1.0PURPOSE
Thepurposeofthisstandardistodefineminimumrequirementsforuseofhandandportablepowertools.
2.0SCOPE
ThestandardcoversthesafetyprecautionsforuseofhandandportablepowertoolswithinSABICanditsAffiliatesfacilities.
3.0DEFINITIONS
3.1ApprovedTools:
Toolsthathavebeenapprovedasmeetingminimumacceptablesafetystandards.
3.2Shall:
Signifiesmandatoryrequirements.
3.3Should:
Signifiesrecommended/optionalrequirements.
4.0REQUIREMENTS
SABICanditsAffiliatesusingHandandPortableToolsshalldevelopproceduresandprogramsthatmeetsthefollowingrequirements:
SABICIndustrialSecurityshallbeconsultedforanyclarificationtothisstandard.TheclarificationgivenbySABICIndustrialSecurityshallbecompliedwithandconsideredfinal.
4.1Correcttoolshallbeselectedforthejobintended.Faultytoolsshallnotbeused.
4.2Toolsshouldbestoredindesignatedstorageareas.
4.3Tools,ifsmallandlightinweight,maybecarriedonatoolbeltprovidedtheydonothampereasymovement.Heavierormorecumbersometoolsshallbeplacedinabagortoolboxandhauledupbyhandline.
4.4Allportableelectrictoolsshallberatedatorbelow100/120volts.Electricaloperatedtoolsshallbegroundedwithagroundingconductororshallbedoubleinsulated.
4.5Appropriatesteps(i.e.,barricadingofhazardousarea,postingdangersigns)shallbetakenatgroundlevelwhileworkingathighelevationtopreventtoolsfromfallingontopersonnelbelow.
4.6Toolsshallnotbealteredorrepairedwithoutauthorization.
4.7Toolsshallbeinspectedanddecontaminated(ifrequired)priortoshipmenttooutsidevendors,companytoolroom,oranymaintenanceshopforrepairs.
4.8Cuttingtoolsshouldbesharp.
4.9Chisels,screwdriversandpointedtoolsshouldnotbecarriedpointedupinapocket.Theyshouldbecarriedinatoolboxorinthehandwithpointsandcuttingedgesawayfromthebody.
4.10Toolsshouldbehandedproperlyandnotthrownbyoneworkertoanother.
4.11Appropriateeyeprotectionshallbewornwhileusingtools.
4.12Appropriatehearingprotectionshallbewornforworkaroundtoolsthatproducenoiselevelsatorabove85dBA.
4.13Hammers,axes,shovels,orsimilartoolswithloose,split,orsplinteredhandlesshouldnotbeused.
4.14Lengthsofpipe,etc.shouldnotbeusedtoincreasetorque.
4.15Appropriateandapprovedtoolsnecessarytoperformthejobactivitiesshallbeprovidedtotheemployees.
4.16Toolsshouldbedisconnectedwhennotinuse.
4.17Toolsshallbedisconnectedbeforeservicingandwhilechangingit’saccessoriessuchasbits,blades,cuttersetc.
4.18Toolsshouldbeinspectedfordefectsperiodically,priortoissue,anduponreturnofthetool.Thefollowingisapartiallistofdefectstolookfor:
4.18.1Mushroomedorburredheadsonimpacttoolssuchaschisels,hammers,drivingbars,etc.
4.18.2Loose,overorundersizedhandles.
4.18.3Openendedwrencheswithjawsspreadordistorted.
4.18.4Crackedboxendorsocketwrenches.
4.18.5Splinteredorcrackedhandles.
4.18.6Improperhandlesorhandlesandcontrolbarsmissingorbent.
4.18.7Defectiveextensionorpowercordssuchaschafed,kinked,weathercracked,maleorfemaleplugsbrokenornotinstalledproperly,nogroundwire,etc.
4.18.8Defectiveorinoperableguardingmechanisms.
4.18.9Evidenceofabuse,whichnegatessafeoperation.
4.19Tagshallbeinstalledontoolsorequipmenttoidentifythattheircontinuedusecouldresultinpersonnelinjuryorpropertydamage.Thetagshallbeattachedandsignedtothedefectivetool.Thetagshallremainwithtoolorequipmentremovedfromthearea.Defectshallbenotifiedtotheconcerneddepartment.
4.20Theuseoftoolorequipmentthathasbeendeclaredunsafebytheattachmentofthetag,shallnotbepermitted.
4.21Toolsshallberepairedinaccordancewiththemanufacturer’sspecifications/guidelines.
4.22Hammers:
4.22.1Hammersshallhaveasecurelywedgedhandletothetypeofheadused.
4.22.2Thewoodenhandleshallnotbeloose,splinteredorcracked.
4.22.3Hammersshallhaveasmoothoilfreehandle,shapedtofitthehandandofthespecifiedsizeandlength.
4.23ScrewDrivers:
4.23.1Screwdriversshallbesochosenthatthebladethicknessfitstheslot.
4.23.2Screwdriversshallnotbeusedasapunch,wedge,orchisel.
4.23.3Screwdriversshallnotbeexposedtoexcessiveheat.
4.23.4Screwdriversshallnotbeusedaroundelectricalconductors.Screwdriversusedforelectricalworkshallbeinsulated.
4.24PliersandCutters:
4.24.1PliersandCuttersshallnotbeusedassubstitutesforwrenches.
4.24.2Pliersshallhaveinsulatedhandleswhenusedaroundelectricalconductors.
