Abstract:
vocationaleducationforstudentswithdisabilities,peoplewithdisabilitiestohelpgivefullplaytotheirabilityandexpertisetoenablethemtoliveandworkindignity,withfullandequalparticipationinsociety,toimprovetheirqualityoflifeisimportant.Specialtaughtvocationaleducationandtheexistingvocationaleducationhasalotofcomplementarities.Inthispaper,specialeducationandvocationaleducationwerediscussedresearchwithaviewthroughthemutualcooperationbetweenthetwo,toexploresolutionstotheplightofspecialvocationaleducation,newwaysofdevelopment,promotionofspecialprofessionaldevelopmentofeducation.

‘thepeople’sgovernmentsatalllevelsofvocationaleducationofpersonswithdisabilitiesshouldbeincorporatedintotheoverallplanfordevelopmentofvocationaleducation,vocationaleducationsystemtoestablishdisabledco-ordinatearrangementsfortheimplementation.’disableddevelopmentofvocationaleducationvocationaleducationisoneoftheelements.
PremierWenJiabao<<GovernmentWorkReport>>pointedout:
‘Theoveralllayoutoftheprioritydevelopmentofeducation,thespreadandconsolidationofcompulsoryeducation,speedupthedevelopmentofvocationaleducationandstrivetoimprovethequalityofhighereducation.’Partyandgovernmentattachgreatimportancetothecauseofspecialeducationdevelopment,withaseriesofnationalpolicytoacceleratethedevelopmentofvocationaleducationmeasuresadopted,willpromoteouruniquecareereducationintoanewstageofdevelopment.
Studentswithdisabilitiesonlybecauseofabodyorganorfunctionhasafewobstacles,sothatitcorrespondstothecapacitydevelopmenthasbeenlimited,whileotheraspectsaresound,perhapsevenextraordinary.Undercertainconditions,featuresorgandefectscanbecompensatedinotherareas,specialeducationcanenablestudentstomaximizethepotentialofthedevelopmentofvisuallyimpairedcanusetouch,hearingtoachievefunctionalcompensation,withouttheinterferenceofvisualinformation,morefocusedattention,memoryisalsoverystrongbyfullycapableofprofessionaleducation,suchasmusic,opera,instrumentalmusic,literature,weaving,massage,massage,pianotuningandeducationwork,hearingimpairedcanreceivecompensationfromthevisualfunction,theyareusuallyvisualacuity,visualappearanceofabundantwithoutauditoryinterference,andtheirabilitytoobservemoreimitationthroughvocationaleducationandtraining,inadditiontohearing-relatedindustries,butalmostallotherindustriesintheexample,officeautomation,fashiondesign,graphicdesign,interiordesign,artsandcrafts,gardenflowers,pastamaking,domesticserviceandeducationaspectsofthework,intellectualdisabilitiesthroughvocationaleducationandtraining,fullycapableofsomesimplenon-technicalwork,forexample,restaurantwaiters,cleaners,salespersonnel,couriers,painters,fitters,welders,weavers,keepersandotheraspectsofthework.
Canteachstudentswithdisabilities,aslongasthedisabledandmaketheappropriatevocationaleducation,opportunitiesforjobcreation,respectfortheirphysicalandmentalcharacteristicsofpeoplewithdisabilitiescandeveloptheirpotentialandbecomethecreatorofhumanwealthinstudentswithdisabilitiesofeducation,vocationaleducationforstudentswithdisabilitiesparticularlysignificantanditcanmasterthebasicskillsofpersonswithdisabilitiestobecomeinvolvedincommunity,socialintegration,theconstructionofthemastersofsociety.Therefore,thestrengtheningofvocationaleducationforstudentswithdisabilitiesisofgreatsignificance.
China’sspecialvocationaleducation,themainproblemsCareofthepartyandthegovernmentunderthepresent,specialnumberofschoolsofferingvocationaleducationinthecreationofprofessionaldevelopmentofteachersandgraduatestudentemploymenthasmadegratifyingachievements.However,manyissuesseriouslyhinderedthedevelopmentofspecialvocationaleducation,Forexample,theproblemofteachers,facilitiesequipmentproblems,professionalproblemsandsourcesoffundingtosetproblems.
