First,itignoresimmigration.Manyimmigrantsarepoorandlow-skilled.Theyaddtothepoor.From1989to,aboutthreequartersoftheincreaseinthepovertypopulationoccurredamongHispanics(西班牙裔美国人)-mostlyimmigrantsandtheirchildren.
Second,thepoor'smaterialwell-beinghasimproved.Theofficialpovertymeasureobscuresthisbycountingonlypre-taxcashincomeandignoringothersourcesofsupport,includingfoodstampsandhousingsubsidies.Althoughmanypoorlivefromhandtomouth,they'veparticipatedinrisinglivingstandards.In,91%hadmicrowaves.79%air-conditioning,and48%cellphones.
Theexistingpovertylinecouldbeimprovedbyaddingsomeincomesourcesandsubtractingsomeexpenses.Unfortunately,theadministration'sproposalfora"supplementalpovertymeasure"ingoesbeyondthat.Thenewpovertynumberwouldcompoundpublicconfusion.Italsoraisesquestionsaboutwhetherthestatisticistailoredtofavorapoliticalagenda.
The"supplementalmeasure"tiesthepovertythresholdtowhatthepoorestthirdofAmericansspendonfood,housing,clothing,andutilities.Theactualthresholdwillprobablybehigherthantoday'spovertyline.ManyAmericanswouldfindthisweird:
