PURPOSE
ThepurposeofthisprocedureistoprovideclearandconcisecommunicationoftheEmergencyEvacuationPlanfortheQatarGasIIDevelopmentProject(hereinaftercalled“TheProject”).Inthisprocedureisidentifiedtheresponse,actionandresponsibilitiesforeffectivemanagement,therecoveryfromemergenciessuchasfire,explosions,leakoftoxicorflammablegasorliquid,equipment/facilitiesfailureandnaturaldisasters.However,thisproceduredoesnotaddresstheemergencyresponsestoemergenciessuchas;riot,terroristactions,bombthreat,civilunrestetc.
Inaddition,italsoidentifiesthenecessaryprocedurestoeffectivelymaintaintheaccessandegresspointstotheProjectsiteinordertosafelyevacuatetheemployeesofCONTRACTORandSubcontractor,andtheotherpersonnelfromtheProjectsitetothedesignatedemergencyevacuationpointsintheRasLaffanIndustrialarea.
SCOPE
Thisprocedurecoverstheorganization,individualrolesandactivities,andevacuationduringanemergencyeitherasaresultofconstructionactivitiesorresultingfromplantoperations.
TheEmergencyandEvacuationPlansetupatbeginningoftheworkshallapplytotheconstructionsite,includingoffplotareassuchasTSF,Camps,Tanks,Portetc.an“OutlineofEmergencyResponsePlan”isfoundinAttachment-1.ForincidentsoccurringwithintheoperatingplantQGprocedureswillapply.
Measurestopreventanemergency,suchasaFirePreventionandFireProtectionProcedure,provisionofflammablegasdetectors,firewalls,etc.arehandledseparatelyfromthisprocedure.
CTJVresponsetoincidentsontheconstructionsitesandcampsundertheircontrolwillbeconfinedto,thoseTier1incidentswhichcanbereasonablyforeseenduringconstructionactivities,uptobutnotincluding,precommissioningandcommissioningactivities.Suchincidentsarebydefinitionminor;fires,industrialaccidents,orspillagesofhazardousmaterials,witharemotepotentialforescalationandwhichposeaminimumthreattosafetyandtheenvironment.
IntheunlikelyeventofamoreseriousTier2orTier3incidentoccurringwithintheCOMPANYboundarythenQGemergencyserviceswouldbecontactedtoprovideassistance.ShouldsimilarincidentsoccuroutsideoftheCOMPANYboundaryfence;TSF,Camps,Tanks,Jetty,thenRLCwouldbecontactedforemergencyassistance.InallcasesCONTRACTORwillretaincontroloftheincident.
Tokeepcurrentwithsiteactivitiesthisprocedurewillbereviewedonathreemonthlybasisasaminimum.

3.1Organization
TheSiteManagershallestablishanEmergencyOrganizationandEvacuationPlanconsistingofCONTRACTORandSubcontractors’staff.TheEmergencyOrganizationseeAttachment-2“EmergencyResponseOrganization”shallconsistof:
(1)EmergencyControlCenter(hereinaftercalled“ECC”):
∙TocontroloverallactivitiesunderthedirectionoftheSiteManager.
∙Coordinateinternalandexternalemergencyactivitiesandcommunication.
(2)EmergencyMedical/FirstAidCenter:
∙Toattendtotheinjuredandreferthemtodesignatedhospitals.
∙Toprovidefirstaidandambulanceservice.
(3)InformationSupportTeam:
∙TocollectinformationfromallsourcesandinformthenecessarypersonnelsuchasCONTRACTORandSubcontractorManagement,LocalAuthorities,COMPANY,aswellasProjectManagementandCONTRACTOR’sHSEManagement(HomeOffices).
∙Toprovideinformationonplantlayout,dangerouschemicalsandsubstances,potentialhazards,etc.
(4)LogisticSupportTeam:
∙Toprovidemanpowerandequipmenttofacilitateemergencyresponseactions.
∙Toprovidemanpower,equipment,facilitiesandutilitiessupport.
(5)EmergencyActionTeam:
Tocontrolthespreadofanyemergencyanddirectthesearchandrescue,firefighting,andcrowdcontrolactivities.
