ShenzhenpassedHongKongtointheChineseAcademyofSocialSciences2014rankings.HongKonghadheldthetopspoteversinceitsfirstinclusioninthesurveyadecadeago.Shenzhen,whichbordersHongKong,switchedplaces,risingfromNo.2lastyear.
Thesurveyof294cities,containedinCASS’sBlueBookonUrbanCompetitiveness,wasreleasedThursdayinBeijing.

ThePearlRiverDeltadominatedtherankingswith,inadditiontoShenzhenandHongKong,GuangzhouatNo.5andMacauatNo.9.
Shanghairemainedthirdfromthe2013survey.Beijingfelltwonotches,landingineighthplace.
HongKonglostitsleader-of-the-packpositionlargelybecauseitdidnotsupportinnovation.ItsCensusandStatisticsDepartmentreportedthatin2013,thelastyearforwhichfiguresareavailable,thecity’spublicandprivatesectorsanditseducationalinstitutionsspentanamountequalto%ofitsgrossdomesticproductonresearchanddevelopmentforinnovationandtechnology.Shenzhen,ontheotherhand,devoted%ofitsGDPlastyeartosuchareas.
WhytheheavyemphasisoninnovationPerhapsbecauseChinesePremier,withhismuch-publicizedunveiledinearlyMarch,hasplacedhishopesonnewbusinessestorevivethecountry’seconomy.HisconceptisthatBeijingcaninvestininnovation,andCASShasevidentlyadoptedthetheme.
HongKong,ontheotherhand,hasitsnoninterventionistphilosophyandrefrained,forthemostpart,frompickingwinnersandlosers.InanysurveyconductedbyaBeijing-basedorganization,HongKongisboundtoloseouttocitiesimplementingactivistpoliciesfavoredbythecountry’sleaders.
Fordecades,HongKonghasworriedaboutlosingouttoSingapore,runbyworld-classinterventionists.Now,itsconcernfocusesonnext-doorShenzhen.Afterall,HongKongcouldhavebeenthehomeofDJITechnology.
DJI—theinitialsstandfor—wasfoundedbymainland-born,whograduatedfromHongKong’sUniversityofScienceandTechnologyin2006.Hehadafternotgettingsupport.ThatyearhefoundedDJI,whichnowhas70%oftheglobalmarketforciviliandrones.

FastCompanymagazineDJI22ndonits2015listoftheworld’smostinnovativecompanies.FrankWang’sbusinessisestimatedtobeworthabout$8billion,andmanyseeitgoingto$10billionafterfurtherroundsoffunding.
Now,itseemseveryChinesedrone-makerhasflockedtoShenzhen.ThereareaboutahundredcompanieschasingDJI,andaround80%ofthemarelocatedinthatcity.
LikethetinyonestartedbyJohnMaandtwofriends.Theypooledsavings;movedtoShenzheninJuly;andbuilt70drones,whichtheyofferedforsaleonAlibabaGroup’sTaobaoplatformfor468yuanapiece.
WhyShenzhen“It’seasytofindhardwarefactoriestoturnyourideaintoproducts,nomatterifyouonlyhavejustafewthousandyuanorjustorderoneunit,”MatheSouthChinaMorningPost.Start-upslikeMa’sneedthecheapmanufacturingspaceShenzhenoffersaswellasitsexistingsupplychains.
YetShenzhenhasmuchmorethananindustrialinfrastructure.Thereareinthenorthernpartofthatcityrustingindustrialbuildingswhereyoungbusinesseshavereplacedold-linemanufacturers,wherethousandsofJohnMashavesetupshoptobecomeFrankWangs.
NowonderShenzhennowleadsChinaasitsmostcompetitivecity.LiChao,whoworkedontheCASSsurvey,saidShenzhen’s“productoutputperlandareaisthehighestinthecountry.”
Ofcourse,Shenzhen’sproductivityishelpedbyhostingHonHaiPrecisionIndustryCo.That’sbetterknownasFoxconnTechnologyGroup,theworld’slargestcontractmanufacturerofelectronicsandthemakerofproductsforAppleandotherconsumerproductscompanies.Foxconn’sLonghuafacility,bysomemeasuresthelargestfactoryontheplanet,isjustdowntheroadfromdingybuildingshostingsomeoftheworld’ssmallest—andsoontoberecognizedasmostinnovative—companies.
Shenzhen’sroleasincubatortotomorrow’sbusinessesispresumablysafeaslongasBeijingdoesnotmeddletoomuch.ThePearlRiverDeltahasjustbeenrecognizedbytheWorldBankastheworld’slargestmetropolitanareabysizeandpopulation,passingTokyo.
Beijing,however,isthinkingbiggerstill.Therehavebeencentralgovernmentplanstoofabout50millionpeople.Planningshouldcoordinatetransportationinfrastructure—helpingcompetitiveness—butcouldalsobringadversesideeffects,thedownsideofcentraltechnocratstryingtodotoomuch.
ItisnocoincidencethatfourofChina’smostcompetitivecitiesareintheDelta.Twoofthem,ShenzhenandGuangzhou,areinfreewheelingGuangdongprovince,farfromtheseatofCommunistPartypowerinBeijing.Thetwoothers,HongKongandMacau,areadjacenttoGuangdong.Withananything-goesmentalityintheDelta,almostanythingcanhappenthere.Afterall,anine-year-oldShenzhenstart-uphasjustcapturedmostofaglobalmarket.
ThereareundoubtedlymoreDJIsinthosehulkingbuildingsinShenzhen.Wejustdon’tknowtheirnamesyet.

Therewasacomicbookinthe1980scalled“DongNaojinYeye”(GrandpaThink-Hard)whichfeaturedaredhelicopter.Irememberitsoclearly.IimaginedthatI’dmakeaplanelikethat,thatcouldfollowmewhenI’mhikingoronthetrain,anduseacameratosendtheimagestome.ActuallyatthetimeIdidn’tevenknowtheconceptofacamera.Ijustwantedtoflysobadly.EventhoughIcouldn’tturnmyselfintoaplane,Iwashappytojustmakeasmallplaneandwatchitfly.
