CoalisbyfarthelargestfossilfuelresourceintheU.S.withknownreservesadequatetomeetexpecteddemandwithoutmajorincreasesinproductioncostwellbeyondtheyear2010.Incontrast,domesticnaturalgas,itsprincipalfossilfuelcompetitorforpowergeneration,isamorelimitedresourceandincreasesinproductioncostanddecreasedavailabilityareprojectedtooccuraftertheyear2000,thusweakeningitsabilitytocompetewithcoalforpowergenerationintheU.S.Renewableandnuclearenergysourcesarenotexpectedtodisplacecoaltoamajorextentduringthe1995–2040timeperiodconsideredhere.Formanufactureofliquidandgaseousfuels,coalisprojectedtobecomecompetitivewithotherresources(petroleum,oilshaleandbitumen)inthe2021–2040timeperiod.Increasinglystrictrequirementsforenvironmentalmanagementofcoal-generatedwastestreamsarealsoanticipatedwithagrowingincentivetoreduceCO2productionthroughincreasedefficiency.Thisplanningmodelimposesdemandingrequirementsforconversionofcoaltoelectricityandtocleangaseousandliquidfuelsand,thus,forastrategicprogramofresearch,developmentandcommercializationtomostefficientlyutilizecoalresourcesinthe21stcentury.ThisreviewisbasedonanassessmentofDOE'scoalresearch,development,demonstrationandcommercializationprogramsforthetimeperiod1995–2040.ThisassessmentwasconductedundertheauspicesoftheNationalResearchCouncil,inresponsetoarequestfromtheActingAssistantSecretaryforFossilEnergy.Fortheabovetimeperiod,electricpowergenerationisexpectedtodominatetheuseofcoal,althoughagrowingproductionofmerchantmediumBtugasandliquidtransportationfuelsisanticipatedduringtheperiod2021–2040.ThecurrentDOEcoalprogramemphasizesactivitiesthrough2010andisfocusedalmostexclusivelyonpowergenerationtechnologieswithsmallprogramsonotheruses.Fundingformanyofthelatterprogramshasbeenreducedsignificantlyinrecentyears.Thepresentstudy,withitslongertimehorizon,proposesanincreasingemphasisoncleanfuelsresearchandonadvancedresearchthataddressesthebarrierstohigherefficiencyinbothpowergenerationandfuelsproductiontoreduceCO2emissions.Improvementswillalsobeneededincontrolofairpollutantsandthedischargeofsolidwastes.Thepowergenerationprogramaddressesbothneartermgoalsthatdonotoffersignificantlyhigherefficiency,andalsomoreambitiousgoalsbasedoncombinedcyclesutilizinghighperformancegasturbinesorfuelcellstopotentiallyprovidea10–15pointincreaseinefficiency.TheseincreasesinefficiencywillrequireextensiveR&Dtoovercometechnologicalbarriers.Forfuelcells,highcostappearstobethemajorproblem.Forthegasturbinesystems,productionofahotgasstreamofsufficientpuritytoallowuseoftheveryhighefficiencygasturbinesbeingdevelopedforusewithnaturalgaspresentsthemajorchallenge.Criticalcomponentsinclude:
hightemperaturefiltersforPFBCsystems;hightemperatureair/furnaceheatexchangerforindirectfixedsystems;hotgascleanupsystemforPFBCandforgasification-basedsystems;hightemperatureturbinebladescompatiblewithtraceimpuritiesthatmayescapethehightemperaturegascleanupsystem;andhighthermalefficiencygasification.Solutionofthesechallengingproblemswillrequireacontinuedprogramofadvancedresearchandcomponentdevelopment.Thechoiceofwinnersfromthelargearrayoftechnologieswillalsorequireaugmenteduseofsystemsstudiesanddevelopmentofrealisticcommercializationstrategies.Asnaturalgaspricesrise,productionofcleanedcoal-basedmediumBtugasforuseinexistingnaturalgasfueled-combinedcyclesandforindustrialheatbecomeseconomicandcouldrelievethepressureonthesupplyofnaturalgasforotheruses.Conversionofthiscoal-basedmediumBtugastomethane(SNG)mightfollowtowardstheendofthe2021–2040timeperiod.Forthisuse,highefficiencyoxygenblown-coldgascleanupgasificationisneeded.Atpresent,however,theDOEgasificationprogramisconcentratedonairblownprocessesspecificallyaimedatintegrationwithpowergeneration.ProductionofmediumBtu(synthesisgas)willallowconcurrentproductionofhydrogenorFischer-Tropschliquids.Theuseofsimplifiedoncethroughprocesseswithproductionofelectricpowerfromunconvertedfeedandlowvalueproducts(suchasmethane)couldbringcostsofpremiumliquidfuelstoalevelcompetitivewith25–30$/bblimportedcrudeoil(DOEfinancingbasis).Currentprojectionsindicatedthatthepriceofimportedcrudeoilcouldbeinthisrangeinthe2021–2050timeframe.Directliquefactioncosts,withcontinuedR&D,arebelievedtobeapproximatelythesameasindirectliquefaction,butwith5–10%higherefficiencyandcorrespondinglylessproductionofCO2.Giventhelong-termnatureofopportunitiesforproductionofcoal-derivedgaseousandliquidfuels,DOEhasaspecialroletoplayinsupportingtechnologydevelopmentaimedatcostreductionandefficiencyimprovementforthesepotentiallyimportantusesofcoal.
