Now,intheshortterm,wecametogetherhereinWashingtonattheendoflastyearandenacted1taxcutsthatarealreadymakingAmericans’paychecksbiggerandareallowingbusinessestowriteoffmajorinvestments. Thesearetaxcutsandchangesinthetaxcreditsystemthataregoingtospurjobcreationandeconomicgrowth,andI’mproudthatDemocrats2andRepublicansworkedwitheachothertogetitdone.
Inthelongterm,however,weneedtoaddressasetofeconomicchallengesthat,frankly3,thehousingbubblelargelypaperedoverforalmostadecade. Wenowliveinaworldthat’smoreconnectedandmorecompetitivethaneverbefore. Wheneachofyoutriestobringnewjobsandindustriestoyourstate,you’renotjustcompetingwitheachother,butyou’recompetingwithChina,you’recompetingwithIndia,you’recompetingwithBrazil,you’recompetingwithcountriesallaroundtheworld.
AndthatmeansthatweasanationneedtomakesurethatwearethebestplaceonEarthtodobusiness. Weneedaskilledandeducatedworkforce4,acommitmenttocutting-edgeresearchandtechnology,andafastandreliabletransportationandcommunicationsnetwork. That’showwe’regoingtobringnewjobstoAmerica,andthat’showwe’regoingtowinthefuture.
Makingthesenecessaryinvestmentswouldbehardatanytime. Butit’sthatmuchharderatatimewhenresourcesarescarce. Afterlivingthroughadecadeofdeficits6andahistoricrecessionthatmadethemworse,wecan’taffordtokickthecandowntheroadanylonger. Sothebudgetdebatethatwe’rehavingisgoingtobecriticalhereinWashington. Andsofar,mostofit’sbeenfocusedalmostentirely7onhowmuchofannualdomesticspending--whatintheparlance8wealldomesticdiscretionaryspending(可自由支配的个人开支)--thatweshouldcut. There’snodoubtthatcutsindiscretionaryspendinghavetobeapartoftheanswerfordeficit5reduction.
Andthat’swhy,asastart,I’veproposedafive-yearspendingfreezethatwillreduceourdeficitsby$400billion. ThebudgetthatIsenttoCongresscutsoreliminatesmorethan200federalprograms. Anditreformsdozensofothers,fromhealthcaretohomelandsecuritytoeducation,sothatratherthanthrowingmoneyatprogramswithnoaccountabilityormeasuredresults,we’recommittedtofundingonlythosethingsthatwork.
Alltold,thebudgetcutsI’veproposedwillbringannualdomesticspendingtoitslowestshareoftheeconomysinceDwightEisenhower. Letmerepeatthat. Undermybudget,ifitweretobeadopted,domesticdiscretionaryspendingwouldbelowerasapercentageofGDPthanitwasundertheninepreviousadministrations,includingunderRonaldReagan’s.
Butweknowthatthiskindofspending,domesticdiscretionaryspending,whichhasbeenthefocusofcomplaintsaboutout-of-controlfederalspending,makesuponlyabout12percentoftheentirebudget. Ifwetrulywanttogetourdeficitundercontrol,thenwe'regoingtohavetocutexcessivespendingwhereveritexists--indefense9spending--andIhavetosaythatBobGateshasbeenasgoodasteward10(管家,乘务员)oftaxpayer11dollarswhenitcomestothePentagonasjustaboutanybodyoutthere,butwe'regoingtohavetodomore--inhealthcarespending,onprogramslikeMedicareandMedicaid,andinspendingthroughtaxbreaksandloopholes. That’sgoingtobeatoughconversationtohave,butit’soneweneedtohave,andit’soneIexpecttohavewithcongressionalleadersintheweekstocome.
Thoseofyouwhoareinthisroomobviouslyareonthefrontlinesofthisbudgetdebate. AstheRecoveryActfundsthatsawthroughmanystatesoverthelasttwoyearsarephasingout--anditisundeniablethattheRecoveryActhelpedeverysinglestaterepresentedinthisroommanageyourbudgets, whetheryouadmititornot--youfacesomeverytoughchoicesatthispointoneverythingfromschoolstoprisonstopensions.
Ialsoknowthatmanyofyouaremakingdecisionsregardingyourpublicworkforces12,andIknowhowdifficultthatcanbe. Irecentlyfrozethesalariesoffederalemployeesfortwoyears. Itwasn’tsomethingthatIwantedtodo,butIdiditbecauseoftheverytoughfiscal13situationthatwe’rein.
SoIbelievethateverybodyshouldbepreparedtogiveupsomethinginordertosolveourbudgetchallenges,andIthinkmostpublicservantsagreewiththat. DemocratsandRepublicansagreewiththat. Infact,manypublicemployeesinyourrespectivestateshavealreadyagreedtocuts.
Butletmealsosaythis:
Idon’tthinkitdoesanybodyanygoodwhenpublicemployeesaredenigrated14(诋毁,诽谤)orvilified15ortheirrightsareinfringed16upon. Weneedtoattractthebestandthebrightesttopublicservice. Thesetimesdemandit. We’renotgoingtoattractthebestteachersforourkids,forexample,iftheyonlymakeafractionofwhatotherprofessionalsmake. We’renotgoingtoconvincethebravestAmericanstoputtheirlivesonthelineaspoliceofficersorfirefightersifwedon’tproperlyrewardthatbravery.
So,yes,weneedaconversationaboutpensionsandMedicareandMedicaidandotherpromisesthatwe’vemadeasanation. Andthosewillbetoughconversations,butnecessaryconservations. Aswemakethesedecisionsaboutourbudgetgoingforward,though,Ibelievethateveryoneshouldbeatthetableandthattheconceptofsharedsacrificeshouldprevail. Ifallthepainisbornebyonlyonegroup--whetherit’sworkers,orseniors,orthepoor--whilethewealthiestamongusgettokeeporgetmoretaxbreaks,we’renotdoingtherightthing. Ithinkthat’ssomethingthatDemocratsandRepublicansshouldbeabletoagreeon.
Now,aswebegintogetourbudgetsundercontrol,theotherthingwecan’tdoissacrificeourfuture. Evenaswecutbackonthosethingsthatdon’taddtogrowthoropportunityforourpeople,wehavetokeepinvestinginthosethingsthatareabsolutelynecessarytoAmerica’ssuccess--education,innovation,infrastructure17.
Oneducation,ourapproachhasbeentopartnerwithyou--tooffermoreflexibility18inexchangeforbetterstandards;toliftthecaponcharterschools;tospurreformnotbyimposing19itfromWashington,butbyaskingyoutocomeupwithsomeofthebestwaysforyourstatestosucceed. ThatwastheideabehindRacetotheTop:

We’realsoworkingwithyouandwithCongresstofixNoChildLeftBehindwithafocusonreform,responsibilityand,mostimportantly,results. Andwe’retryingtogivestatesandschoolsmoreflexibilitytorewardgoodteachersandstopmakingexcusesforbadteachers,becauseweknowthatthesinglemostimportantfactorinachild’ssuccessotherthantheirparentsisthemanorwomanatthefrontoftheclassroom.
