Theretheyare. (Applause.) Ihopeyouguyslefttheexplosivesathome. (Laughter.) Andfinally,allowmetothankthemanyleadersheretodaywho'veagreedtobepartofthishistoricefforttoinspireandeducateanewgenerationinmathandscience.
Weliveinaworldofunprecedented9(空前的)perils10(冒险,危险),butalsounparalleled(无比的)potential. Ourmedicalsystemholdsthepromiseofunlockingnewcures--butit'sattachedtoahealthcaresystemthat'sbankruptingfamiliesandbusinessesandourgovernment. Thesourcesofenergythatpoweroureconomyarealsoendangeringourplanet. Weconfront(面对,遭遇)threatstooursecuritythatseektoexploittheveryopennessthatisessentialtoourprosperity. AndwefacechallengesinaglobalmarketplacethatlinkthetradertoWallStreettothehomeowneronMainStreet,totheofficeworkerinAmericatothefactoryworkerinChina --aneconomyinwhichweallshareinopportunity,butwealsoshare,unfortunately,incrisis.
Thekeytomeetingthesechallenges--toimprovingourhealthandwell-being11,toharnessingcleanenergy,toprotectingoursecurity,andsucceedingintheglobaleconomy--willbereaffirmingandstrengtheningAmerica'sroleastheworld'sengineofscientificdiscoveryandtechnological12innovation. Andthatleadershiptomorrowdependsonhowweeducateourstudentstoday,especiallyinthosefieldsthatholdthepromiseofproducingfutureinnovationsandinnovators. Andthat'swhyeducationinmathandscienceissoimportant.
Nowthehardtruthisthatfordecadeswe'vebeenlosingground. Oneassessment13showsAmerican15-year-oldsnowrank21stinscienceand25thinmathwhencomparedtotheirpeersaroundtheworld. Andthisisn'tnews. We'veseenworryingstatisticslikethisforyears. Yet,timeandagain(多次,常常),we'veletpartisan14(效忠的,现身的)andpettybickering15(争吵,口角)standinthewayofprogress. Andtimeandagain,asanation,we'veletourchildrendown.
SoI'mhereandyouareherebecauseweallbelievethatwecan'tallowdivisionandindifference16toimperil(危及,危险)ourpositionintheworld. It'stimeforallofus--inWashingtonandacrossAmerica--totakeresponsibilityforourfuture.
Andthat'swhyI'mcommittedtomovingourcountryfromthemiddletothetopofthepackinscienceandmatheducationoverthenextdecade. Tomeetthisgoal,theRecoveryActincludedthelargestinvestmentineducationinhistorywhilepreventinghundredsofthousandsofeducatorsfrombeingfiredbecauseofstatebudgetshortfalls. UndertheoutstandingleadershipofArneDuncan,we'velauncheda$4billionRacetotheTopfund,oneofthelargestinvestmentsineducationreforminhistory.#p#分页标题#e#
AndthroughtheRacetotheTop,stateswon'tjustbereceivingfunding,they'llhavetocompeteforfunding. Andinthiscompetition,producingthemostinnovativeprogramsinmathandsciencewillbeanadvantage. Inaddition,wearechallengingstatestoimproveachievementbyraisingstandards,usingdatatobetterinformdecisions,andtakingnewapproachestoturnaroundstrugglingschools. Andbecauseagreatteacheristhesinglemostimportantfactorinagreateducation,we'reaskingstatestofocusonteachereffectivenessandtomakeitpossibleforprofessionals--likemanyofthepeopleinthisroom--tobringtheirexperienceandenthusiasmintotheclassroom.
Butyouareherebecauseyouknowthesuccessweseekisnotgoingtobeattained17(达到,获得)bygovernmentalone. Itdependsonthededication18ofstudentsandparents,andthecommitmentofprivatecitizens,organizations,andcompanies. Itdependsonallofus. That'swhy,backinApril,attheNationalAcademyofSciences,Iissuedachallenge:
toencouragefolkstothinkofnewandcreativewaysofengagingyoungpeopleinscienceandengineering. Andweareherebecausetheleadersinthisroomansweredthatcalltoaction.
