TheBritishPrimeMinisterGordonBrownisofferingtoscalebackBritairYsnucleardeterreneeifaninternationalagreementisreachedtocuttheworld'snucleararsenals.Mr.BrownisexpectedtotellaspecialsessionoftheUnitedNationsSecurityCouncilonThursdaythathellbewillingtogiveuponeoffourroyalnavysubmarinesthatcarryTridentnuclearmissiles.
