Introduction
Withtheadventoftheinformationageandtheglobaleconomy,Englishhasbecomeincreasinglyimportant.Englishisthedominantcarrierofinformationandthemostwidelyspokenlanguageintheworld.ManycountrieshavemadeEnglishacornerstoneofqualityeducationwhendevelopingstrategiesforbasiceducation.
SinceChina‟sreformandopening,thescaleofitsEnglisheducationhascontinuallygrown,attendedbysignificantachievementsinteachingandlearning.However,Englisheducationinitscurrentformisfailingtomeettheneedsofcontemporarysocialandeconomicdevelopment.
ThecurrentroundofreformstotheEnglishcurriculumaimtoendthefollowingpractices:

lOver-emphasizingthetransmissionandexplanationofknowledgeaboutgrammarandvocabulary
lNeglectingtodevelopstudents‟abilitytouselanguageforreal
Intheirplace,thereformsaimtoestablishacurriculumthat:

ThefundamentalaimofthenewEnglishcurriculumistodevelopstudents‟comprehensivelanguagecompetence.Thisaimisbrokendownintofivegeneralobjectives.Theseobjectivesarethendividedintonineabilitylevelswithdescriptorsprovidedforeachlevel.Thefivegeneralobjectivesare:

Thisdesignallowsstudentstoprogresssystematicallythrougheachlevelwhilstmeetingthefullrangeofthecurriculum‟sdemands.
2.3Studentsareputatthecentreofthecurriculumandindividualdifferencesarerespected
Students‟mustbeattheheartofthenewcurriculum.Forexample,theirdevelopmentalneedsmustbethecentralconsiderationwhendeveloping:
