Itisgoodtobehere. Iwasherethreeyearsago. Iwasthenacandidate--howmanyfolkswerehereatthetime?
Anybodyremember?
(Applause.) Wehadagoodvisit. Isignedablade,Ithink,whileIwashere. Ididn’thaveasmuchgrayhairbackthen. (Laughter.) Youguysstilllookgreat. I’malittleworndown.
Itisgreattobeback,andIlovevisitingplaceswherepeopleareactuallymakingstuff,becausethat’swhatAmericaisabout. Everybodyhere,youarehelping1tobuildtowersthataregoingtostand400feetintheairandgenerateenoughelectricitytopower600homes. Andthebladesaloneare140feetlong,sothesearen’tyourfather’swindmills(风车). Thesearewindturbines. Youguysarenotmessingaround. ThisisthefutureofAmericanenergy.
SoIwantedtocomebackpartlybecauseoverthelasttwoyearssinceI’vebeenPresident,justasIpromisedwhenIwashereasacandidate,Ihavebeenpromotingandboostingcleanenergy. Ithinkit’sabsolutelycriticalforourfuture. Andit’salsonicetobenexttocoolproducts.
Ithinkthatwhatyoudohereisaglimpseofthefuture,andit’safuturewhereAmericaislessdependentonforeignoil,morereliant(依赖的,可靠的)oncleanenergyproducedbyworkerslikeyou. AndIknowthatthisis--thiswholeissueofenergyisonthemindsofalotofpeoplerightnow,partlybecauseyou’repayingmoreatthepump. Anybodynoticethat?
Younoticedthatalittlebit.
Thefactis,foralotoffolks,moneywasalreadytightbeforegaspricesstartedclimbing,especiallyforsomefamilieswherethehusbandorthewifehadbeenoutofworkoryou’vehadtogetbywithfewercustomersorhoursonthejob. Havinghighgaspricesisjustonemoreaddedburden.
ButIwanteverybodytoremember,everytimegasesgoup,weseethesamepattern. Washingtongetsallworkedup,justlikeclockwork. RepublicansandDemocrats2bothstartmakingalotofspeeches. UsuallytheDemocratsblametheRepublicans;theRepublicansblametheDemocrats. Everybodyisgoinginfrontofthecamerasandthey’vegotsomenewthree-pointplantopromisetwo-dollar-a-gallongas. Andthennothinghappens. Andthengaspricesgodown,andthensuddenlyit’snotinthenewsanymoreandeverybodyforgetsaboutituntilthenexttimegaspricesgobackupagain.
That’swhatwashappeningwhenIwasrunningthreeyearsago. Youremember“Drill,baby,drill”?
Thatwasbecausetheeconomywasoverheated,gaspriceswereskyrocketing,andeverybodymadealotofspeechesbutnotmuchhappened. AndIsaidthenthatwecan’taffordtocontinuethiskindofbeinginshockwhengaspricesgoupandthensuddenlybeinginatrancewhenthingsgobackdownagain. We’vegottohaveasustainedenergypolicythatisconsistent,thatrecognizesthatthere’snomagicformulatodrivinggaspricesdown;it’sasteadyimprovementintermsofhowweuseenergyandwherewegetenergyfrom--that’swhat’sgoingtomakeadifference. That’showwe’regoingtosecureourenergyfuture.
SolastweekIlaidoutavisionofhowwecoulddothis. It’saplanthatsayswe’renotgoingtoplaytheusualWashingtonpoliticsthathavepreventedprogressonenergyfordecades. Instead,whatwe’regoingtodoiswe’regoingtotakeeverygoodideaoutthere. Whetheryou’reRepublicanorDemocrat3,whatevertheidea. Fromenvironmentalists. FromoilmenlikeT.BoonePickens. Iwanttohaveacomprehensiveenergystrategythatcanhelpusmoveforward. Andthatmeanswe’vegottopursueeverybreakthrough,everyrenewableresource,everytechnology,everyapproachtochangethewayweproduceanduseenergy.
