PreliminarySafetyAssessmentGuide
1ContentandScopeofApplication
ThisguideisbasedontheGeneralGuidanceonSafetyAssessment.Itdescribestheobjectives,basicprinciples,content,procedureandmethodsofpreliminarysafetyassessmentandisapplicabletothesafetyassessmentofprojectsexcludingminingprojects.
2ObjectivesandBasicPrinciplesofPreliminarySafetyAssessment
Theobjectivesofpreliminarysafetyassessmentareto:
●Implementthepolicyofsafetyfirstandprioritytoprevention;
●Providescientificbasisforthepreliminaryengineeringdesignofprojects;
●Improvetheintrinsicsafetyofprojects.
Thefundamentalguidelineofpreliminarysafetyassessmentisthatitshouldbeindependentlydoneonscientific,fairandlegalbasisbysafetyassessmentorganizationscertifiedbycompetentauthority.
3Definition
3.1Project
Aprojectmeansanewdevelopment,modificationorexpansionofinstallationbyanbusinessorganization.
3.2PreliminarySafetyAssessment
PreliminarySafetyAssessment(PSA)meansthecombinationofanticipationandanalysisofthecategoryanddegreeofpotentialriskandhazardfactorsofaprojectwithreferencetoprojectfeasibilityreport,andreasonableandpracticalsafetymeasuresandrecommendations.
3.3IdentificationofRiskandHazardFactors
IdentificationofRiskandHazardFactorsmeanstheprocessofidentificationofriskandhazardfactorsandanalysisofthenatureandstatusofrisksandhazards.
3.4EvaluationofDegreeofHazard
EvaluationofDegreeofHazardmeanstheprocessofassessingtheprobabilityandseverityofconsequenceofpotentialaccidentresultedfromarisk/hazardfactor,determiningtolerablelevelandtakingmeasurestoreducedegreeofhazardtotolerablelevel.
3.5AssessmentUnit
AssessmentUnitmeanstherelativelyindependentareasderivedfromdivisionofproductionprocessorsitebasedonthecharacteristicoftheprocessorsiteforthepurposeofsafetyassessment.
4ContentofPSA
PSAshouldmainlyincludetheidentificationofriskandhazardfactors,evaluationofdegreeofhazardandrecommendationofsafetymeasures.
5ProcedureofPSA
Generally,procedureofPSAshouldincludePreparationStage,IdentificationandAnalysisofRiskandHazardFactors,DeterminationofAssessmentUnitofPSA,SelectionofMethodforPSA,QualitativeandQuantitativeAssessment,SafetyMeasuresandRecommendations,ConclusionofPSA,andPSAReporting.
5.1PreparationStage
Defineassessmenttargetandscope,carryoutsitesurveyandcollectinformationonrelevantdomesticandinternationallawsandregulations,technicalstandardsandtheproject.RefertoAppendixAforreferencesofproject.
5.2IdentificationandAnalysisofRiskandHazardFactors
Identifyandanalyzepotentialriskandhazardfactorstakingintoconsiderationthesurroundingenvironmentoftheprojectandthecharacteristicoftheproductionprocessorsite.
5.3DeterminationofAssessmentUnitofPSA
Dividetheprojectintoassessmentunitsbasedonidentificationandanalysisofriskandhazardfactorstomeetneedofassessment.
Generalrulefordeterminingevaluationunitsis:
Renderassessmentunitsrelativeindependenceandsignificantcharacteristicaccordingtoproductionprocessfunction,locationoffacilities,typeofriskandhazardfactorsandeffectrangeofpotentialaccidents.
5.4SelectionofMethodforPSA
Selectscientific,appropriateandapplicablequalitativeandquantitativeassessmentmethodswithreferencetothenatureofassessmenttarget.RefertoAppendixBformethodscommonlyusedinPSA.
5.5QualitativeandQuantitativeAssessment
Byusingthemethodselected,assessqualitatively/quantitativelytheprobabilityandseverityofpotentialaccidentsresultedfromtherisk/hazardfactorstoidentifylocation,frequency,severityrankingandrelevantconsequenceofpotentialaccidentsthustoprovidebasesforsafetymeasuresandrecommendations.
5.6SafetyMeasuresandRecommendations
Putforwardtechnicalandmanagementmeasuresandrecommendationstoeliminateormitigaterisksbasedonresultofqualitativeandquantitativeassessment.
Safetymeasuresshouldincludethefollowing:
1Plotplanandstructures;
2Process,equipmentandfacilities;
3Safetyengineering;
4Safetymanagement;
5Othercomprehensivemeasures.
5.7ConclusionofPSA
Listbrieflytheassessmentresultofmajorrisk/hazardfactors,definethesignificantrisk/hazardfactorstheprojectshouldfocuson,highlightkeysafetymeasurestowhichattentionshouldbepaid,andstatetheconclusiononwhetherapplicablenationallawsandregulationsandtechnicalstandardshavebeenmetintermsofsafeproduction.
5.8PSAReporting

AftertheresponsibleassessmentorganizationhasmodifiedthePSAreportinrepsonsetothereviewcommentsbyexpertteam,theprojectownershouldsubmitthefinalreporttocompetentsafetyauthorityforrecordkeeping.