Today,wearelaunchingthe"EducatetoInnovate19"campaign,anationwideefforttohelpreachthegoalthisadministrationhasset:
movingtothetopinscienceandmatheducationinthenextdecade. We'vegotleadersfromprivatecompaniesanduniversities,foundationsandnon-profits,andorganizationsrepresentingmillionsofscientists,engineers,andteachersfromacrossAmerica. Theinitialcommitmentoftheprivatesector20tothiscampaignismorethan$260million–-andweonlyexpectthecampaigntogrow.
BusinessleadersfromIntel,Xerox21,Kodak,andTimeWarnerCableareteamingupwithSallyRide,andtheBillandMelindaGatesFoundation,aswellastheCarnegieCorporation,tofindandreplicate22successfulscience,math,andtechnologyprogramsallacrossAmerica. SesameStreethasbegunatwo-yearinitiativetoteachyoungkidsaboutmathandscience. AndDiscoveryCommunicationsisgoingtodeliverinteractivesciencecontentto60,000schoolsreaching35millionstudents.
Theseeffortsextendbeyondtheclassroom. TimeWarnerCableisjoiningwiththeCoalition23forScienceAfterSchoolandFIRSTRobotics--theprogramcreatedbyinventorDeanKamen,whichgaveusthe"CougarCannon"--toconnectonemillionstudentswithfunafter-schoolactivities,likeroboticscompetitions. TheMacArthurFoundationandindustryleaderslikeSonyarelaunchinganationwidechallengetodesigncompelling,freelyavailable,science-relatedvideogames. Andorganizationsrepresentingteachers,scientists,mathematicians24,andengineers--joinedbyvolunteersinthecommunity--areparticipatinginagrassrootseffortcalled"NationalLabDay"toreach10millionyoungpeoplewithhands-onlearning.
Studentswilllaunchrockets,constructminiaturewindmills,andgettheirhandsdirty. They'llhavethechancetobuildandcreate--andmaybedestroyjustalittlebit--(laughter)--toseethepromiseofbeingthemakers25ofthings,andnotjusttheconsumersofthings.
Theadministrationisparticipatingaswell. We'vealreadyhadanumberofscience-focusedeventswithyoungpeopleattheWhiteHouse,includingAstronomyNightafewweeksago. TheNationalScienceFoundationandtheDepartmentofEnergy,undertheleadershipofaterrificscientist,StevenChu,havelaunchedaninnovative--aninitiativetoinspiretensofthousandsofstudentstopursuecareersincleanenergy.
Andtoday,I'mannouncingthatwe'regoingtohaveanannualsciencefairattheWhiteHousewiththewinnersofnationalcompetitionsinscienceandtechnology. IfyouwintheNCAAchampionship,youcometotheWhiteHouse. Well,ifyou'reayoungpersonandyou'veproducedthebestexperimentordesign,thebesthardwareorsoftware,yououghttoberecognizedforthatachievement,too. Scientistsandengineersoughttostandsidebysidewithathletesandentertainersasrolemodels,andhereattheWhiteHousewe'regoingtoleadbyexample. We'regoingtoshowyoungpeoplehowcoolsciencecanbe.
Throughtheseefforts,we'regoingtoexpandthescopeandscaleofscienceandmatheducationallacrossAmerica. Andwe'regoingtoexpandopportunitiesforallouryoungpeople--includingwomenandminoritieswhotoooftenhavebeenunderrepresentedinscientificandtechnologicalfields,butwhoarenolesscapableofsucceedinginmathandscienceandpursuingcareersthatwillhelpimproveourlivesandgrowoureconomy. Ialsowanttonotethatthisisonlythebeginning. We'regoingtochallengetheprivatesectortopartnerwithcommunitycolleges,forexample,tohelptraintheworkersoftodayforthejobsoftomorrow,evenaswemakec
