一、指导思想
以邓小平理论和“三个代表”重要思想为指导,全面贯彻落实科学发展观和党的教育方针,坚持体制创新,开放办学,努力为全国装备制造业行业和地方经济建设培养高素质高技能人才,以人才培养工作为着力点,按照教育部、财政部关于国家示范性高职高专院校建设的要求,体现示范高职学院建设的“先进性、系统性和持续性”。
以现代装备制造业发展和技术进步为引领,创新人才培养模式,实现与行业需求的高度吻合,体现示范建设的“先进性”;以中央财政支持的三个重点专业建设为核心,带动相关专业共同发展,统筹实训基地建设、师资队伍建设、课程体系和教学改革、扩大社会服务功能等各项工作,全面推进素质教育,促进技术和管理创新,整体提升办学水平和效益,体现示范建设的“系统性”;将示范性高职学院建设置身于行业发展和地方经济建设中,形成省级有关部门、德阳市委市政府、行业企业和学院共建示范高职的新格局,实现示范学院建设和发展的“持续性”。
为不断提高人才培养质量,增强社会服务能力奠定坚实基础,在高职教育中进一步发挥辐射引领作用,为振兴装备制造业、服务四川新农村建设、构建和谐社会做出积极贡献,为创建有中国特色的高职教育体系探索新路。
二、建设思路
2006-2008年期间,学院在示范性高职建设中项目总投入为1.81亿元。
其中:
中央财政4000万元、其他投入4422万元,共计8422万元,用于内涵建设;其余9478万元,用于配套基础设施建设;预留200万元机动资金,用于师资队伍建设、课程建设等不可预见经费,以及相应的奖励基金。
项目制定和建设的总体思路是:
1.省市共建、整合资源找优势:
抓住我省走新型化工业道路有利时机,充分发挥“德阳国家重大技术装备制造业基地”得天独厚产业优势,依托已经形成的“省市共建”办学格局,主动融合,整合各方资源,形成省市、行业、企业共建共管共享示范学院的新格局。
2.面向市场、服务社会找入口:
开放办学,以行业先进技术发展为引领,紧紧把握装备制造业技术发展的脉搏,在专业建设、人才培养和技术服务上,主动融入和服务于行业企业发展,满足地方经济建设需要,以服务求支持,以贡献促发展,以获得企业和地方政府更多的支持和帮助。
3.产学研结合、校企互动出机制:
将行业企业对员工的标准作为我们对人才培养的标准,行业、企业和学校共同合作,研究并确定职业标准、人才定位、培养方案、课程内容和质量考核体系,让企业专家参与人才培养和课程建设的全过程,为实现产学研“深度”结合,形成“产学研结合,校企互动”的人才培养模式探索新路。
4.项目驱动、重点突破出范例:
大兴调查研究之风,通过“走出去、请进来”等途径,找准高职教育与行业企业需求的差距和突出问题,根据专业建设需要,紧贴行业企业技术进步,设计和遴选示范建设的相关项目,以“项目驱动”方式,校企合作,共同实施项目建设。
力争在人才培养模式、师资队伍建设、生产性实训基地建设、课程建设等多方面,实现有针对性的重点突破,为培养具有装备制造业特色的高素质高技能人才创造新的经验,形成示范点。

三、总体目标
通过三年的艰苦努力,实现国家示范性高职高专院校建设与行业发展和地方经济建设深度融合,进一步探索“体制创新、开放办学”的办学模式,形成省市共建、资源整合、行业主导、企业参与的示范学院共建共管的新格局;创新“产学研结合、校企互动”的高技能人才培养模式,逐步解决当前高职教育中师资队伍建设、实训基地建设和技能人才培养模式等方面的突出矛盾和问题,形成具有现代装备制造业特色的高职办学经验和典范,在全国达到领先水平。
通过建设,将学院建成服务行业和地方经济建设,培养身心健康、作风优良、技能过硬、技术创新的一流人才培养基地。
在以下几个方面达到明显提升(增量):
1.在人才培养模式改革和课程建设上:
以行业发展为引领,以社会需求为导向,在广泛调研的基础上,由行业、企业和学院共同研究制定出职业标准,在此基础上,找准定位,重构人才培养方案和课程体系。
将企业生产实际作为案例引入课堂,企业工程技术人员参与教学和课程建设,改革教学内容、方法和手段,加强特色教材建设,从而形成“产学研结合、校企互动”的工学结合人才培养模式和一批行业、企业认定的精品专业和特色课程。
2.在师资队伍建设上:
突破现有体制,按照市场配置资源,组建由行业知名专家、大学名师、企业技术能手和学院专业带头人组成专业建设领军团队;校企融合,创新“双师型”教师的培养、使用和激励机制,建立“双师型”专业教师持续培养的良性机制,充分发挥德阳装备制造业人才优势,用好兼职教师,推行“双师授课法”,形成特色鲜明的“双师结构”和“双师素质”的专兼职教学团队;从企业技改、社会服务和教学改革等项目中遴选科研和技术服务课题,设立“师生技术创新基金”,以“项目驱动”方式,组建由企业工程技术人员、教师和学生组成的技术创新和服务团队,开展技术研发和服务,提高教师的科研和技术服务能力和学生的创新能力。
从而构建起高水平的专业建设领军团队、“双师结构”的专兼职教学团队、技术创新和服务团队这“三支”团队,在全国高职院校师资队伍建设方面起到示范作用。
3.在实训基地建设上:
按照“真设备、真产品、真环境”的原则,以校内生产性实训基地建设为重点,根据人才培养的需要完善实训设备、共享企业资源、改革实训模式、实现内涵提升。
校企合作完成3856万元(其中中央财政1997万元)的设备选型和添置工作,改扩建9个以上重点实训平台或车间;按照技能培训由浅入深的规律设置实训单元,形成系列化、规范化,通过融入产业链,分包和承接企业实际生产任务,增强学生实训内容的“实战性”;在实训车间建设和布置上,注重企业文化与教育文化的结合,改善实训环境,部分引入现代企业管理手段和方式,提高实训环境的“真实性”;按照市场化运作规则和“政府主办,院校承办,企业参与,市场运作,社会共享”模式,在“国家德阳机电职教实训基地(综合区域性大模式)”建设的基础上,创新体制,在重点建设专业的实训基地建设中,引进企业技术、人才、管理和资金等,形成建设主体多元化,逐渐建立相对独立的可持续发展的管理运行机制,为下一步建设产学研园区积累经验。
4.在增强社会服务能力上:
通过项目建设全面提升学院技术服务和技能培养能力。
在省经委、省科技厅和德阳市委市政府领导下,建设好以德阳重大技术装备制造业企业为主体的机械制造业技术研究中心,整合中国二重、东方电气等国家级工程技术研究中心资源,合作共建,形成装备制造业区域性技术创新与服务平台,为全省装备制造业开展技术服务,为地方300余家中小企业提供技术支撑;在实训基地建设的基础上,进一步扩大企业职工技能培训、农村劳动力转移培训、师资培训、对口支援“三州”老少边穷地区职业教育、贫困家庭子女免费职业培训等培训项目和数量,形成区域社会培训中心;通过实施图书馆及信息化建设等项目,形成区域社会文化中心。

中央财政支持的重点专业建设
人才培养模式
和课程改革
总投入508万元(其中中央财政478万元),达到以下目标:
1.组建由行业、企业人员参与的校企合作专业建设团队、开展社会调研,找准高职教育与行业企业需求的差距和突出问题;
2.制定数控技术、焊接技术及自动化、电气自动化技术关键岗位的职业标准和考核标准,修改制定教学计划,重构课程体系,改革教学内容,完善“顶岗实习”及管理,探索具有装备制造业特色的工学结合的人才培养模式
总投入455万元(其中中央财政405万元),达到以下目标:
1.依据职业标准和考核标准,以“项目驱动”方式,遴选9门核心课程进行建设,并完成相关的特色教材、教学资源库、课件,形成9门行业认定的优质核心课程;
2.加强高职教育研究,总结、提炼,并形成具有装备制造业特色的工学结合的人才培养模式;
3.建成专业共享资源库,实现网络共享
师资队伍建设
总投入512万元,全部由中央财政支持,达到以下目标:
1.组建行业知名专家、名师、企业技术能手和学院专业带头人构成的专业领军团队;
2.聘请、培养专业带头人和培养骨干教师、双师型教师,送培到国外、企业、高校进修提高的教师29人,形成专兼结合的教学团队;
3.积极参与企业技改项目,以“项目驱动”方式,校企深度合作开展技术研究和服务,提高教师队伍的技术服务和科研水平;
4.更新和充实“兼职教师资源库”,重点建设专业,推行“双师授课法”,让教学内容与企业生产实际结合更紧密
总投入348万元,全部由中央财政支持,达到以下目标:
1.聘请、培养专业带头人13人,培养骨干教师45人,培养双师型教师102人;送培到国外、企业、高校进修提高的教师15人,进一步提升教学团队的整体水平;
2.进一步加大教师参与企业技改的力度,以“项目驱动”方式,校企深度合作开展技术研究和服务,力争涌现出一批在行业内有较大影响的技术成果;
3.着力培养“三支”队伍,创新“双师型”教师的培养、使用的激励机制,形成职教特色鲜明的结构合理、业务能力强的专、兼结合的教学团队;
4.造就一批在职业教育界有影响的、知名度高的专业领军人物
实训基地建设
总投入2468万元(其中中央财政1806万元),达到以下目标:
1.建设与中央财政支持的重点专业(含专业群)建设发展相匹配的21个实训基地(中心);
2.按照与企业生产实际高度吻合和职业技能培训的规律相结合的原则,本着共建共享的思路,切实利用区域内企业设备资源,避免重复投入,搞好设备采购论证,进行设备采购和场地规划建设;
3.校企融合,新增校外实习基地10个,共享企业先进设备资源2.357亿元;
4.根据专业建设要求,采购实验实训设备,部分设备投入使用
总投入861万元(其中中央财政451万元),达到以下目标:
1.完成实训基地改扩建、搬迁以及设备采购、安装、调试等任务,全部投入使用,并开展学生技能培训、对外培训、分包和承接生产任务;
2.以生产任务为载体,增强学生的实训环节与生产实际有机衔接,按照职业标准、市场原则、高职教育规律和现代企业管理要求,开展学生技能培训;
3.加强实训基地内涵建设,注重企业文化与校园文化的结合,突出“真设备、真产品、真环境”,完善实训基地管理制度,强化实训基地管理,具有良好的职业氛围;
4.按照“市场化运作,社会共建共享”的模式,引进企业技术、人才、管理和资金等,实现实训基地建设主体多元化的格局,逐步建立可持续发展的管理运行机制,形成集教学、对外培训、生产、技术服务为一体的、产学研结合的区域性开放式社会服务平台;
5.加强校外实习基地的建设与规范化管理,建立校企双方合作培养、共同考核的校外实训机制
