1.SCOPE
ThisprojectspecificationdefinestherequirementsforConstructabilityforallprocessunits,offsitesandutilitiesontheCNOOCandShellPetrochemicalsComplex(CSPC)Project.ThespecificationisapplicabletotheImplementationphase.
2.PURPOSE
ThepurposeofthisspecificationistodescribetheextentofConstructabilityreviewsthatwillbeundertakenfortheImplementationphaseofthisproject.Thespecificationalsoadvisestheinvolvedpartiesandtheirresponsibility.
3.DEFINITIONS
3.1Constructability,asdefinedbytheUSAConstructionIndustryInstitute(Cll),is“theoptimumuseofconstructionknowledgeandexperienceinplanning,design,procurementandfieldoperationstoachieveoverallprojectobjectives”.
Constructabilityistheongoingprocessofintegratingconstructionknowledgeandexperienceintoconceptualdesign,procurement,detailedengineeringandfieldconstructionoperationswhichprovidestheopportunitytoreducecostsandimproveprojectschedules.
Theabilitytoinfluenceprojectcostsandtoincorporateconstructionexperienceandmethodsintoaprojectplananddesignisgreatestduringtheearlystagesoftheproject.Therefore,thegreatestbenefitoftheConstructabilityprocesswillbederivedwiththeearliestestablishmentandimplementationofaConstructabilityplanonaproject.
3.2Constructabilityreviewreferstotheprocesswherebyexpertsfromeverydisciplinegathertogethertoconsiderandquestionadesigninordertoexplorethepossibilitythatdesignimprovementsmayallowreducedconstructioncostsorimproveconveniencefortheenduser.TheConstructabilityreviewwillbeattendedbyexperiencedconstructionandoperationspersonnel,someexperiencedpersonnelwhowerenotinvolvedintheoriginaldesign,togetherwiththedesignteam.
TheConstructabilitydesignreviewprocessgenerallyleadstosuggestionsfordesignimprovementswhich:

4.RESPONSIBILITIES
4.1EPorEPCCONTRACTORshallsubmithisConstructabilityProgramforPMCapproval.Thisshalladdressasaminimumallareasidentifiedinthisspecification.
4.2PMCwillnominateaConstructionCoordinatorwhowillmonitorcompliancebytheCONTRACTORtohisConstructabilityProgram.
4.3CONTRACTORshallappointaConstructabilityEngineertoleadandco-ordinateallhisconstructabilityactivitiesthroughouttheengineering/procurementphaseoftheproject.
4.4EPorEPCProjectManager
4.4.1ShallensureascheduleofConstructabilityreviewsispreparedtosuitthescheduleofdesigndocumentproduction.
4.4.2ShallchairtheformalConstructabilityreviewsandensurethat,thecorrectexpertiseparticipates,andthatthefindingsoftheteamareproperlydocumentedandallocatedtoactioneesandthatcompletionisfollowedup.
4.4.3Shallreviewrelevantpreviousexperience(e.g.operationalerts)priortoConstructabilitymeetings.
4.4.4ShallprepareanagendafortheConstructabilityreview.
4.5EPorEPCConstructabilityEngineer
TheEPorEPCConstructabilityEngineershallprovideconstructionknowledge,experienceandengineeringinputintotheprojectthroughoutallphasesoftheproject.
TheConstructabilityEngineershallarrangeforotherconstructionspecialists,asrequiredbytheproject.Hisresponsibilitiesinclude:
•ArrangefortheproductionoftheContractorprojectsiteHSEplans
•ArrangeforHazardstoConstructionriskassessments/HEMPcompliance
•Developtheconstructionexecutionplan(asapplicable).
•Arrangeforconstructabilityanddesignreviews.
•Inputtotheconstructionschedule/constructionareabreakdown/detailedworkbreakdownstructure(WBS)andconstructionsequencing.
•Arrangetransportationandliftingstudies(formajorequipment).
•Arrangeandcoordinateallspecialistconstructionpersonnel
•Coordinatewithmaterialcontrolandshipping.
•Ensuresitesurveysareconducted
•Provideconstructioninputintopre-qualificationofsubcontractors.
•Developthetemporaryfacilities(asapplicable).
•Ensuretheappropriatelessonslearntfrompreviousprojectsaretakenintoconsideration.
•Developandarrangeforthetimelyproductionofallconstructiondeliverables.
•CarryforwardconstructabilityissuesidentifiedinDefinitionPhase(PMCwillprovide).
•PrepareandimplementConstructabilityAwarenessWorkshops.
5INSTRUCTIONS
5.1Programme
CONTRACTORshalldevelopaprogrammeofprojectspecificconstructiondeliverablesandformalreviews,whichwilldefineresponsibilitiesandduedatescompatiblewiththeprojectschedule.
5.2Constructability
TheConstructabilityEngineerwillarrangefortheConstructabilityreviewteam,whichwillbedrawnfromkeymembersoftheprojectteamandotherrequiredspecialists.Thesekeypersonnelwillconductformalreviewsasdeterminedbythescheduleandprojectrequirements.Thekeypersonnelwillnormallybedrawnfromthefollowing:

5.3ConstructabilityAwarenessWorkshops
ContractorshallsubmithisproposalsforPMCapprovalforConstructabilityAwarenessatalllevelsinhisorganisation.
5.4ConstructabilityIdeasLog
ContractorshallincludehisproposalsforoperatingaConstructability
IdeasLogtoraiseandcloseoutgoodpracticesandinnovativeideas.••••••••••••
5.5LessonsLearned
PreviousexperiencesonsimilarprojectsandlocationsincludingfromPMCshallbeconsideredtogetherwithapplicableitemsfromthe“lessonslearned”databaseandcorporatealerts.
PriortoabovereferencedConstructabilityreviews,attendeesshallprovidereferencestopreviousexperience/lessonslearnedtotheConstructabilityEngineertocollate.
5.6BasisofReviews
Thereviewsshallusethechecklistsprovidedinsection7attachments.
5.7DocumentationforReviews
TheContractorEngineeringManagershallensuredocumentsrequiredundersection7attachmentlistsareavailableattheConstructabilityreview.
5.8MaintenanceofConstructabilityRecords
TheContractorConstructabilityEngineershallmaintainrecordsofconstructabilityactivities/outcomes.
5.9PMCConstructabilityForums
PMCwillleadamaximumofthreeonedayConstructabilityForumstobeattendedbyContractorConstructabilityEngineers.AdditionalattendeeswillbedrawnfromConstructabilityreviewattendeeslistedin5.2.Thefirstwilltakeplacewithinsixmonthsofcontractaward.
Thepurposeoftheseforumswillbetoshareprogressandlessonslearntandagreeactionplanswhereappropriate.
