一、总论
(一)项目背景

3.承办单位概况
某农业开发有限公司座落于“中国玉都—岫岩”,注册商标JHF。
某农业开发有限公司注册于2006年,现有资产3723万元,其中,固定资产1715万元,无形资产1340万元,流动资产668万元。
占地5.7万平方米,公司现有员工120人,平均年龄33岁,其中大专以上学历者50人,专职研究人员20人,市场开发人员18人,有较强的研发实力。
其前身为1998年成立的某市丰源木业有限责任公司。
公司地处岫岩满族自治县洋河镇,发展前期主要以木材及木器出口加工为主体,兼营农业综合开发。
2000年以后调整发展方向,成为开发以农业废弃物:
花生壳、稻壳、玉米芯、秸杆等为主要原料,生产活性炭素及环保型高效炭基缓释肥项目。
目前,该项目已被国家列入国家级“星火计划”项目,获得某省科技成果转化项目认定证书,拥有自主知识产权,企业2008年被某市人民政府批准为农业产业化重点龙头企业、某市重合同守信用企业。
4.可行性研究报告编制依据与项目状况
某农业开发有限公司于2009年4月委托某国际工程咨询公司承担环保型高效炭基缓释肥项目可行性研究工作。
某国际工程咨询公司依据某农业开发有限公司的要求和介绍的情况、提供的有关资料及共同商榷的事项进行可行性研究。
在研究阶段咨询公司收集了项目所在地的自然概况、社会经济、交通运输等基础资料,并对项目建设的必要性、经济的合理性、技术的可行性、实施的可能性等多方面进行研究论证。

建设单位关于本项目有关基础资料;
肥料是农作物的粮食,是农业生产中必不可少的基本生产资料。
然而,我国多数地区因长期施用化学肥料已使土壤生态环境、土壤理化性状以及土壤微生物区系受到了不同程度的破坏,尤其是过多施用单质化学肥料,已使土壤中营养元素比例严重失调,肥力供给能力下降,土壤板结加剧,根际土壤微生物优势种群大量减少,并在一定程度上对农产品品质造成了污染,使产品难以达到绿色食品的要求。
随着微生物领域科学技术的进步,科学家普遍认为,肥料要向高效、复合的方向发展,即应当寻求一种能将有机、无机和微生物肥料整体优势集于一体的新型生物复混肥。
此项内容在中共十五届三中全会公报和国家环保局《国家环境保护“九五”计划》和《2010年远景目标》、《中国跨世纪绿色工程规划》,以及国家发改委、科技部《当前优先发展的高技术产业化重点领域指南》等相关文件中,均有重点阐述。
而环保型高效炭基缓释肥则是顺应肥料这一发展方向的代表性产品之一。
环保型高效炭基缓释肥是经过多年的精心探索和连续实验,研制出的集防霉、除臭、腐解、灭菌、增产、增效为一体的高科技成果。
环保型高效炭基缓释肥经中国科学院沈阳应用生态研究所检验测试中心检测,各项技术指标达到国内外先进水平。
5.项目提出的理由
近年来,开发资源、节省资源、高效利用资源,优化资源配置,创建节约型社会,以及改造环境、保护环境、建设环境,实现经济社会的可持续发展,就成了国民经济活动的重要任务。
当前,解决资源、环境重大科技问题,打造循环经济,已经迫在眉睫。
本项目正是在这一背景下提出的,旨在解决农业领域资源利用率低(肥料利用率及秸杆等农业废弃物利用率低等)和环境污染严重(化肥污染、秸杆等农业废弃物利用不当污染等)问题,以打造农业循环经济,实现农业可持续发展。
本项目以颗粒炭素制备为核心技术,以高效环保炭基缓释专用肥为终端产品,形成废物利用、低本高效、环保节能的经济产业链条。
即在通过特殊工艺将玉米芯、花生壳、稻壳、作物秸杆等制成颗粒型炭素的基础上,利用其孔隙丰富、吸附能力强、吸光增温效果显著等特点,制作成能显著提高地温,延长肥效、改良土壤、促进作物早生快发的系列缓释专用肥,包括水稻育苗调制剂,温室专用苗床基肥,
