Today,thegovernmentactsonthedemocraticwilloftheBritishpeople.Anditacts,too,ontheclearandconvincingpositionofthisHouse.
AfewminutesagoinBrussels,theUnitedKingdom’sPermanentRepresentativetotheEUhandedalettertothePresidentoftheEuropeanCouncilonmybehalf,confirmingthegovernment’sdecisiontoinvokeArticle50oftheTreatyonEuropeanUnion.
TheArticle50processisnowunderway.AndinaccordancewiththewishesoftheBritishpeople,theUnitedKingdomisleavingtheEuropeanUnion.
Thisisanhistoricmomentfromwhichtherecanbenoturningback.BritainisleavingtheEuropeanUnion.Wearegoingtomakeourowndecisionsandourownlaws.Wearegoingtotakecontrolofthethingsthatmattermosttous.Andwearegoingtotakethisopportunitytobuildastronger,fairerBritain–acountrythatourchildrenandgrandchildrenareproudtocallhome.Thatisourambitionandouropportunity.Thatiswhatthisgovernmentisdeterminedtodo.
Mr.Speaker,atmomentslikethese–greatturningpointsinournationalstory–thechoiceswemakedefinethecharacterofournation.Wecanchoosetosaythetaskaheadistoogreat.Wecanchoosetoturnourfacetothepastandbelieveitcan’tbedone.Orwecanlookforwardwithoptimismandhope–andtobelieveintheenduringpoweroftheBritishspirit.
IchoosetobelieveinBritainandthatourbestdayslieahead.AndIdosobecauseIamconfidentthatwehavethevisionandtheplantousethismomenttobuildabetterBritain.ForleavingtheEuropeanUnionpresentsuswithauniqueopportunity.Itisthisgeneration’schancetoshapeabrighterfutureforourcountry.Achancetostepbackandaskourselveswhatkindofcountrywewanttobe.
Myanswerisclear.IwanttheUnitedKingdomtoemergefromthisperiodofchangestronger,fairer,moreunitedandmoreoutward-lookingthaneverbefore.Iwantustobeasecure,prosperous,tolerantcountry–amagnetforinternationaltalentandahometothepioneersandinnovatorswhowillshapetheworldahead.
IwantustobeatrulyGlobalBritain–thebestfriendandneighbourtoourEuropeanpartners,butacountrythatreachesbeyondthebordersofEurope,too.Acountrythatgoesoutintotheworldtobuildrelationshipswitholdfriendsandnewalliesalike.
AndthatiswhyIhavesetoutaclearandambitiousplanforthenegotiationsahead.ItisaplanforanewdeepandspecialpartnershipbetweenBritainandtheEuropeanUnion.Apartnershipofvalues.Apartnershipofinterests.Apartnershipbasedoncooperationinareassuchassecurityandeconomicaffairs.AndapartnershipthatworksinthebestinterestsoftheUnitedKingdom,theEuropeanUnionandthewiderworld.
Becauseperhapsnowmorethanever,theworldneedstheliberal,democraticvaluesofEurope–valuesthatthisUnitedKingdomshares.Andthatiswhy,whileweareleavingtheinstitutionsoftheEuropeanUnion,wearenotleavingEurope.Wewillremainaclosefriendandally.Wewillbeacommittedpartner.WewillplayourparttoensurethatEuropeisabletoprojectitsvaluesanddefenditselffromsecuritythreats.AndwewilldoallthatwecantohelptheEuropeanUnionprosperandsucceed.
SoMr.Speaker,intheletterthathasbeendeliveredtoPresidentTusktoday–copiesofwhichIhaveplacedinthelibraryoftheHouse–IhavebeenclearthatthedeepandspecialpartnershipweseekisinthebestinterestsoftheUnitedKingdomandoftheEuropeanUnion,too.
Ihavebeenclearthatwewillworkconstructively–inaspiritofsincerecooperation–tobringthispartnershipintobeing.AndIhavebeenclearthatweshouldseektoagreethetermsofthisfuturepartnershipalongsidethoseofourwithdrawal,withinthenext2years.
IamambitiousforBritain.AndtheobjectivesIhavesetoutforthesenegotiationsremain.Wewilldelivercertaintywhereverpossiblesothatbusiness,thepublicsectorandeverybodyelsehasasmuchclarityaswecanprovideaswemovethroughtheprocess.Itiswhy,tomorrow,wewillpublishaWhitePaperconfirmingourplanstoconvertthe‘acquis’intoBritishlaw,sothateveryonewillknowwheretheystand.
AnditiswhyIhavebeenclearthatthegovernmentwillputthefinaldealthatisagreedbetweentheUKandtheEUtoavoteinbothHousesofParliamentbeforeitcomesintoforce.WewilltakecontrolofourownlawsandbringanendtothejurisdictionoftheEuropeanCourtofJusticeinBritain.LeavingtheEuropeanUnionwillmeanthatourlawswillbemadeinWestminster,Edinburgh,CardiffandBelfast.AndthoselawswillbeinterpretedbyjudgesnotinLuxembourg,butincourtsa
