土地拍出天价，开发商上演“争地大战”，“地王”纪录不断被刷新……土地市场似乎永远供不应求。

但很多开发商却没有将拍来的土地开工建设，却将其囤积起来，这不仅抬高了地价房价，还浪费了土地资源。

日前，国务院发布通知，首次明确规定了相对严格的土地“闲置”费用标准。

报告称，对于土地闲置满一年不满两年的，开发商需按地价的20%交纳罚款。

另外，国土资源部将对开发商的“囤地”征收增值地价。

在上面的报道中，landreserves是指realestatedeveloper的“囤地”行为，这会被征收added-valuefees（增值地价），landreserves已经成为开发商抬高房价的一种hiddenrule（潜规则）。

在购买期房时，消费者需要关注建成后的plotratio（容积率）与原规划是否相符。

部分消费者在缴纳downpayment（首付）后，需申请mortgage（按揭贷款）。

但有时，房地产商会使用fakemortgageloans（假按揭）的手段造成成交量需高的假象。

如今，房地产市场上热销的resoldapartment（二手房）和affordablehousing（经济适用房）都是不错的选择。

"股市低开"用英语怎么说？

请看新华社的报道：

　　ChinesesharesopenedloweronMonday,affectedbyagovernmentdecisionovertheweekendtoresumeinitialpublicofferings（IPOs）inthedomesticstockmarket.

　　中国政府上周末宣布将要在国内股市重启IPO，受此消息影响，国内股市本周一早盘大幅低开。

　　在上面的报道中，openlower是"大幅低开"，之所以加"大幅"二字，是因为这里的low用了比较级形式，那么咱们常说的股市"低开"自然就是openlow了。

toresumeinitialpublicofferings指"重启IPO"，大家应该已经了解到IPO代表"首次公开募股"，而"重启"这个意思除了resume，还可以用relaunch来表示。

　　在股市里，open和close是很常用的两个来源：

考试大词，前者是"开盘"，后者为"考试大论坛收盘"；那么对应的"开盘价"和"收盘价"则分别为openingprice和closingprice。

股票的当日开盘价高于前一交易日（tradingday）收盘价的情况叫openhigh（高开），而当日收盘价与开盘价的高低对比则会导致closehigh/low（高/低收）。

当股票价格上涨到一定程度时就会遇到raisinglimit（涨停板），在这样的情况下，股票交易继续，只是价格不再上涨。

那么对应的就会有"跌停板"，英文里把它叫做limitdown。
