Thisruleismeanttoaddressthedifficultythatstudentsfromimpoverishedorchaotichomes
mighthaveincompletingtheirhomework.Butthepolicyisunclearandcontradictory.Certainly,
nohomeworkshouldbeassignedthatstudentscannotdowithoutexpensiveequipment.Butifthe
districtisessentiallygivingapasstostudentswhodonotdotheirhomeworkbecauseof
complicatedfamilylives,itisgoingriskilyclosetotheimplicationthatstandardsneedto
beloweredforpoorchildren.
