(Applause.)Thankyouverymuch.AndI’msolateyouprobablythoughtyouweregoingtohearfromthe48thVicePresidentoftheUnitedStates.(Laughter.)Iapologize.Ialways,whenI’mlateathome,alwaysblameitonthePresident.ButIcan’tdothattoday,andIapologizeforkeepingyouwaiting.
Iremember220yearsago,whenIwasincollege,youonlyhadtowait10minutesforaprofessor,20minutesforafullprofessor.TheonlyfullprofessorintheBidenfamilyismywife--youdidn’thavetowaitthislong.Butthankyousomuchforgivingmetheopportunitytospeakwithyouall.
Letmebeginbysayingonethingaboutcompetition.I’vetoldthistoVicePresidentXiandthenPresidentXi,inallthetimeIhadtospendwithhim,isthatoneofthethingsthathashappenedinthelast20years,astheworldhasbecomemorecompetitive,it’sawakenedthecompetitivespiritintheUnitedStates.CompetitionisstampedintoourDNA.Andifthere’sanythingremotelyapproachingalevelplayingfield,we’lldojustfine--justfine.
AndsoIwanttothanktheAmericanChamberofCommerceandtheU.S.BusinessCouncilforinvitingmeheretoday.YouarelivingtheU.S.-Chinarelationshipeverysingleday,andyouknowtheopportunities,butyoualsoknowtheobstacles.Andit’sgreattobebacktogetheronelasttimehereinBeijingwithourAmbassador,GaryLocke.IsayonelasttimebecauseheisgoingtobeheadingbacktohishomestateofWashingtonafteraverydistinguishedcareer,whichIdon’tthinkisanywherenearended,asbothgovernor,memberoftheCabinet,aswellastheAmbassador.
AndGaryandIwerespeakingthismorningasIwas--therewasatelephonecall,theysaidI’mrequiredupstairs.AndoneofthethingsIlikeaboutGary--there’snomemberof--nogovernorormemberofCabinetthatIhaveenjoyedworkingwithmore,becauseGaryspeaksEnglish.Bythat,ImeannotEnglishversusChinese;Imeanplainversuscomplicated.(Laughter.)AndsowhenGaryspeaks,everyoneunderstandsexactlywhathemeans.
AndasyouknowbetterthanI,communicationisthecurrency,andparticularlythecurrencythatisneededmosthereinChina.He’sbeenanAmbassadortotheChinesegovernment,butalsototheChinesepeople,andhewillbemissed.Iremember,IwashereshortlyafterGaryarrivedandeverynewspaperyou’dpick,eventhoughIdon’treadChinese,I’dseeGary’spicture--becauseheconnected.HeconnectedimmediatelywiththeChinesepeopleasarepresentativeofourcountryandknowing--theChinesepeopleknowinghewasreachingoutnotjusttothegovernment,buttothem.
IhadachancesinceI’vebeenhere--it’sbeenaveryrapidvisit,andit’sbeen14-hourdays,butveryuseful--IhadachancetotalkwithVicePresidentLi,andIwillspendseveralhours--andIspentIguessalmostfourandahalfhourswithPresidentXi.AndI’mhonoredthathewouldgivemethetimetogointosuchdetail,bothinaprivatebilatwithhimaswellasanexpanded,aswellasalovelydinnerhehostedformeandafewofmycolleagues.Later,I’llbemeetingwithPremierLi.
AndIwanttotalktoyouaboutmuchofwhat--someofwhatI’vetalkedtoallofthemaboutandwhatIbelievetobearenextstepsintheU.S.-Chinarelationship.
We’retryingtobuildanewkindofrelationshipbetweenmajorpowers,onethat’sdifferent,onethatisdefinedbyconstructivecooperation,healthycompetition,andasharedrespectforanagreeduponnewsetofrulesoftheroadandinternationalnormsforthe21stcentury.
AfterWorldII,ourgrandfathersandfathersandmothersputinplaceastructurethataccommodatedtheeconomicchangethattookplaceintheworldandsetupanewsetofrulesoftheroadfortheremainderofthe20thcentury.We’reinadifferentplacenow.YouallknowitbetterthanIdo.Weusethephraseincolloquialconversationinallourcountriesthatit’sa“globaleconomy.”Butit’strulyaglobaleconomy--aglobaleconomy.
MycolleaguesalwayskidmeaboutquotingIrishpoetsallthetime.TheythinkIdoitbecauseI’mIrish.Idoitbecausethey’rethebestpoets.(Laughter.)AndWilliamButlerYeatswroteapoemcalledEasterSunday1916,aboutthefirstrisinginIrelandinthe20thcentury.Andhehadalineinitthatbetterdescribes,Iwouldargue,thePacificBasinintheyear2019thanitdidinhisIrelandin1916.Hesaid,“Allischanged,changedutterly,aterriblebeautyhasbeenborn.”
We’reatamoment,awindow,astheysay,ofopportunity.Howlongitwillremainopenremainstobeseen--wherewecanpotentiallyestablishasetofrulesoftheroadthatprovideformutualbenefitandgrowthofbothourcountriesandtheregion,thatsetdownsortofthetracksforprogressinthe21stcentury.Ithinkitisthatprofound.Ithinkthat’stheplace,that’stheinflectionpointweareatinourrelationshipnow--notonlywithChinabuttheentireregion.
Andsotheonlypathtorealizingthisvisionforthefutureisthroughtangible,practicalcooperationandmanagingourdifferenceseffectively.We’venottriedthisbefore.We’venottriedthisbefore.Thisisgoingtobedifficult.Butifwegetitright,theoutcomeforourchildrenandgrandchildrencanbeprofound--profoundlypositive.
Buttomovethisrelationshipforward,thereisnosubstitutefordirectandpersonalengagementbetweenleaders.PresidentXipointedouttome,becauseIhadanopportunitywhenhewasvicepresidenttospendsomeconsiderabletimewithhimattherequestofPresidentHuandthen--andPresidentObama.Hemadeindirectreferenceto--therewasafamousAmericanpoliticiannamedTipO’Neill,whoIadmiredagreatdealandwassortofamentorwhenIwasayoung29-year-oldsenatorcomingintoCongress.Andhe’sfamousforhavingsaidallpoliticsislocal.Well,Ibelieveallpoliticsispersonal,includinginternationalpolitics.
Personalrelationshipsaretheonlyvehiclebywhichyoubuildtrust.Itdoesn’tmeanyouagree,buttrusttoknowthatthemanorwomanontheothersideofthetableistellingyoupreciselywhattheymean,evenifyoudon’twanttohearit.That’swhyPresidentObamaaskedmetomakethisvisit,andthat’swhyPresidentXiandIspentsomuchtimetogetheryesterdaydiscussingingreatdetailawholerangeofissueswefacetogetherthataredifficultforbothofustonavigateinourownpoliticalsystem.
Thesewereverycandidconversations.IknowitshocksyoutothinkIwouldbecandid.Iknowthat’sashockingassertion.NoonehasdoubtedthatImeanexactlywhatIsay.TheproblemisIsometimestendtosayallthatImean.(Laughter.)Butbecauseourrelationshipissocomplex,gettingitrightisn’tgoingtobeeasy,andit’sgoingtorequiredirectstraightforwardnesswithoneanotheraboutourinterests,ourconcernsand,quitefrankly,ourexpectations.Andthatwasthenatureofthediscussionyesterday.
Letmestartwitheconomics,notbecausethisisabusinessaudience,butbecauseultimatelywhatmattersmostonbothsidesisourabilitytodeliverbetterforourpeoplewithoutitbeingviewedasazero-sumgame.IhavesaidsinceImetwithDengXiaopingasayoungsenator,withveryseniorsenators,thatChina’seconomicgrowthisverymuchintheinterestoftheUnitedStatesofAmerica--verymuchinourinterest.InmymeetingswithPresidentXi,heandIspentagooddealofourtimediscussingtheoutcomesofChina’sthirdplenum.China’sleadershavestatedtheirambitiontomoveChinatowardasystemwherethemarketplaysa“decisiverole.”Thatisavery,verybigorderthatwillrequireonthepartof--andI’mconfidenthepossessesit--theleadershipofthiscountryandthePresident.
But,infact,manyofthereformsChina’sleadersareproposingactuallymatchtheprioritieswehaveraisedwithChinaovertheyears.Levelingtheplayingfieldforprivateandforeign-ownedcompanies--it’sgoingtobeadifficult,difficulttransition.Protectingintellectualpropertyandtradesecrets,whichisessential.It’snotasurprisethatanumberofAmericancompaniesarecominghomeintheirmanufacturing.Why?
Well,wehaveveryproductiveworkers,butalsowehavecourtsystemsthataretotallytransparent.Intellectualpropertyisprotected.Itmatters.AndIthinkit’sbecomingapparenttoourcompetitorsaroundtheworldthatitmattersfortheirowneconomicgrowth.Openingservicesectorstoprivateandforeigninvestmentandmovingtomarket--toamarket-demandexchangerate.
Thesearewelcomesteps,buttheywillbedifficultsteps,andthere’snoneedtowaittill2020.Again,theChineseleadershipinprivatehasbeenverycandidwithmeaboutthedifficulty,butthedeterminationtheyhavetomeetthis,byanystandard,veryambitiousgoal.Ofcourse,whatmattersmostattheendofthedaywillbeimplementation.There’sanoldSaxonexpression--theproofofthepuddingisintheeating.Theproofofthepuddingisintheeating.ButIhavenodoubtthatPresidentXiandhisleadershipandhisprimaryadvisorsintendon,meanto,arecommittedtomakingthethirdplenumareality.Butitisgoingtorequiresubstantialcommitmentandfollow-through.
Reformanywhereischallenging.Therearealwaysintenseinterests.IknowyouallaresohappyaboutourviewsonWallStreetreform--noteasy,butaminor--aminor--changecomparedtowhattheChineseleadershiphastakenon.ButthemoreChinadeliversonitsproposedreformsthestrongourbilateraltradeandinvestmentrelationshipwillbe.
Andthere’salotofworktodo,andIknowthatmanyofyouhaveconcernsthatneedtobedealtwithintheprocess.Thereareanumberofareaswhere,inthenexttwoyears,wecanandshouldmakeprogressimmediately.Wehaveanopportunitytoimproveintellectualpropertyprotection,resolveoutstandingtradedisputesthatareholdingusback.Wehaveanopportunitytosignificantlyexpandourcoo
