Inthe1980sand1990s,"temporaryreturn"programsweresetupinordertomakethebestuseoftrainedpersonnel4strategicpositionsinthedevelopedcountries.ThisgaverisetotheUnitedNationsDevelopmentProgram"sTransferofKnowledgethroughExpatriateNationals,whichencouragestechniciansandscientiststoworkintheirowncountriesforshortperiods.Butthebraindrainfromthesecountriesmaywellincreasein5tothenewlawsoftheinternationalmarketinknowledge.

Moresubstantialworkprojectsofapermanentnaturewereorganizedbyanotheragency,thePublicWorksAdministration(PWA).Thisagencyundertooktheplanningofconstructionofschools,houses,postoffices,dams,andotherpublicstructures.Itenteredintocontractswithprivateconstructionfirmstoerectthem,oritloanedmoneytolocalorstategovernmentswhichundertooktheirconstruction.Thiscreatedmanyjobsinthefactoriesproducingthematerialaswellasintheprojectsthemselves,andgreatlyreducedthenumberoftheunemployed.
