thinkofnowaytodescribeitotherthan“broken”,asifitweredamagedandneededtobe
fixed,asifitlackedacertainwholeness.I’veheardothertermsused,“limitedEnglish,”for
example.Buttheyseemjustasbad,asifeverythingislimited,includingpeople’s
