THEPRESIDENT:
MadamSpeaker,VicePresidentBiden,membersofCongress,distinguishedguests,andfellowAmericans:
OurConstitutiondeclaresthatfromtimetotime,thePresidentshallgivetoCongressinformationaboutthestateofourunion.For220years,ourleadershavefulfilledthisduty.They'vedonesoduringperiodsofprosperityandtranquility.Andthey'vedonesointhemidstofwaranddepression;atmomentsofgreatstrifeandgreatstruggle.
It'stemptingtolookbackonthesemomentsandassumethatourprogresswasinevitable-¨CthatAmericawasalwaysdestinedtosucceed.ButwhentheUnionwasturnedbackatBullRun,andtheAlliesfirstlandedatOmahaBeach,victorywasverymuchindoubt.WhenthemarketcrashedonBlackTuesday,andcivilrightsmarcherswerebeatenonBloodySunday,thefuturewasanythingbutcertain.Thesewerethetimesthattestedthecourageofourconvictions,andthestrengthofourunion.Anddespiteallourdivisionsanddisagreements,ourhesitationsandourfears,Americaprevailedbecausewechosetomoveforwardasonenation,asonepeople.
Again,wearetested.Andagain,wemustanswerhistory'scall.
Oneyearago,Itookofficeamidtwowars,aneconomyrockedbyasevererecession,afinancialsystemonthevergeofcollapse,andagovernmentdeeplyindebt.Expertsfromacrossthepoliticalspectrumwarnedthatifwedidnotact,wemightfaceaseconddepression.Soweacted-¨Cimmediatelyandaggressively.Andoneyearlater,theworstofthestormhaspassed.
Butthedevastationremains.Onein10Americansstillcannotfindwork.Manybusinesseshaveshuttered.Homevalueshavedeclined.Smalltownsandruralcommunitieshavebeenhitespeciallyhard.Andforthosewho'dalreadyknownpoverty,lifehasbecomethatmuchharder.
ThisrecessionhasalsocompoundedtheburdensthatAmerica'sfamilieshavebeendealingwithfordecades¨C-theburdenofworkingharderandlongerforless;ofbeingunabletosaveenoughtoretireorhelpkidswithcollege.
SoIknowtheanxietiesthatareoutthererightnow.They'renotnew.ThesestrugglesarethereasonIranforPresident.ThesestrugglesarewhatI'vewitnessedforyearsinplaceslikeElkhart,Indiana;Galesburg,Illinois.IhearabouttheminthelettersthatIreadeachnight.Thetoughesttoreadarethosewrittenbychildren-¨Caskingwhytheyhavetomovefromtheirhome,askingwhentheirmomordadwillbeabletogobacktowork.
FortheseAmericansandsomanyothers,changehasnotcomefastenough.Somearefrustrated;someareangry.Theydon'tunderstandwhyitseemslikebadbehavioronWallStreetisrewarded,buthardworkonMainStreetisn't;orwhyWashingtonhasbeenunableorunwillingtosolveanyofourproblems.They'retiredofthepartisanshipandtheshoutingandthepettiness.Theyknowwecan'taffordit.Notnow.
Sowefacebiganddifficultchallenges.AndwhattheAmericanpeoplehope-¨Cwhattheydeserve-¨Cisforallofus,DemocratsandRepublicans,toworkthroughourdifferences;toovercomethenumbingweightofourpolitics.Forwhilethepeoplewhosentusherehavedifferentbackgrounds,differentstories,differentbeliefs,theanxietiestheyfacearethesame.Theaspirationstheyholdareshared:
ajobthatpaysthebills;achancetogetahead;mostofall,theabilitytogivetheirchildrenabetterlife.
Youknowwhatelsetheyshare?
Theyshareastubbornresilienceinthefaceofadversity.Afteroneofthemostdifficultyearsinourhistory,theyremainbusybuildingcarsandteachingkids,startingbusinessesandgoingbacktoschool.They'recoachingLittleLeagueandhelpingtheirneighbors.Onewomanwrotetomeandsaid,"Wearestrainedbuthopeful,strugglingbutencouraged."
It'sbecauseofthisspirit-¨Cthisgreatdecencyandgreatstrength-¨CthatIhaveneverbeenmorehopefulaboutAmerica'sfuturethanIamtonight.(Applause.)Despiteourhardships,ourunionisstrong.Wedonotgiveup.Wedonotquit.Wedonotallowfearordivisiontobreakourspirit.Inthisnewdecade,it'stimetheAmericanpeoplegetagovernmentthatmatchestheirdecency;thatembodiestheirstrength.(Applause.)
Andtonight,tonightI'dliketotalkabouthowtogetherwecandeliveronthatpromise.
Itbeginswithoureconomy.
Ourmosturgenttaskupontakingofficewastoshoreupthesamebanksthathelpedcausethiscrisis.Itwasnoteasytodo.Andifthere'sonethingthathasunifiedDemocratsandRepublicans,andeverybodyinbetween,it'sthatweallhatedthebankbailout.Ihatedit--(applause.)Ihatedit.Youhatedit.Itwasaboutaspopularasarootcanal.(Laughter.)
