Abstract:
sincethe1990s,thestrategicdevelopmentofeducationintheUnitedStateshaveaseriesofimportantdevelopments,mainlyinitspromulgationofaseriesofbackgroundreportsfitanddecreeson.Commonfeaturesthatfocusonimprovingthequalityofeducation,emphasizingtheeducationaloutcomeseducationsystemandoperationmechanismofthecontinuousoptimization,equalityofeducationalopportunityandexcellence,focusingonthefairnessofeducationitsmaininspirationforourpersonaldevelopmentandeducationshouldbeclosetothetimes,toensurefairness.

inscience,mathematicsandtechnologyeducationtodevelopamodel,thebasiccriteriaguidingthedevelopmentofnewcurricula,hopingthecountry’sprimaryandsecondaryschools,kindergartenswhichtopopularizescienceandtechnologyeducation,sothatthenextgenerationshavethebasicqualityofscienceandtechnology.popularizationofscienceandtechnologyeducationisnotblindtoschoolsteachingcontent,teachingprimaryandsecondaryschoolsshouldbefocusedonthemostfundamentalscientificbasisforknowledge,andtomoreeffectivelyteachit.
Promulgatedin1991<<UnitedStatesin2000EducationStrategy>>in,thethenU.S.PresidentGeorgeBushformallyproposedforthe21stcentury,theUnitedStatesfoureducationalstrategiesandsixnationaleducationgoals,whichareclassifiedaseducationalgoalsofscienceeducationone,anddeclaredthatby2000,‘U.S.studentsinscienceandmathematicsachievementamongthebestintheworld,’In1994,Clintonsignedadevelopmentonthisbasis<<UnitedStatesin2000EducationReformAct>>.1993,U.S.DepartmentofEducationproposed<<1998-2000strategicplan>>Theprogrampresentsthreegoalsandspecificobjectivesandprograms,includingthreemajorobjectives:
tohelpallstudentsachievefullofsomechallengingacademicstandardstoenablethemtobecomeresponsiblecitizensandtofurtherlearning,andfullemploymentoutputofthepreparation.forallchildrentolearntolayasolidfoundationtoensurethatallstudentsenjoyapost-secondaryeducationandlifelongeducation.
In2001,basedonU.S.nationalonthe‘importanceofeducationandMinistryofEducation,nationaleducationgoalsinleadership,’theunderstandingofU.S.DepartmentofEducationpublished<<2001-2005StrategicPlanning>>,proposedthedevelopmentofAmericaneducationmissionandfourstrategicobjectives,butbecausesixmonthsafterthe‘9.11’incident,promptingtheU.S.nationalstrategyhasundergonesomemajorchanges,thefinalterminationofthe<<2001-2005StrategicPlanning>>implementation.
TheBushadministrationonJanuary8,2002signed<<NoChildLeftBehindAct>>InordertofullyimplementtheAct,there-establishmentoftheMinistryofEducationandpublished<<2002--2007StrategicPlanning>>itsU.S.educationnewstrategicframeworkformoresophisticatedbuildofEducation’sstrategicobjectivesintosixfromthepreviousfour:
createacultureofachievement,improvingstudentachievement,safeschoolstohelpstudentsdevelopstrongcharactereducationintotheevidence-based,andenhancepost-secondaryandadulteducationopportunitiesandquality,theestablishmentofexcellentmanagement.‘9.11’strategicdirectionofAmericaneducationismoreclearandmorecomplete.
Second,theUnitedStatessincethe1990s,thecharacteristicsofaneducationdevelopmentstrategy.Focusonimprovingthequalityofeducation,emphasizingtheeducationaloutcomesthe19thcentury,early20thcentury,duetochangesinthecurrentsituationmakestheUnitedStatesbegantheir‘worldhegemony’statusanxiety.reflectionofbasiceducationbytheUnitedStatesallwalksoflifeandgraduallyformedaconsensus:
‘backtobasics’ofeducationreformmovementdesignedtoensurethequalityandquantityoftrainingcanmeettheneedsofnationaldevelopmenttalent.Sincethen,theemphasisonthequalityofeducationastheUnitedStateseducation,thecoreofstrategicplanningisthefundamentalgoalofAmericaneducationreform.forallchildren,tohelpallstudentsimprovetheiracademicstandardAmericaneducationhasalwaysbeenthepursuitofstrategicobjectives.
(2)theeducationalsystemandoperationalmechanismtooptimizetheU.S.inpromotingneo-liberaleconomicpolicies,educationreformandgraduallyformedamarket-orientedideas,especiallyintheaspectsofeducationalmanagementtendtobereflectedintheliberalizationoftheU.S.Governmentaseriesofreformstothedecentralizationofeducationmanagement,competitionandschoolmodeltopromoteschooldiversity.Thisismainlyreflectedin:
withoutchangingthenatureofpublicschoolsundertheintroductionofacorporatemanagementsystem,opentherightofparentstotheirchildren’sschoolchoice.Inadditiontopublicschools,alternativeschoolsare:
‘Publicschoolprivate(managementcompany)management’,experimentingwithneweducationalmodelof‘charterschools’,‘familyschool’,‘individualeducationschools.’Setupa‘schoolvouchersystem,’studentswith‘schoolvouchersystem’willapplytotheselectedstate-fundedprivateschools.
3equalopportunitiesineducationandexcellence,focusonequityineducationstrategyforthedevelopmentofeducationintheUnitedStatesConstitutiongivescitizensthefullimplementationoftherighttoeducation,equaleducationalopportunitiesforfullimplementationefforts.Educationalphilosophyfromthe‘efficiencyfirst’stepbystepgototheemphasison‘fairandequality‘,fromtheemphasison’countryisindanger‘totheemphasison’ourchildrenatrisk‘.1983reportoneducation<<countryisatrisk:
