Goodmorning.Overthelastthreemonths,myAdministrationhastakenaggressiveactiontoconfrontanhistoriceconomiccrisis.Aswedoeverythingthatwecantocreatejobsandgetoureconomymoving,we’realsobuildinganewfoundationforlastingprosperity–afoundationthatinvestsinqualityeducation,lowershealthcarecosts,anddevelopsnewsourcesofenergypoweredbynewjobsandindustries.
Oneofthepillarsofthatfoundationmustbefiscaldiscipline.Wecameintoofficefacingabudgetdeficitof$1.3trillionforthisyearalone,andthecostofconfrontingoureconomiccrisisishigh.Butwecannotsettleforafutureofrisingdeficitsanddebtsthatourchildrencannotpay.
AllacrossAmerica,familiesaretighteningtheirbeltsandmakinghardchoices.Now,Washingtonmustshowthatsamesenseofresponsibility.Thatiswhywehaveidentifiedtwotrilliondollarsindeficit-reductionsoverthenextdecade,whiletakingonthespecialinterestspendingthatdoesn’tadvancethepeoples’interests.
Butwemustalsorecognizethatwecannotmeetthechallengesoftodaywitholdhabitsandstalethinking.Somuchofourgovernmentwasbuilttodealwithdifferentchallengesfromadifferentera.Toooften,theresultiswastefulspending,bloatedprograms,andinefficientresults.
It’stimetofundamentallychangethewaythatwedobusinessinWashington.Tohelpbuildanewfoundationforthe21stcentury,weneedtoreformourgovernmentsothatitismoreefficient,moretransparent,andmorecreative.Thatwilldemandnewthinkingandanewsenseofresponsibilityforeverydollarthatisspent.
Earlierthisweek,IheldmyfirstCabinetmeetingandsentaclearmessage:
cutwhatdoesn’twork.Already,we’veidentifiedsubstantialsavings.Andinthedaysandweeksahead,wewillcontinuegoingthroughthebudgetlinebyline,andwe’llidentifymorethan100programsthatwillbecutoreliminated.
Butwecan’tstopthere.Weneedtogofurther,andweneedanall-hands-on-deckapproachtoreforminggovernment.That’swhyI’mannouncingseveralstepsthatmyAdministrationwilltakeintheweeksaheadtorestorefiscaldisciplinewhilemakingourgovernmentworkbetter.
First,weneedtoadheretothebasicprinciplethatnewtaxorentitlementpoliciesshouldbepaidfor.Thisprinciple–knownasPAYGO–helpedtransformlargedeficitsintosurplusesinthe1990s.Now,wemustrestorethatsenseoffiscaldiscipline.That’swhyI’mcallingonCongresstopassPAYGOlegislationlikeabillthatwillbeintroducedbyCongressmanBaronHill,sothatgovernmentactsthesamewayanyresponsiblefamilydoesinsettingitsbudget.
Second,we’llcreatenewincentivestoreducewastefulspendingandtoinvestinwhatworks.Wedon’twantagenciestoprotectbloatedbudgets–wewantthemtopromoteeffectiveprograms.Sotheideaissimple:
agenciesthatidentifysavingswillgettokeepaportionofthosesavingstoinvestinprogramsthatwork.Theresultwillbeasmallerbudget,andamoreeffectivegovernment.
Third,we’lllookforideasfromthebottomup.Afterall,Americansacrossthecountryknowthatthebestideasoftencomefromworkers–notjustmanagement.That’swhywe’llestablishaprocessthroughwhicheverygovernmentworkercansubmittheirideasforhowtheiragencycansavemoneyandperformbetter.We’llputthesuggestionsthatworkintopractice.Andlaterthisyear,Iwillmeetwiththosewhocomeupwiththebestideastohearfirsthandabouthowtheywouldmakeyourgovernmentmoreefficientandeffective.
Andfinally,wewillreachbeyondthehallsofgovernment.Manybusinesseshaveinnovativewaysofusingtechnologytosavemoney,andmanyexpertshavenewideastomakegovernmentworkmoreefficiently.Governmentcan–andmust–learnfromthem.Solaterthisyear,wewillhostaforumonreforminggovernmentforthe21stcentury,sothatwe’realsoguidedbyvoicesthatcomefromoutsideofWashington.
Wecannotsustaindeficitsthatmortgageourchildren’sfuture,nortoleratewastefulinefficiency.Governmenthasaresponsibilitytospendthepeoples’moneywisely,andtoservethepeopleeffectively.IwillworkeverysingledaythatIamPresidenttoliveuptothatresponsibility,andtotransformourgovernmentsothatisheldtoahigherstandardofperformanceonbehalfoftheAmericanpeople.
