoftricksofitsown.Oneoftheseiscalled"exportcredit":
thestatereducesthecostofUSexportsbyprovidingcheapinsurancefortheexporters.Thesecredits,againstwhichChiracwashopingtotradetheEuropeansubsidies,areworthsome$'7.7bntoUSgrainsellers.Incombinationwithothertricks,theyensurethatAmericanexporterscanundercuttheworldpriceforwheatandmaizebybetween10%and16%,andtheworldpriceforcottonby40%.Buttheugliestofitshiddenexportsubsidiesisitsuseofaidasameansofpenetratingthemarketsofpoorernations.Whiletheothermajordonorsgivemoney,whichtheWorldFoodProgrammecanusetobuysuppliesinlocalmarkets,thushelpingfarmerswhilefeedingthestarving,theUSinsistsonsendingitsownproduce,statingthatthisprogrammeis"designedtodevelop."andexpandcommercialoutletsforUSproducts".