ButwhenIranforPresident,IpromisedIwouldn'tjustdowhatwaspopular-¨CIwoulddowhatwasnecessary.Andifwehadallowedthemeltdownofthefinancialsystem,unemploymentmightbedoublewhatitistoday.Morebusinesseswouldcertainlyhaveclosed.Morehomeswouldhavesurelybeenlost.
SoIsupportedthelastadministration'seffortstocreatethefinancialrescueprogram.Andwhenwetookthatprogramover,wemadeitmoretransparentandmoreaccountable.Andasaresult,themarketsarenowstabilized,andwe'verecoveredmostofthemoneywespentonthebanks.(Applause.)Mostbutnotall.
Torecovertherest,I'veproposedafeeonthebiggestbanks.(Applause.)Now,IknowWallStreetisn'tkeenonthisidea.Butifthesefirmscanaffordtohandoutbigbonusesagain,theycanaffordamodestfeetopaybackthetaxpayerswhorescuedthemintheirtimeofneed.(Applause.)
Now,aswestabilizedthefinancialsystem,wealsotookstepstogetoureconomygrowingagain,saveasmanyjobsaspossible,andhelpAmericanswhohadbecomeunemployed.
That'swhyweextendedorincreasedunemploymentbenefitsformorethan18millionAmericans;madehealthinsurance65percentcheaperforfamilieswhogettheircoveragethroughCOBRA;andpassed25differenttaxcuts.
Now,letmerepeat:
Wecuttaxes.Wecuttaxesfor95percentofworkingfamilies.(Applause.)Wecuttaxesforsmallbusinesses.Wecuttaxesforfirst-timehomebuyers.Wecuttaxesforparentstryingtocarefortheirchildren.Wecuttaxesfor8millionAmericanspayingforcollege.(Applause.)
IthoughtI'dgetsomeapplauseonthatone.(Laughterandapplause.)
Asaresult,millionsofAmericanshadmoretospendongasandfoodandothernecessities,allofwhichhelpedbusinesseskeepmoreworkers.Andwehaven'traisedincometaxesbyasingledimeonasingleperson.Notasingledime.(Applause.)
Becauseofthestepswetook,thereareabouttwomillionAmericansworkingrightnowwhowouldotherwisebeunemployed.(Applause.)Twohundredthousandworkinconstructionandcleanenergy;300,000areteachersandothereducationworkers.Tensofthousandsarecops,firefighters,correctionalofficers,firstresponders.(Applause.)Andwe'reontracktoaddanotheroneandahalfmillionjobstothistotalbytheendoftheyear.
Theplanthathasmadeallofthispossible,fromthetaxcutstothejobs,istheRecoveryAct.(Applause.)That'sright-¨CtheRecoveryAct,alsoknownasthestimulusbill.(Applause.)Economistsontheleftandtherightsaythisbillhashelpedsavejobsandavertdisaster.Butyoudon'thavetotaketheirwordforit.TalktothesmallbusinessinPhoenixthatwilltripleitsworkforcebecauseoftheRecoveryAct.TalktothewindowmanufacturerinPhiladelphiawhosaidheusedtobeskepticalabouttheRecoveryAct,untilhehadtoaddtwomoreworkshiftsjustbecauseofthebusinessitcreated.TalktothesingleteacherraisingtwokidswhowastoldbyherprincipalinthelastweekofschoolthatbecauseoftheRecoveryAct,shewouldn'tbelaidoffafterall.
TherearestorieslikethisallacrossAmerica.Andaftertwoyearsofrecession,theeconomyisgrowingagain.Retirementfundshavestartedtogainbacksomeoftheirvalue.Businessesarebeginningtoinvestagain,andslowlysomearestartingtohireagain.
ButIrealizethatforeverysuccessstory,thereareotherstories,ofmenandwomenwhowakeupwiththeanguishofnotknowingwheretheirnextpaycheckwillcomefrom;whosendoutresumesweekafterweekandhearnothinginresponse.Thatiswhyjobsmustbeournumber-onefocusin2010,andthat'swhyI'mcallingforanewjobsbilltonight.(Applause.)
Now,thetrueengineofjobcreationinthiscountrywillalwaysbeAmerica'sbusinesses.(Applause.)Butgovernmentcancreatetheconditionsnecessaryforbusinessestoexpandandhiremoreworkers.
Weshouldstartwheremostnewjobsdo¨C-insmallbusinesses,companiesthatbeginwhen--(applause)--companiesthatbeginwhenanentrepreneur--whenanentrepreneurtakesachanceonadream,oraworkerdecidesit'stimeshebecameherownboss.Throughsheergritanddetermination,thesecompanieshaveweatheredtherecessionandthey'rereadytogrow.ButwhenyoutalktosmallbusinessownersinplaceslikeAllentown,Pennsylvania,orElyria,Ohio,youfindoutthateventhoughbanksonWallStreetarelendingagain,they'remostlylendingtobiggercompanies.Financingremainsdifficultforsmallbusinessownersacrossthecountry,eventhosethataremakingaprofit.
Sotonight,I'mproposingthatwetake$30billionofthemoneyWallStreetbankshaverepaidanduseittohelpcommunitybanksgivesmallbusinessesthecredittheyneedtostayafloat.(Applause.)I'malsoproposinganewsmallbusinesstaxcredit
