1.Introduction
Inthenewcentury,theworldsetoffawaveofeducationreform;itiscalledasthetwenty-firstcenturywhirlwind.ItisdifferentfromIndustrialRevolutionTornadointheeighteenthcentury,Industrializationcampaigninthenineteenthcentury,andbattleforresourcesinthetwentiethcentury.Inthenewcenturyistheeraofknowledgeeconomy,informationtechnology,thedevelopmentofhigh-techrevolution,andthetalentpersonplaytheimportantrole,sothereformofeducation,trainingpersonnelhasbecomethefocusofcompetitioninthenewcentury.Inthewaveofeducationreform,basiceducationgotmoreattention;mostcountriesfocusbasiceducationreformastheunprecedentedattention.
Basiceducationisnotonlyteachingtoread,butmoreimportantly,toenlightenthekidsinthehazynature;alltheresultingisfromseedingandsprouting,whichisthecradleofthespiritofthebirthoftheworld,andfosterthemasterinthiskindofsoil.Basiceducationisbreedingfuturevastforestjustlikeabreedingnursery.Thequalityofbasiceducationhasadirectimpactonthecountry'slong-termdevelopment,determinesthefutureofthenation;acountryoranation'sbasiceducationreflectsthenation'smodernity,visionandlevelofdevelopment.InternationalEducationExperiencehasshownthat,nocountrycouldbeprosperitybeforetheydidnotdoagoodjobinbasiceducationintheworld.Onenationwhocanunderstandthesignificanceofthenationalbasiceducationisalong-termvision,amature.
Tofacetheworld'sprogress,ourcountryisreforming,developingandprogressing;weamendtoChina'seducationsystemrefertoothercountriesatthesametime.TheChinesepeoplegraduallyfoundthatbasiceducationisnotonlyveryimportant,effortstopopularize,butmoreimportantly,realizearevolutionaryeducationmodel.

2.ThebasiceducationofUnitedStates:
TheUnitedStatesisapluralisticeconomyandahighlydevelopedcountry,educationoccupiesaveryimportantpositionintheUSsociallifeandeconomicdevelopmentcourse.Therefore,thefederalgovernmentattachesgreatimportancetoeducationreformanddevelopment,andtheestablishmentofamorecompletededucationmanagementsystemandthecorrespondingpoliciesandregulationssystem.Withthemaineducationlegislation,financialaidandothersupportmeasuresfortheimplementationofmacro-controleducation,specificallytherighttoeducationandmanagementbylocaleducationauthorities.Thefederalgovernmenthasalsobeenactivelypromotingthediversificationofthemode,encouragingenterprises,consortiums,socialorganizationsandreligiousfigures-investmentparticipatededucationschooling,andgivingthemsomesupportandprotectedpolicieswhoaretakinginterestingintheschooling.Forexample
