ThePresidentdiscusseshisplanforourfiscalfuture,acomprehensiveandbalancedapproachtoachieve$4trillionindeficitreductionovertwelveyears

Thisweek,Ilaidoutmyplanforourfiscalfuture.It’sabalancedplanthatreducesspendingandbringsdownthedeficit,puttingAmericabackontracktowardpayingdownourdebt.

Weknowwhythischallengeissocritical.Ifwedon’tact,arisingtideofborrowingwilldamageoureconomy,costingusjobsandriskingourfutureprosperitybystickingourchildrenwiththebill.

Atthesametime,wehavetotakeabalancedapproachtoreducingourdeficit–anapproachthatprotectsthemiddleclass,ourcommitmentstoseniors,andjob-creatinginvestmentsinthingslikeeducationandcleanenergy.What’srequiredisanapproachthatdrawssupportfrombothparties,andonethat’sbasedonthevaluesofsharedresponsibilityandsharedprosperity.

Now,oneplanputforwardbysomeRepublicansintheHouseofRepresentativesaimstoreduceourdeficitby$4trillionoverthenexttenyears.ButwhileIthinktheirgoalisworthy,IbelievetheirvisioniswrongforAmerica.

It’savisionthatsaysatatimewhenothernationsarehustlingtoout-competeusforthejobsandbusinessesoftomorrow,wehavetomakedrasticcutsineducation,infrastructure,andcleanenergy–theveryinvestmentsweneedtowinthatcompetitionandgetthosejobs.

It’savisionthatsaysthatinordertoreducethedeficit,wehavetoendMedicareasweknowit,andmakecutstoMedicaidthatwouldleavemillionsofseniors,poorchildren,andAmericanswithdisabilitieswithoutthecaretheyneed.

Butevenasthisplanproposesthesedrasticcuts,itwouldalsogive$1trillionintaxbreakstothewealthiest2%ofAmericans–anextra$200,000foreverymillionaireandbillionaireinthecountry.

Idon’tthinkthat’sright.Idon’tthinkit’srighttoaskseniorstopaythousandsmoreforhealthcare,oraskstudentstopostponecollege,justsowedon’thavetoaskthosewhohaveprosperedsomuchinthislandofopportunitytogivebackalittlemore.

Torestorefiscalresponsibility,weallneedtoshareinthesacrifice–butwedon’thavetosacrificetheAmericawebelievein.

That’swhyI’veproposedabalancedapproachthatmatchesthat$4trillionindeficitreduction.It’sanapproachthatcombstheentirebudgetforsavings,andaskseveryonetodotheirpart.AndI’vecalledonDemocratsandRepublicanstojoinmeinthiseffort–toputasidetheirdifferencestohelpAmericameetthischallenge.That’showwe’vebalancedourbudgetbefore,andit’showwe’llsucceedagain.

We’llbuildonthesavingswemadefromlastweek’sbipartisanbudgetagreement,whileprotectingthejob-creatinginvestmentsthatarecriticaltoourfuture.

We’llfindadditionalsavingsinourdefensebudget.Overthelasttwoyears,theSecretaryofDefensehastakenonwastefulspendingthatdoesnothingtoprotectourtroopsorournation,saving$400billionincurrentandfuturespending.Ibelievewecandothatagain.

We’llreducehealthcarespending,andstrengthenMedicareandMedicaidthroughcommon-sensereformsthatwillgetridofwastefulsubsidiesandincreaseefficiency.

We’llreducespendinginourtaxcodewithtaxreformthat’sfairandsimple–sothattheamountoftaxesyoupaydoesn’tdependonhowcleveranaccountantyoucanafford.AndweshouldendthetaxcutsforthewealthiestAmericans,too.Becausepeoplelikemedon’tneedanothertaxcut.

Sothat’smyapproachtoreducethedeficitby$4trillionoverthenext12yearswhileprotectingthemiddleclass,keepingourpromisetoseniors,andsecuringourinvestmentsinourfuture.Ihopeyou’llcheckitoutforyourselfonWhiteHouse.gov.Andwhileyou’rethere,youcanalsofindwhatwe’recallingthetaxpayerreceipt.Forthefirsttimeever,there’sawayforyoutoseeexactlyhowandwhereyourtaxdollarsarespent,andwhat’sreallyatstakeinthisdebate.

Goingforward,DemocratsandRepublicansinWashingtonwillhaveourdifferences,someofthemstrong.Butyouexpectustobridgethosedifferences.Youexpectustoworktogetherandgetthisdone.AndIbelievewecan.IbelievewecanlivewithinourmeansandliveuptothevaluesweshareasAmericans.Andintheweekstocome,I’llworkwithanyonewho’swillingtogetitdone.

 Itisgoodtobehere. Iwasherethreeyearsago. Iwasthenacandidate--howmanyfolkswerehereatthetime?

 Anybodyremember?

 （Applause.） Wehadagoodvisit. Isignedablade,Ithink,whileIwashere. Ididn’thaveasmuchgrayhairbackthen. （Laughter.） Youguysstilllookgreat. I’malittleworndown.

