onomicForumtogetherandtomakeitaplacewherepeoplecometoshareideas,andideasthatcanindeedleadtoabetterworld.Itisawonderfulgatheringofcivilsociety,ofbusiness,ofgreatleadersfromaroundtheworld.Andalso,Inotethatyou'vealsogoneoutofyourwaytoincludeyoungpeople,andIthankyouverymuchforyoureffort.
LetmethankalsoPresidentCouchepinfortheworkthatthegovernmentandpeopleofSwitzerlandhavedoneingenerouslywelcomingustothisbeautifulcountry.

Distinguishedguests,ladiesandgentlemen:
Itisanhonortojoinyouhere,andasKlaushassaid,Ihavetriedtogethereseveraltimesbefore.IwasdeterminedtomakeitasSecretaryofStateandIguessIcansaybetterlatethannever,Klaus.IspokeattheForumbyvideoin2006,andIhadthepleasurelastyearofreceivingagroupofYoungGlobalLeadersatafirst-everU.S.PolicySummit.AndsoIunderstandthatsomeofthemareheretoday.It'sawonderfullegacythatyou'releaving,Klaus,inbringingtheseyoungpeoplein.
IwasthinkingaboutwhatIwasgoingtosaytonight,andI'vebeenwatchin
gthenewsandI'vebeenlookingattheimagesontelevisionandI'vereflectedo
ntheeventsoftheday.Andofcourse,whatcomesfrontandcenterforallofusistheturbulenee-politicalandeconomic-inourworld:
TheviolenceinKenya.ThetragicassassinationofMrs.BenazirBhuttoinPakistan.TheongoingandattimeshaltingeffortsofIraqisandAfghanstobuildpeaceful,functioninggovernments.Theloomingdangerofclimatechange.Theforecastsofmarketwoesandeconomictroubles.Evenagrowingconcernaboutglobalizationitse
If-asensethatincreasinglyitissomethingthatishappeningtous,notcontroliedbyus.
AsItookalookatallofthis,Idecidedtodosomethingrisky:
IwanttotalkabouttheimportaneeofidealsandIwanttotalkabouttheneedforoptimismintheirpower.
Now,IknowthatwheneverAmericansstarttalkingaboutidealismandoptimism,internationalaudiencesgroan.Perhapsthereisalittleconcernthatyou'regoing
tohearalong,moralizinglecture.Well,Ipromisenottodothat.
AndanothercommonconcernwhenAmericanstalkofidealismandoptimismis,“W
ell,theretheygoagain,”theinnocentsabroad.Indeed,thereisalonginternationaltraditionofviewingAmericaaskindofyoungandna?

Well,inourdefense,Iwouldjustsaywe'renotthatyoung.
Andifyouaretemptedtothinkthatwearena?