In2007,ZhaoQiaoyunspecialeducationschoolsinHebeiProvincetocarryouttheexistingproblemsofvocationaleducationwasinvestigatedinHebeiProvince,surveyed111specialeducationschools,only38carriedoutvocationaleducation,34.2%,and65.8%ofspecialeducationschoolsdonotcarryoutvocationaleducationinvocationaleducationinschools,municipalspecialschoolsopenedin73%ofvocationaleducationandspecialschoolsinthecounty,only28%ofthesetupvocationaleducationprogramsintheopenspecialschoolvocationaleducationprograms,onlytoopenaprofessionalaccountfor71%ofspecialschools,andcreationof2or3professionalspecialschoolonly29%inspecialschoolsinvocationaleducation,professional,simpleoperation,low-levellaborandtechnicalsetupischaracterizedbymoretraditionalprojects,suchassewing,hairdressing,cooking,etc.andprofessionaltechnical,butalsobetterabletohelpstudentsinthefuturelifeandemploymentareopenfewernewvocationalprograms,suchasofficeautomation,fashiondesign,andthephotographiccameraandothermobilephoneserviceinspecialeducationschoolsinHebeiProvince,atotalof42vocationaleducationteachers,eightfull-timeteachers,19%,34part-timeteachers,accountingfor81%ofnon-professionalpart-timeteachersaremostlyfromotherSpecialNormalSchoolgraduates,throughfurtherstudywithacertainamountofprofessionalknowledgeandskillstoundertakethevocationaleducationprograms.94.8%ofspecialeducationtherearenostandardvocationaleducationprograms,curriculumsingle,thereisnoclearteachingobjectives,teachingrandomnessstrongintheteachingspaceandequipment,adedicatedclassroomwithonlyeightschools(21%),while55%ofschoolsforvocationaleducationcoursesandculturalmixofclassroomlessons,100%ofspecialeducationschoolsreflecttheequipmentcannotmeettheprofessionaleducationalneeds,spaceshortage.
Inshort,thecurrentspecialproblemsinvocationaleducationarethemajorshortageoffundsforspecialeducation;specialschoolofurbanandruraldistributionofdisorders,vocationaleducationteachersless,‘double’teachershortage,thecreationofspecializedsmall,professionalsettingunreasonable,asingletraditionalteachingmethods,teachingshortageoffacilitiesandsoon.
DifficultiesfacingthedevelopmentofvocationaleducationVocationaleducationistoimprovethequalityofvocationalskillsimportantway,therapiddevelopmentofChina’svocationaleducation,topromotetherapideconomicandsocialdevelopment,butalsotherearesomedifficultieshamperthecontinueddevelopmentofvocationaleducation.
Lackofstudents,enrollmentpressurewiththeincreasingpopularityofhighereducation,morestudentsaftercompletionoftheobligationstageofeducation,choosetocontinuetohighereducation,leadingtoaccesstovocationalandtechnicalschoolstudentslearnadecliningtrendintheChinaYouthDailySocietyorganizedthe‘2009NationalVocationalEducationDevelopmentForum’,Liuzhouisresponsiblefortrafficschoolenrollmentandemploymentofpeoplethink,manyvocationalschools,thereisarecruitmentpressure.Inadditiontomorestudentschoosetocontinuetohighereducation,manyplacestosetupavocationalschool,studentseverywhereareblockingtheentrancetomeetlocalneeds.ZhejiangHampshiresecondaryschoolprincipalspointedoutthataseriouslossofstudents,someplacesmore40%oreven50%,thereisalsoapartofthelossofstealth,althoughstudentenrollmentisstill,however,werenotinschool.
Poorqualityofstudents,teachingeffectivenessisnotsignificantatthisstage,vocationalschoolstudents,themajorityofchild,parentswanttheirchildrentocollege,secondaryvocationalschools,readingisthelastchoiceoption.Moststudentschooseagoodqualityofhighereducation,vocationalschoolsonlyreceivelowerqualityoftherestofthestudentsandthesestudentsgrewspoiledbytheirparents,hard-workingpoor,notenougheffortinthelearningprocess,whileindulgent,forteacherstobringthedifficultyofteachingandmanagement,somestudentsdonotgoodgoalsforthefuture,resultinginnosignificanteffectofteaching.
Employmentpressure,high-qualityemploymentwiththefurtherdevelopmentofhighereducation,employersincreasinglydemandforhighereducation,leadingtovocationalandtechnicalschoolgraduatesemploymentpressure.2005secondaryvocationalschoolgraduatesnationwideaverageemploymentrateof95.35%,95.60%in2006,2007,to96.10%,95.77%in2008to2004,averageemploymentratewas61%Higherin2005to62.1%in2008to68%ofvocationaleducationstudentemploymentshowingin-timeemploymentofhighquality,lowemploymentrateofvocationalsituationnotonlyseverepressureonemploymentandempl
