Nelnet’srolestaffingthehelpline—whichisnotdisclosedtocallers—isawindowintotheoftenhiddenrelationshipsbetweenloancompaniesandthecollegesthatstudentsrelyonforadviceabouthowtofinancetheirschooling.Nelnetisoneofseverallendersthattheuniversityrecommendstoitsstudents,thoughitisnotamongits10largestlenders.
Butcriticssaysuchrelationshipsposeaconflictofinterest.
TexasTech,whichdefendsthearrangementasbeneficialtostudents,ishardlyalone.NelnetsaysitsTexascallcenterlocatedinBryanandanotherinIndianapolisprovideadviceonbehalfofabout10differentcolleges;oneisWayneStateUniversityinDetroit.PaceUniversityandMercyCollegeinNewYorkCityanditssuburbsareamongtheroughly20institutionsthatusecallcentersoperatedbySallieMae,thenation’slargeststudentloancompany.
DocumentsobtainedbytheNewYorkattorneygeneral’sofficeshow,accordingtoofficials,thatsomecontractsbetweenthecollegesandthelendersrequirethecallcenterstafferstoidentifythemselvesaspartoftheuniversity.Loancompanyofficialsinterviewedalldeclinedtosaywhichcollegesusetheircenters.
Studentscallcollegefinancialaidofficeswithavarietyofquestions,suchasexplanationsofbillsreceivedorupdatesonloanapplications.Buttheyalsocallwithquestionsabouthowtopayforcollege—puttingtheminthepositionofunknowinglygettingadvicefromarepresentativeofaparticularcompany.
Officialsatloancompaniessaytheiroperatorsfollowadocumentworkedoutbythecollegesanddonotsteerstudentstotheirownproducts.Collegesanduniversitiesalsosaytheyuse“secretshoppers”tocheckthatcallersaregettingaccurateinformation.
BeckyWilson,directoroffinancialaidatTexasTech,defendedthepracticeofroutingstudentfinancialaidquestionstoNelnetandsaidthattheuniversitywas“tryingtomaketheaidprocessasseamlessaspossibleforstudents”sotheydonothavetodealwithmultiplepeople.ShesaidthatifcallcenterworkersidentifiedthemselvesasNelnetemployeesitwouldcauseconfusionandaddedthattheuniversityalsouses“secretshoppers”.
Studentswhocallwithquestionsthataretoospecificorcomplicatedgetcalledbackfromfinancialaidadministratorsattheschool,shesaid.ShesaidtheuniversityexpectstopayNelnet$200,000ormorethisyearforhandlingabout99,000callstoitsfinancialaidofficeand99,000morecallstoitsbusinessoffice.
ButAndrewM.Cuomo,NewYork’sattorneygeneral,saidthecallcenterspose“aninherentconflictofinterest”because“aself-interestedlenderisprovidingwhatisinaccuratetobeunbiasedadvice.”
Therelationshipsbetweenloancompaniesanduniversitiesareincreasinglycomingunderattackbyfederalandstateofficialsastuitioncontinuestoriseandstudentsareaccumulatingheavydebtloadstopayforcollege.In2006,studentsborrowedabout$85billion,accordingtotheCollegeBoard.
Studentsgenerallyrelyoncollegepreferredlenderlistswhenseekingloansratherthanlookingforthebestdeal.Lastweek,Mr.Cuomoannouncedthatheintendstosueonecompany,EducationFinancePartnersofSanFrancisco,fordeceptivebusinesspracticesbecauseitpays“kickbacks”basedonloanvolumetocollegesforsteeringstudentsitsway.
Thecompanysaidthisweekthatitwould“addcleardisclosurestoitsmarketingmaterials”toclarifyitsrelationshipwithuniversities.Thefederaleducationdepartmentisweighingwhethertoregulatepreferredlenderlists.
SenatorEdwardM.Kennedy,theMassachusettsDemocratwhoheadstheeducationcommittee,hasalsoaskedlendersforinformationabouttheirrelationshipswithcolleges.
Thecallcentersseemlikeafairlynewoffering.Universitiessaytheygenerallypaytheloancompaniesforthecentersonaper-callbasis.WayneStatebeganusingthecompany’scenterinIndianapolisin2003.TexasTechbeganusingNelnetjustlastyear,afteruniversityofficialsdecidedtheirownworkerswerespendingtoomuchtimedirectingcallerstotherightplace.MercyCollegehashaditscontractwithSallieMaesinceDecember2005,whilePaceUniversity’sarrangementwithSallieMaeisaboutthreeyearsold.
BenKiser,aspokesmanforNelnet,saidthatstudentsgenerallydidnotaskwhomtheyshouldborrowfrom.“We’reprimarilytakingquestionsafteralender’salreadybeenselected,”hesaid.“Iftheydocomeup,wewillanswerthem,basedontheprocedures,processandscriptsthathavebeenapprovedbytheschool.”
Hesaidthecallcentersallowcollegestocutcosts.“Weareseeinganumberofschoolsthatareinterested,”hesaid.
DeirdreMoore,interimdirectorofstudentfinancialaidatWayneState,saidthecontractwithNelnetallowedthecollege’sfinancialaidadministratorstofocusonmoreimportanttasks.“They’reansweringalotoftheroutinequestionsthatwewouldreceive,”Ms.Mooresaid.
Shesaidshedidnotworryaboutthepotentialconflictofinterestforcallcenteroperatorsbecauseshebelievedshewouldhearfromstudentsiftherewereaproblem.OperatorshandlingcallsforWayneStatedonotidentifythemselvesasNelnetemployees,MsMooresaid,thoughtheyarenotbarredfromdoingso.
Afinancialaidofficehasitscycles,withbusyperiodswhenstudentsaretryingtolineupfinancing,andslowperiodsonceasemesterbegins.Aidadministratorssaythatdrawingonthecallcentersmeansaschoolcandealwithpeakdemandwithouthavingtohireadditionalpeople.
“WepaySallieMacforeachcallanswered,”saidPhilMcNamara,theMercyCollegespokesman.Thecostofhandingthecallsthatwayislowerthanthecostofhiringfull-timeemployees,hesaid.