smarckwasrightwhenhesaid,“Godhasaspecialprovideneeforfools,drunks,an
dtheUnitedStatesofAmerica.”
Seriouslythough,Irecognizethatthereisaclimateofanxietyinourworldtoday.Anditistemptingformanypeopletoturninward,tosecurewhattheyhave,andtoshutothersout.Somewanttogoitalone.Andthereiscertainlycynicismaboutthesalieneeofouridealswhenitseemsthatit'sjusthardenoughtoprotec
tourinterests.
IknowthatmanyareworriedbytherecentfluctuationsinU.S.financialmarke
ts,andbyconcernsabouttheU.S.economy.PresidentBushhasannouncedanoutlineofameaningfulfiscalgrowthpackagethatwillboostconsumerspendingandsupportbusinessinvestmentthisyear.Mycolleague,HankPaulson,whohadhopedtobewithyou,isleadingourAdministration'seffortsandworkingcloselywiththeleade
rsofbothpartiesinCongresstoagreeonastimuluspackagethatisswift,robust,broad-based,andtemporary.
TheU.S.economyisresilient,itsstructureissound,anditsIong-termeconomicfundamentalsarehealthy.TheUnitedStatescontinuestowelcomeforeigninvestmentandfreetrade.Andtheeconomy,oureconomy,willremainaleadingengineofglobaleconomicgrowth.Soweshouldhaveconfideneeintheunderlyingstrengthoftheglobaleconomy—andactwithconfidenceonthebasisofprinciplesthatleadtosuccessinthisworld.
Andonthatnote,Iwouldsubmittoyouthiseveningthatthereisnotonechailengeintheworldtodaythatwillgetbetterifweapproachitwithoutconfidenceintheappealandeffectivenessofourideals-politicalandeconomicfreedom,op
enmarketsandfreetrade,humandignityandhumanrights,equalopportunityandtheruleoflaw.Withouttheseprinciples,backedbyallformsofnationalpower,wemaybeabletomanageglobalproblemsforawhile,butwewillnotlayafoundationtosolvethem.
ThisisthecoreofAmerica'sapproachtotheworld.Wedonotacceptafirmdistinctionbetweenournationalinterestsandouruniversalideals,andweseektomarryourpowerandourprinciplestogethertoachievegreatandenduringprogress.ThisAmericanapproachtotheworlddidnotbeginwithPresidentBush.Indeed,itisasoldasAmericaitself.IhavereferredtothistraditionasAmericanRealism.
ItwasAmericanRealismthatenabledtheUnitedStatestocomeintobeinginthefirstplace.ItwasAmericanRealismthatledustorallyouralliestobuildabalanceofpowerthatfavoredfreedominthelastcentury.Andinthiscentury,itisthisAmericanRealismthatshapesourgloballeadershipinthreecriticalareasthatI'dliketotalkabouttonight:
thepromotionofajusteconomicmodelofdevelopment;thepromotionofafreer,moredemocraticworld;andtheroleofdiplomacyinovercomingdifferencesbetweennations.
First,letustakedevelopment.Amidsttheextraordinaryopportunitiesoftheglobaleconomy,whichwewilltalkabouthere,theamountofdeprivationinourworldstillremainsunacceptable.Halfofourfellowhumanbeingsliveonlessthan$2aday.That'ssimplynotacceptabl
einacivilizedworld.Butasweapproachthechallengesofdevelopment,letusrememberthatweknowwhatworks:
Weknowthatwhenstatesembracefreemarketsandfreetrade,governjustlyandinvestintheirpeople,theycancreateprosperityandthentranslateitintosocialjusticeforalltheircitizens.
Yes,somestatesaregrowingeconomicallythroughakindof“autho
ritariancapitalism.”Butitisatleastanopenquestionwhetheriti
ssustainableforagovernmenttorespectpeople'stalentsbutnotthe
irrights.Inthelongrun,democracy,development,andsocialjusticemustgohandinhand.
Wemusttreatdevelopingnationsnotasobjectsofourpolicy,butasequalpartnersinasharedendeavorofdignity.Wemustsupportleadersandcitizensindevelopingnationswhoaretransformingthecharacteroftheircountries-throughgoodgovernanceandeconomicreform,i
nvestmentinhealthandeducation,theruleoflawandafightagainstcorruption.Andwemusttransformourforeignassistanceintoanincent
ivefordevelopingnationstoembracepoliticalandeconomicliberty,tobuildjustandeffectivestatesandtotakeownershipoftheirowndevelopment.
Inrecentyears,theUnitedStateshasbeentryingtoputtheseprinciplesintopracticeinourcoredevelopmentpolicies.Indeed,underPresidentBush,andwiththefullsupportofourCongress,theUnitedStateshaslaunchedthelargestinternationaldevelopmenteffortsincetheMarshallPlan.
Wehavemetorareclearlyoncoursetomeetallofourinternationalcommitmentstoincreaseofficialdevelopmentassistanee:
Since2001,wehavedoubledourassistaneetoLatinAmerica,we'vequadrupledit
forAfrica,andwe'vetripleditworldwide,allwhilereformingittobettersupportresponsiblepoliciesofdevelopingstates.
Wehaveput$7.5billionintoourMillenniumChallengeAccountinitiative,whichisrootedintheidealsoftheMonterreyConsensus.WehavealsolaunchedhistoriceffortstocombatmalariaandHIV/AIDS.Infact,PresidentBush'sEmergencyPlanforAIDSReliefisthelargestefforteverbyonenationtocombatasingledisease.
Butmoreandbetteraidhastobeaccompaniedbytheglobalexpansionoffreeandfairtrade.Itisn'teasy—Iwilltellyou,itisnot
easy--fortheAmericanpresidenttoadvocatefreeandfairtradeatatimeofgrowingeconomicpopulism.YetPresidentBushremainscommittedtocompletingasuccessfulDohaRound,andmycolleagueSusanSchwab,whoisheretonightinDavos,isworkinghardtodojustthat.
ThePresidenthaspledgedthattheUnitedStateswilleliminatealltariffs,subsidies,andbarrierstofreeflowofgoodsandservicesincludingagriculture—asothernationsdothesame.Weexpectourp
artnerstojoinusinfindingawaytomakeDohaasuccess.
Ifwearetocontinueexpandingglobaleconomicgrowth,wealsoneedtofindanewapproachtoenergyandtheenvironment.Ifweproceedonourcurrentcourse,wehaveanunacceptablechoice:
