1总则
1.1.1目的和适应范围
本标准包括公路工程的质量标准和评定标准,是检验评定公路工程质量和等级的标准
尺度。
本标准适用于公路质量监督部门对工程质量的检查鉴定、监理工程师对工程质量的抽
查认定、施工单位自检和分项工程的交接验收,是公司工程交工验收和竣工验收的质量评定
依据。
本标准适用于三级及三级以上公路的新建和改建工程,四级公路和各级公路的大、中
修工程可参照使用。
1.1.2单位、分部、分项工程划分
根据建设任务、施工管理和质量检验评定需要,应在施工准备阶段将建设项目按下列原则及附录A划分为单位工程、分部工程和分项工程。
1.1.2.1单位工程
在建设项目中,根据签订的合同,具有独立施工条件,可以单独作为成本计算对象的工程。
1.1.2.2分部工程
在单位工程中,应按结构部位、路段长度及施工特点或施工任务划分为若干个分部工程。
1.1.2.3分项工程
在分部工程中,应按不同的施工方法、材料、工序及路段长度等划分为若干个分项工程。
施工单位、监理工程师和质量监督部门应按此种工程划分逐级进行工程质量的监控和
管理。
1.1.3工程质量评分方法
施工单位应对各分项工程按本标准所列基本要求、实测项目和外观鉴定进行自查,按附录J中“分项工程质量检验评定表”提交真实、完整的自查资料,对工程质量进行自我评
分。
监理工程师应按规定要求对工程质量进行检查,对施工自查资料进行签认和评分。
质量
监督部门根据抽查资料和确认的施工自查资料以及监理工程师的质量管理资料对工程质量逐级进行评定,作为交工、竣工验收评定质量等级的依据。
公路工程质量检验评分以分项工程为评定单元,采用100分制评分方法进行评分。
在分项工程评分的基础上,逐级计算各相应分部工程、单位工程评分值、建设项目的单位工程优良率和评分值。
1.1.3.1分项工程评分方法
分项工程质量检验内容包括基本要求、实测项目、外观鉴定和质量保证资料四个部分,只有在其使用的材料、半成品、成品及施工工艺符合基本要求的规定目无严重外观缺陷和质量保证资料真实并基本齐全时,才能对他项工程质量进行检验评定。
分项工程的实测项目分值之和为100分,外观缺陷和资料不全时须予扣分。
分项工程评分=实测项目中各检查项目得分之和-外观缺陷扣分-资料不全扣分。
(1)基本要求检查
各分项工程所列基本要求,包括了有关规范的主要点,对施工质量优劣具有关键作用,应按基本要求对工程进行认真检查,经检查不符合基本要求规定时,不得进行工程质量的检验和评定。
(2)实测项目是对规定检查项目采用现场抽样方法,按照规定频率和下列计分方法对分项工程的施工质量直按进行检测评分。
检查项目除按数理统计方法评定的项目以外,均应按单点(组)测定值是否符合标准要求进行评定,并按全格率计分。

对于路基路面压实度、弯沉值、路面结构层厚度、水泥混凝土抗压和抗弯拉强度、半刚性材料强度等检查项目,则分别采用附录B至附录Ⅰ所列方法进行平定计分。
(3)外观缺陷扣分
对工程外表状况进行检查评定时,如发现外观缺陷,应区分档次进行扣分。
对于较严重的外观缺陷,施工单位须采取合桥的措施进行整修处理。
(4)资料不全扣分
分项工程的施工资料和图表残缺,缺乏最基本的数据,或有伪造涂改资料者,有予检
验和评定。
资料不全者应予扣分,扣分幅度可按本标准1.0.4条所列各款逐款检查,视次料不全情况,每款扣1~3分。
1.1.3.2分部工程和单位工程评分方法
附录A表所列分项工程和分部工程区分为一般工程和主要(主体)工程,分别给以1和
2的权值。
进行分部工程和单位工程评分时,采用加权平均值计算法确定相应的评分值。

1.1.3.3建设项目工程质量评分方法
建设项目工程质量评分,采用单位工程优良率和建设项目工程质量评分值两个指标。

建设项目工程质量评分值按《公路工程竣工验收办法》计算。
1.1.4施工单位应提交的质量保证资料
施工单位应有完整的施工原始记录、试验数据、分项工程自查数据等质量保证资料,并进行整理分析,负责提交齐全、真实和系统的施工资料和图表监理工程师负责提交齐全、系统的监统的监理资料。
质量保证资料应包括以下六个方面:
1.1.4.1所用材料、半成品和成品质量检验结果。
1.1.4.2材料配比、拌和加工控制检验和试验数据。
1.1.4.3地基处理和隐蔽工程施工记录。
1.1.4.4各项质量控制指标的试验记录和质量检验汇总图表。
1.1.4.5施工过程中遇到的非正常情况记录及其对工程质量影响分析。
1.1.4.6施工中如发生质量事故,经处理补救后,达到设计要求的认可证明文件等。
1.1.5工程质量等级评定办法
工程质量评定分为优良、合格和不合格三个等级,应按分项、分部、单位工程和建设项目逐级评定。
1.1.5.1分项工程质量等级评定
分项工程评分不小于85分者为优良;小于分而不小于70分者为合格;小于70分者为不合格。
经质量监督部门检查评为不合格的分项工程,经加固、补强、返工或进行整修,满足设计
要求后,可以重新评定其质量等级,但只可复评为合格。
1.1.5.2分部工程质量等级评定
所属各分项工程全部合格,其加权平均分不小于85分,且所含主要分项工程全部评为优
良时,则该分部工程评为优良;如分项工程全部合格,但加权平均分小于85分,或加权平均分虽不小于分,但主要分项工程未全部达到优良标准时,则该分部工程评为合格;如分项工程未全部达到合格标准时,则该分部工程为不合格。
1.1.5.3单位工程质量等级评定
所属各分部工程全部合格,其加权平均分不小于85分,且所含主要分部工程全部评为优
良时,则该单位工程评为优良;如分部工程全部合格,但加权平均分小于85分,或加权平
均分虽不小于85分,但主要分部工程未全部达到优良标准时,则该单位工程评为合格;如分部工程未全部达到合格标准时,则该单位工程为不合格。
1.1.5.4建设项目(或标段)质量等级评定
建设项目(或标段)工程质量等级评定,采用单位工程优良率和建设项目(或标段)工程质量评分值双指标控制。
建设项目(或标段)所含单位工程全部合格,其工程质量等级为合格;建设项目(或标优)
所含单位工程全部合格,单位工程优良率不小于80%且建设项目(或标段)的工程质量评分值不小于85分时,其工程质量等级才可评为优良;所含任一单位工程不合格时,则建设项
目(或标段)的工程质量为不合格。
1.1.6与相关规范关系
公路工程质量检验评定应以本标准为准。
少数质量标准与施工规范不一致者,宜以颁布年份最新者为准。
在公路施工、质量管理和工程质量检验评定中,除应符合本标准外,尚应符合现行交通部颂布和国家颂布的相关设计、施工技术规范和试验规程的规定。
1.1.7工程质量管理
公路施工单位、工程监理和监督部门应按照质量每第一的方针和全面质量管理要求,采取切实有效的措施,不断提高质量管理水平。
