AttheKyotoconferenceonglobalwarminginDecember1997,it
becameabundantlyclearhowcomplexithasbecometoworkout
internationalagreementsrelatingtotheenvironmentbecauseofeconomicconcernsuniquetoeachcountry.Itisnolongerenoughtotrytoforbidcertainactivitiesortoreduceemissionsofcertainsubstances.Theglobalchallengeoftheinterlinkbetweentheenvironmentanddevelopmentincreasinglybringustothecoreoftheeconomiclifeofstates.Duringthelate1980swewereable,throughinternationalagreements,tomakedeepcutsinemissionsharmfultotheozonelayer(臭氧层).Thesereductionsweremadepossiblebecausesubstitutionshadbeenfoundformanyoftheharmfulchemicalsand,moreimportant,becausetheharmfulsubstancescouldbereplacedwithoutnegativeeffectsonemploymentandthe
economiesofstates.
Althoughthethreatofglobalwarminghasbeenhmowntotheworldfordecadesandallcountriesandleadersagreethatweneedtodealwiththeproblem,wealsoknowthattheeffectsofmeasures,especiallyharshmeasurestakeninsomecountries,wouldbenullifiedifothercountriesdonotcontroltheiremissions.WhereastheUNteamonclimatechangehasfoundthattheemissionsofcarbondioxidewouldhavetobecutgloballyby60%tostabilizethecontentofC02intheatmosphere,thispiathisnotIfeasibleforseveralreasons.Suchdeepcutswouldcauseabreakdownoftheworldeconomy.Importantandpopulouslow-ormedium-incomecountriesarenotyetwillingtoundertakelegalcommitmentsabouttheirenergyuses.Inaddition,thestateofworldtechnologywouldnotyetpermitustomakesuchabigleap.
