farmersintheMidwestgainedfromextrarain.Thetotalriseinagriculturalincomesinrichcountriesisgreaterthanthefallinpoorones.

ButinIndonesiaextremelydryforestsareinflames.Amulti-yeardrought（干旱）insouth-eastBrazilisbecomingworse.ThoughheavyrainsbroughtaboutbyElNiñomayrelievethedroughtinCalifornia,theyarelikelytocausesurfacefloodingandotherdisasters.

ThemostrecentpowerfulNiño,in1997-98,killedaround21,000peopleandcauseddamageworth$36billionaroundtheglobe.ButsuchNiñoscomewithmonthsofwarning,andsomuchisknownabouthowtheyhappenthatgovernmentscanprepare.AccordingtotheOverseasDevelopmentInstitute（ODI）,however,just12%ofdisaster-relieffundinginthepasttwodecadeshasgoneonreducingrisksinadvance,ratherthanrecoveryandrebuildingafterwards.Thisisdespiteevidencethatadollarspentonrisk-reductionsavesatleasttwoonreconstruction.