Itisgreattobeback,andIlovevisitingplaceswherepeopleareactuallymakingstuff,becausethat’swhatAmericaisabout. Everybodyhere,youarehelpingtobuildtowersthataregoingtostand400feetintheairandgenerateenoughelectricitytopower600homes. Andthebladesaloneare140feetlong,sothesearen’tyourfather’swindmills. Thesearewindturbines. Youguysarenotmessingaround. ThisisthefutureofAmericanenergy.

SoIwantedtocomebackpartlybecauseoverthelasttwoyearssinceI’vebeenPresident,justasIpromisedwhenIwashereasacandidate,Ihavebeenpromotingandboostingcleanenergy. Ithinkit’sabsolutelycriticalforourfuture. Andit’salsonicetobenexttocoolproducts.

Ithinkthatwhatyoudohereisaglimpseofthefuture,andit’safuturewhereAmericaislessdependentonforeignoil,morereliantoncleanenergyproducedbyworkerslikeyou. AndIknowthatthisis--thiswholeissueofenergyisonthemindsofalotofpeoplerightnow,partlybecauseyou’repayingmoreatthepump. Anybodynoticethat?

 Younoticedthatalittlebit.

    Thefactis,foralotoffolks,moneywasalreadytightbeforegaspricesstartedclimbing,especiallyforsomefamilieswherethehusbandorthewifehadbeenoutofworkoryou’vehadtogetbywithfewercustomersorhoursonthejob. Havinghighgaspricesisjustonemoreaddedburden.

ButIwanteverybodytoremember,everytimegasesgoup,weseethesamepattern. Washingtongetsallworkedup,justlikeclockwork. RepublicansandDemocratsbothstartmakingalotofspeeches. UsuallytheDemocratsblametheRepublicans;theRepublicansblametheDemocrats. Everybodyisgoinginfrontofthecamerasandthey’vegotsomenewthree-pointplantopromisetwo-dollar-a-gallongas. Andthennothinghappens. Andthengaspricesgodown,andthensuddenlyit’snotinthenewsanymoreandeverybodyforgetsaboutituntilthenexttimegaspricesgobackupagain.

That’swhatwashappeningwhenIwasrunningthreeyearsago. Youremember“Drill,baby,drill”?

 Thatwasbecausetheeconomywasoverheated,gaspriceswereskyrocketing,andeverybodymadealotofspeechesbutnotmuchhappened. AndIsaidthenthatwecan’taffordtocontinuethiskindofbeinginshockwhengaspricesgoupandthensuddenlybeinginatrancewhenthingsgobackdownagain. We’vegottohaveasustainedenergypolicythatisconsistent,thatrecognizesthatthere’snomagicformulatodrivinggaspricesdown;it’sasteadyimprovementintermsofhowweuseenergyandwherewegetenergyfrom--that’swhat’sgoingtomakeadifference. That’showwe’regoingtosecureourenergyfuture.

SolastweekIlaidoutavisionofhowwecoulddothis. It’saplanthatsayswe’renotgoingtoplaytheusualWashingtonpoliticsthathavepreventedprogressonenergyfordecades. Instead,whatwe’regoingtodoiswe’regoingtotakeeverygoodideaoutthere. Whetheryou’reRepublicanorDemocrat,whatevertheidea. Fromenvironmentalists. FromoilmenlikeT.BoonePickens. Iwanttohaveacomprehensiveenergystrategythatcanhelpusmoveforward. Andthatmeanswe’vegottopursueeverybreakthrough,everyrenewableresource,everytechnology,everyapproachtochangethewayweproduceanduseenergy.

Andthroughthisplan,whatwewanttodoispromoteallkindsofhomegrownenergy. That’swhat’sgoingtohelpussecureourenergyfuture. That’swhat’sgoingtohelpuswinthefuture.

Now,firstofall,whatIwanttodois,inadecade,Iwantustohavecutbyone-thirdtheamountofoilthatweimportedwhenIwaselectedtothisoffice. Iwanttocutourenergyimportsbyathird.

Now,understandwhythat’ssoimportant,becausewhenyouseewhathappensintheMiddleEast,andsuddenlytheworldoilmarketsgetspooked,evenifthesupplyisthere,yourgaspricesaregoingtogoup. Thelessweimport,themorecontrolwehaveoverwhathappensatthepump.

Second,throughsourceslikewindenergy,producedinpartbyyourturbines,Iwantustodoubletheamountofelectricitythatwedrawfromcleansources. Iwantustodoubleit. Andthatmeansby2035,80percentofourelectricitywillcomefromrenewableslikewindandsolar,aswellasefficientnaturalgas,cleancoal,nuclearpower. Wecandothat.

Andbytheway,thatwouldmakeahugedifferencehereatGamesa. Thisisanapproachthatsayswe’renotgoingtopickoneenergysourceoveranother. Whatwedoiswesetatarget,anachievablegoal,andthenwegiveindustrytheflexibilitytoachieveit. Wesaytotheutilities,you’vegottogetthismuchenergyfromrenewablesources,andthen
