Thispaperadvancestheexistingknowledgeofanti-piracystrategiesbyproposinganopensourcestrategy(OSstrategy)toalleviatesoftwarepiracybasedonaqualitative,case-based,exploratorystudyofeightsoftwarefirmsoperatinginChina.ThepapershowsthattheOSstrategyisconditionallyadoptable,dependingonhowusersarewillingtopayforservices(marketconditions);howcriticalandcomplexsoftwareisrequiredforupgradingandmodifications(softwareconditions);andhowfirmscanavoidresourcesoverloadingand/orshortage(firmconditions).ThepaperalsoidentifiesseveralnewindicatorstoassesstheeffectivenessoftheOSstrategyagainstpiracy.Managerialimplicationsabouthowtoimprovebusinessinpiracy-riddenenvironmentarediscussed.

Abstract
Acquisitionsandserialsdepartmentshaveoftenbeenthefirsttoreacttochangesimposedbythemarketplace.Thesetwodepartmentshavehadstrongtiestoeachotherbecauseofthesimilarnatureoftheworkandproblemsthatareencountered.Astechnicalservicesdepartmentsdownsizetherehasbeenatrendtowardmergingthesedepartments.Thesemergersenablelibrariestocentralizeactivitiesandstreamlineworkflows,whichoftenresultinincreasedefficiencyandproductivity.Librariansdebatewhetherthefunctionsoftechnicalservicesdepartmentsshouldbeorganizedbyformorfunction.Thisarticleexploresthereasonswhythesehistoricallyseparatedepartmentsarebeingmergedinmanylibraries,anditaddressestheissuesthatneedtobeconsideredinsuchamerger.Specifically,drawingontheexperienceoftheUniversityofNewMexico,itwilladdressthefactorsleadingtothedecisiontomerge,theplanningphase,theimplementationprocess,andthebenefitsrealized.

Abstract
Recreationalboatingisanimportant,growingleisureactivityontheislandofMallorca,BalearicIslands,Spain.ThisspatialanalysisofanchoringofrecreationalboatingalongthecoastofMallorcaisintendedtogeneratenewdatatocontributetotheachievementofacomprehensivemarineandcoastalspatialplanningontheislandinadditiontoprovidingimportantinformationrelatedtothepressureofincreasingdemandforanchoringspacethat,ifnotproperlymanaged,couldjeopardizethecoastalandmarineenvironments.Thestudycombinesdatafromthenatural(habitats,geology),physical(wavepatterns),andsocialsciences(surveyinterviews),usingGeographicInformationSystems(GIS)asthemainanalyticaltool.ThefinalresultisanestimateoftheaverageamountofseabedavailableforanchoringduringthehighestlevelsofboatingactivityinMallorca(i.e.summerhighseason)basedonanumberofdifferentsustainabilityscenarios(i.e.averagedistancebetweenboats,weatherconditions).Inadditiontobeingapplicabletoanylocationwishingtomanagerecreationalboatingactivity,themethodologypresentedinthisstudyrepresentsanintegrated,multidisciplinaryapproachwhichcouldbeappliedtoanumberofmanagementscenarioswithaspatialdimensioninmarineenvironments.

Abstract
Objective
TheConventionontheRightsoftheChild(CRC)isgenerallyviewedfromanethicalperspective,specificallyforitsinfluenceandimpactonourethosandtheplaceofchildreninsociety.Arecentground-breakingreportpreparedbyTheAfricanChildPolicyForum(ACPF)showsconceptuallyandempiricallyhowtheCRCcanbeusedasatoolforplanningnationalactionandformonitoringgovernmentperformanceandcompliance.Thispaperreportsonthemethodologyfollowed,thephilosophicalandlegalfoundations,theresultsoftheapplicationandthepolicylessons.
Method
Thisworkisbasedonamethodology,theChild-FriendlinessIndex(CFI),developedbyACPFtoanalyseandmonitortheperformanceofall52Africangovernments.TheindexisinspiredbytheCRC'sthreecoreprinciples—Protection,ProvisionandParticipation—andbasedonoverfortypolicyandchild-outcomeindicators.
Results
Themethodologywasappliedtoorganisedata,assessperformanceandscoreandrankall52Africangovernmentsatapointintimeandovertime.Onthisbasis,thestudyidentifieswhichgovernmentsarechild-friendlyandwhichonesarenotandwhy,andwhatitisthatpoorlyperforminggovernmentscandotocomplywiththeirinternationalobligations.
Conclusions
Twoimportantconclusionsemergefromthisexercise.Thefirstisthebeautyandpowerofsimplicity.Muchanalysisofgovernmentobligationsishamperedbythetedioustaskofhavingtoscanvoluminousinformationandbulkyreports.ButthisCRC-inspiredandCRC-basedmethodologyprovidesasimplebutpowerful,transparentandobjectiveframeworkforpolicyanalysisandcomparison.Secondly,theAfricanexperienceconfirmsthatthreethingsmatteronthepolicyfront:
politicsthatputchildrenatthecentreofpublicpolicy;Lawsthatprotectthem;andBudgetsthatprovidefortheirbasicneedsandfulldevelopment.
Practicalimplications
ACPF'sworkprovidesanapproachthatgovernments,advocacygroupsandtreatybodiescanusetomonitorgovernmentcompliance,toidentifyareasforprogressandtoformulateeffectivepro-childrenpolicies.TheapproachisimportantandrelevantforotherregionsoftheworldasitisforAfrica.
