Itwasquicklyovertakenbythestronggrowthofitsmorepowerfulneighbours,however,asThailandandVietnamattractedforeigncapital.Withagovernmentbasedonsocialism,thecountryhasnotgonedowntheroadtomarketreformeasily.ThesmallsizeoftheLaoeconomyhasalsohampereditsabilitytofunddevelopmentandimproveitsinternaltransportinfrastructure.TheLaoPDRhasthereforebeenheavilydependentonaidagencies,theWorldBankandAsianDevelopmentBankforassistanceindevelopingbasicinfrastructuresuchasroads,railways,andthefinancialsector.
GreatstrideshavebeentakentolifttheLaoPDRfromitsplaceasaforgottencorneroftheworld.ItbecameamemberoftheASEANgroupofcountriesin1997andhasalsoappliedtojointheWorldTradeOrganization(WTO).Since1997,however,theLaoPDRhassufferedaneconomiccrisis,triggeredbytheregionalcrisis.Thelocalcurrencylost90%ofitsvalueagainsttheUSdollarin18months;demandforLaogoodsinneighbouringcountriessloweddown,harmingthebalanceoftrade;foreigndirectinvestmentbyAsiancountriesdecreasedsharply;andthecostofimportsrose.
ThefuturefortheLaoPDRintheneartermislikelytobemoreoneofpotentialthanofrealisedopportunity;strongsustainedgrowthisunlikelyuntilregionaldemandrecovers.However,itsstrategicpositioninoneofthefastestemergingareasinAsiaisalmostcertaintobenefititslong-termeconomicdevelopment.Thepotentialforgrowthisparticularlystrongincertainareassuchaspowergenerationandmining.TheestablishmentoftheSavan-SenoSpecialEconomicZoneinSavannakhetProvincealongtheEast-WestCorridorpromisestobecomeanattractionforinvestors.Furthermore,by2003theLaoPDRwasmakingstridestowardsestablishingNormalTradeRelations(NTR)withtheUSA.
·Politicsandlaw‐making
Inordertofurtherimprovetheinvestmentenvironment,theLaosgovernmenttookthefollowingmeasures:
a.PromulgatedtheForeignInvestmentProjectsinLaosProceduresandotherrelevantprovisionstosetupspecialeconomiczonestotheprimeminister.
b.Laosgovernmentputoutaplantomakeforeigninvestmentmanagementcommitteeunderstateplanningcommission.TheDepartmentofDomesticandForeignInvestment(DDFI)haspreparedabusinessguideforthebenefitofinvestorswhoareinterestedinestablishingabusinessinterestinLaoPDR.
c.ForforeigninvestmentcommissionofLaosreflectmoreslowly,andcharginglink,theLaogovernmentintheforeigninvestmentprojectsoftheexaminationandapprovalproceduresstipulatedinLaos,implement"prescribedinadoor"service,canceltheprojectexaminationandapproval,theapprovaltuitionfeeandtimelimit.Lessthan100milliondollarsintheinvestment,andshall,within15workingdays,Morethan100milliondollarslessthan500milliondollarsinvestment,limitedwithin45daystoapproval,Morethan500milliondollarslessthanusd10million,theinvestmentshallbelimitedto60workdays.
d.Willamountto100milliondollarsinthekeyareasandtoapproveoftheinvestmentproject,willhostcityofprovinciallevel,LuangPrabangprovinces,SavannakhetwithChampassakprovinces,andcoloroftheexaminationandapprovalauthoritytosave$2million.
e.ForentryintotheWTOandtheChina-ASEANfreetradearea,participationintheMekongriverMekongsubregiondevelopmentzone,andtheold,theGangesdeltaeconomiccircle,Cambodia,etc,Laoshavedoneaseriesofefforts.

ApartfromVientianeandafewothersizeabletowns,mostofthepeopleliveinthecountryside;80%areemployedinagriculture.Theytendtobeconcentratedinthemaintraditionaltraderoutes-theMekongvalleyandtheroadstoChinaandVietnam.
Thepopulationisdividedintothreegroups:
68%areLaoLuom(lowlandLao),22%LaoTheung(lowermountaindwellers),10%LaoSung(highaltitudehilltribes,consistingoftheHmongand60-100otherminoritygroups-thenumbervariesaccordingtothemethodofclassification).

LaosisalandlockedcountryinSoutheastAsia,borderedbyMyanmarandChinatothenorthwest,Vietnamtotheeast,CambodiatothesouthandThailandtothewest.Ithasanareaofabout236,800squarekilometers.Itslandshapeislongfromnorthtosouthandnarrowfromeasttowestwithhighnorthandlowsouth,leaningfromthenorthwesttothesoutheast.Thecountryconsistsofthreeparts:
UplandLao,MidlandLaoandLowlandLao.Laosisamountainousandlandlockedcountrywithabout80%mountainousareasandhighlands.Andithasbeenthe“RoofofIndo-China”allthroughthearea.TheMekongRiver,originatedfromChina,isthelongestriverwith1,846.8kmthroughoutthecountry.