4.24.3Cuttersshallnotbeusednearliveenergizedcircuitsandshouldonlybeusedfortheratedcapacityspecifiedbythemanufacturer.
4.24.4Cuttersshallnotbeusedasnailpullersorprybars.
4.25Wrenches:
4.25.1Pipeextensionshallnotbeusedtoincreasetheloadcapacity.
4.25.2Thesocketshouldbecleansoastoseatfullyonthenetorbolt.
4.25.3Adjustablewrenchesshouldgenerallybeusedforlightjobsonly.
4.25.4Wrenchesshallbepulledwiththejawsfacingtheuser,andnotpushed.
4.25.5Pipewrenches,bothstraightandchaintong,shallhavesharpjaws,andbekeptclean.
4.25.6Theadjustingnutofpipewrenchesshouldbeinspectedfrequentlyforsignsofcracks.Ifcracked,thewrenchshouldbetakenoutofservice.
4.25.7Pipewrenchesshouldnotbeusedonnuts,bolts,orvalveswhichmaybecrushedorbentoutofshape.
4.25.8Awrenchshouldnotbeusedasahammer.
4.26Knives:
4.26.1Knivesshouldbeusedbycuttingawayfromthebody.
4.26.2Knivesshouldbecarriedinasheathorholdertothesideorbackofthebody.
4.26.3Knivesshouldnotbestoredonbenchesorfloorshaphazardly.
4.26.4Knivesshouldnotbeusedwhereexcessivepressureneedstobeappliedtothecuttingsurface.
4.26.5Knivesshallnotbethrownfromoneworkertoanother.
4.27Files:
4.27.1Fileswithoutahandleshouldnotbeused.
4.27.2Filesshouldnotbecleanedbystrikingagainstaviseorothermetalobject.
4.27.3Filesshouldnotbeusedasahammerorasapry.
4.28
Chisels:
4.28.1Materialtobecut,thesizeandshapeofthematerialandthedepthofthecutshouldbeconsideredfortheselectionofChisels.
4.28.2Chiselsshouldbemadeheavyenoughnottobucklewhenstruck.
4.28.3Chiselsshouldbelargeenoughforthejobsothatthebladeisusedratherthanthepointorcorner.
4.28.4Forregularuse,aspongerubberpad,forceddownoverthechiselshouldbeusedtoprovideaprotectivecushionforthehand.
4.28.5AppropriateProtectiveEquipmentshallbewornwhileusingchisel.
4.28.6Bulkchiselsheldbyonemanandstruckbyanothershallrequiretheuseoftongsorachiselholdertoguidethechiselsothattheworkmanisnotinjured.
4.28.7Chiselswithburredheadsshouldnotbeused.
4.28.8Chiselsshouldbesharpenoughforthejob.Grindineasystageswithnoattempttotakeoffmuchmetalatonetime.Whilegrindingkeepthetoolascoolaspossiblewithwaterorothercoolingmedium.
4.28.9Theworktobechiseledshallalwaysbesecuredinsomemanner.
4.29HackSaws:
4.29.1HackSawsshouldbeadjustedintheframetopreventbucklingandbreaking,butshallnotbesotightthatitbreakoffthepinsthatsupporttheblade.
4.29.2HackSawsbladesshallbeinstalledwiththeteethpointingforward.Thebladechosenshallbedependentonthetypeofmaterialbeingcut.(SeeTablebelow):

4.25.3Pressureshouldbeappliedontheforwardstrokeonly.Thesawshouldbeliftedslightlyandpulledbackinthecutlightlytoprotecttheteeth.Ifthebladeistwistedortoomuchpressureisapplied,theblademaybreakandcauseinjurytotheuser.
4.30Electricdrills:
4.30.1ElectricDrillsbitsshallbecarefullychosenfortheworktobedone.
4.30.2Wheretheoperatormustguidethedrillwithhishand,thedrillshallbeequippedwithasleevethatfitsoverthedrillbit.Thesleeveprotectstheoperator’shandsandalsoservesasalimitstopifthedrillshouldplungethroughthematerial.
4.30.3Oversizedbitsshallnotbegrounddowntofitsmallelectricdrills,insteadanadaptorshallbeusedthatwillfitthelargebitandprovideextrapowerthroughaspeedreductiongear.
4.30.4Whenlarge,powerfuldrillsareused,smallpiecesofworkshallbeclampedoranchoredtopreventwhipping.
4.30.5Electricdrillsshallbefirmlygrippedpriortoactivation.
4.30.6Electricdrillsshallnotbeunattendedwiththepoweronandthepowersourceshallbedisconnectedpriortoanyauthorizedrepairs.
4.30.7AppropriateeyeprotectionshallbewornduringuseofElectricdrills.
4.30.8Thedrillshallnotbeusedwithdamagedcords.
4.30.9Propertypeofelectricalplugshallbeinstalledforthedrill’svoltagerequirements.
4.30.10Thekeyshallberemovedpriortooperatingthedrill.
4.30.11Thedrillshallbeunpluggedbeforechangingthebit.
4.30.12Alladjustmentsshallbemadepriortooperatingthedrill.
4.31GrindingWheels:
4.31.1GrindingWheelsshouldbeexaminedbeforeeachuseforgouges,cracks,andgeneralcondition.
4.31.2GrindingWheelsshouldneverbeusedatgreaterthantheirratedspeed.
4.31.3Forportablegrindingthemaximumangularexposureoftheperipheryands