TheCONTRACTORSiteSHESManagershallorganizeasiteemergencyresponseteamcomprisingpeoplewithknowledgeandexperiencetocopewith;medicalincident,fire,chemicalspillsandrescuetechnique.
Whereappropriatesubcontractorstaffwithparticularskillswillbesecondedintotheteam.
a)SearchandRescueGroup;
∙Toconductsearchandrescueoperationforknownvictimstrappedormissing.
∙Thiscoregroupwillcompriseateamof6membersoftheCONTRACTORHSEteamselectedfortheirexperienceandabilitiesinthissortofwork.
∙TheCONTRACTORSiteSHESManagerisresponsibleforprovidingthemembersoftheEmergencyResponseTeamwithinitialandrefreshertraining:
ineffectiveuseoftelecommunications;emergencydrivingtechniques;primaryfirstaid;firefighting;rescuefromheight;rescuefromConfinedSpaceandanyothertrainingwhichisdeemednecessaryonanasneededbasis.
b)FireFightingGroup:
∙Tofightfirestotheextentofitscapability,cooperatingwiththeCOMPANY'sand/orRLICFireBrigadeinmoreseriousincidents.
∙ThefirefightinggroupwillbeledbyCONTRACTORHSESupervisor.
(6)PreventionTeam:
∙Totakepreventivemeasurestopreventtherecurrenceorspreadoftheincident.
∙Toensureallpersonnelonsiteevacuatetoadesignatedsafeplace.
3.2RolesandResponsibilities
1)SiteManager
SiteManagershallhaveoverallresponsibilitiesduringEmergencies,heshalldirecthisstafftotakeallnecessaryprecautionstopreventanemergency.DuringtheabsenceoftheSiteManager,theConstructionManagershallbedeputizedtoserveinthisposition.
Hismajordutiesandresponsibilitiesareto:
∙EstablishandmakepublicanEmergencyPlanandanEvacuationPlan.
Whenestablishingtheseplans,heshallobtaininformationonCOMPANY'srequirementsandsystemforemergenciesandevacuation.
∙DirectthestaffofEmergencyControlCentre.
∙IssuetheEmergencyAlertaccordingtothealertsystem.
∙Issuetheevacuationordertoallpersonnelonthesite.
∙Issuethe“AllClear”afterconfirmingitwithCOMPANY.
∙LiaisecloselywithCOMPANYduringanemergency.
∙EnsurefirefightingandevacuationtrainingincludingElevatedWorkRescueTechniquesarepracticed.
∙ReportemergenciesinatimelymannertoProjectManagerandtoCONTRACTOR’sHSEManagementOffice(HomeOffice).
∙Participationinpostincidentdebriefing.
2)SiteSHESManager
SHESManagershallassistandadviseSiteManagerintheEmergencyControlCentretocoordinateemergencyactivitieswithallemergencyteamsasstipulatedin3.1.
IntheabsenceofSHESManager,SHESSeniorSuperintendentshallassumehisresponsibilities.
Hismajordutiesandresponsibilitiesareto:
∙PreparetheEmergencyandEvacuationPlansonbehalfofSiteManager.
∙PlanandconductTrainingandDrillsforfirefighting,rescueandevacuationatleasttwiceayear.
∙Prepareequipmentforemergencyuse.
∙InstructnewstaffandworkersduringtheHSEInductiontrainingregardingtheEmergencyCommunicationSystem,howtorespondduringemergenciesandhowtocarryoutevacuations.
∙CoordinateresponsesbetweenOnplotandOffplot.
∙IntheeventofanyincidentprovideanimmediatereportofknownfactstoCOMPANYHSErepresentative.
∙Determineifincidentisreportabletolocalauthorities.
∙Whensituationisstabilized,conductaninvestigationofthecauseseffectsandresponsetotheemergency,andprepareawrittenreport,highlightingconclusionsandrecommendations.
∙Ensurethatallrecommendationsareclosedoutinatimelyfashionbytheappointedactionees.
3)SeniorSHESSuperintendent
SeniorSHESSuperintendentshallassistSHESManager.