Andthroughthisplan,whatwewanttodoispromoteallkindsofhomegrownenergy. That’swhat’sgoingtohelpussecureourenergyfuture. That’swhat’sgoingtohelpuswinthefuture.
Now,firstofall,whatIwanttodois,inadecade,Iwantustohavecutbyone-thirdtheamountofoilthatweimportedwhenIwaselectedtothisoffice. Iwanttocutourenergyimportsbyathird.
Now,understandwhythat’ssoimportant,becausewhenyouseewhathappensintheMiddleEast,andsuddenlytheworldoilmarketsgetspooked,evenifthesupplyisthere,yourgaspricesaregoingtogoup. Thelessweimport,themorecontrolwehaveoverwhathappensatthepump.
Second,throughsourceslikewindenergy,producedinpartbyyourturbines(涡轮),Iwantustodoubletheamountofelectricitythatwedrawfromcleansources. Iwantustodoubleit. Andthatmeansby2035,80percentofourelectricitywillcomefromrenewableslikewindandsolar,aswellasefficientnaturalgas,cleancoal,nuclearpower. Wecandothat.
Andbytheway,thatwouldmakeahugedifferencehereatGamesa. Thisisanapproachthatsayswe’renotgoingtopickoneenergysourceoveranother. Whatwedoiswesetatarget,anachievablegoal,andthenwegiveindustrytheflexibility4toachieveit. Wesaytotheutilities,you’vegottogetthismuchenergyfromrenewablesources,andthenwindiscompetingwithsolariscompetingwithnaturalgas. Andthere’sahealthycompetitionoutthere,andeverybodystartsgettingbetteratwhattheydobecauseyou’reproducingmoreandyouknowyou’vegotareliablecustomerforit.
Sowe’recuttingoilimportsbyathird. We’regoingtoget80percentofourelectricityfromcleansources. Andifwefollowthroughonthis,ifweactuallytacklethischallenge,here’swhatwillhappen. Oureconomywillbelessvulnerabletowildswingsinoilprices. Ournationwillnolongerbebeholdentothecountriesthatwenowrelyonforoilimports. Wewon’tbesendingbillionsofdollarsadaytotheMiddleEast. Wecanpotentiallykeepsomeofthatinvestedrighthereathome.
We’llreducethepollutionthat’sdisruptingourclimateandthreateningtheplanetthatweleaveforourchildrenandourgrandchildren. We’llbecomemoreenergyindependent. Andwe’llsparkinnovationandentrepreneurshipacrossAmerica. Wewillbemorelikelytowintheglobalcompetitionfornewjobsandnewindustries--becauseIdon’tknowaboutyou,Idon’twantChinatobetheworld’sleadingwindpowermanufacturer. IwanttheUnitedStatestobetheleadingmanufacturerofwindpower. IwantitmaderighthereintheU.S.ofA. (Applause.)
Samethinggoeswithsolar,samethinggoes--whateverenergysource,Iwantustobethebest. That’showwe’llwinthefuture. Butwe’regoingtohavetoout-innovatetheworld. Andthisplantisagoodexample. Fordecades,thiswaspartofsteelcountry. Thousandswenttoworkintheoldbuildingsthatlinedthesestreets,forgingthemetalthatbuiltourtrainsandourshipsandourcarsandourskyscrapers5(摩天大楼).
Butyouknowthestory. Theeconomychanged. Thosejobsvanished. Alotofemptyfactoriesstartedlining6thesesamestreets.
Butthiscompanybroughtjobsbacktothesefloors. Buildingsthatweredark,they’renowhummingagain. Wegotmorethan250peopleonthejobattheseplantsand800workersacrossthestate. AndGamesahaspartneredwithBucks7CountyCommunityCollegetocreateaGreenJobsAcademythatservesasapipeline8fornewworkersasthecompanyexpands. Andthereareothercompaniespursuingcleanenergyalongthesestreetsaswell.
Thishasmadeadifferenceinthiscommunity. It’smadeadifferenceforfolkslikeJimBauer. IsJimaround?
