Yet,aswiththeautoindustryinthe1960s,therearesignsofperilwithinAmericanhighereducation.Itistruethattheproblemwithcarcompanieswasmonopoly,whereasU.S.collegescompeteinavibrantmarketplace.Students,oftenhelpedbyfederalscholarshipsandloans,maychooseamong6,000public,private,nonprofit,for-profit,orreligiousinstitutionsofhigherlearning.Inaddition,almostallofthe$32billionthefederalgovernmentprovidesforuniversityresearchisawardedcompetitively.
ButasIdiscoveredmyselfduringmyfour-yeartenureaspresidentoftheUniversityofTennesseeinthelate1980s,insomeways,manycollegesanduniversitiesarestuckinthepast.Forinstance,theideaofthefall-to-spring"schoolyear"hasn'tchangedmuchsincebeforetheAmericanRevolution,whenwewereanationoffarmersandstudentsputtheirbooksawaytoworkthesoilduringthesummer.Thatlongsummerstretchnolongermakessense.FormerGeorgeWashingtonUniversitypresidentStephenJ.Trachtenbergestimatesthatatypicalcollegeusesitsfacilitiesforacademicpurposesalittlemorethanhalfthecalendaryear."Whilecollegefacilitiessitidle,theycontinuetogeneratemaintenance,energy,anddebt-serviceexpensesthatcontributetothehighcostofrunningacollege,"hehaswritten.
Withinacademicdepartments,tenure,combinedwithage-discriminationlaws,makefacultyturnover—criticalforauniversitytoremaincurrentinchangingtimes—difficult.Insteadofprotectingspeechandencouragingdiversityandinnovativethinking,thetenuresystemoftenstiflesthem:
aspiringprofessorsmustwintheapprovalofestablishedcolleaguesfortenure,encouraginglikemindednessandsometimesinhibitingthefreeflowofideas.
Meanwhile,tuitionhassoared,leavinggraduatingstudentswithunprecedentedloandebt.Strongcampuspresidentstomanagetheseproblemsarebecominghardertofind,andtokeep.Infact,studentsnowstayoncampusalmostaslongastheirpresidents.Theaveragetenureofacollegepresidentatapublicresearchuniversityissevenyears.Theaverageamountoftimestudentsnowtaketocompleteanundergraduatedegreehasstretchedtosixyearsandsevenmonthsasstudentsinterruptedbywork,inconveniencedbyunavailableclasses,orluredbyonemorefootballseasonfindithardtograduate.
Congress,actingwiththebestofintentions,hastriedtohelpstudentswithcollegecoststhroughPellGrantsandotherformsoftuitionsupport.Butsomeoftheirfixeshavemadetheproblemworse.ThestackofcongressionalregulationsgoverningfederalstudentgrantsandloansnowstandstwiceastallasIdo.Onecollegepresidentlamentedtomethatfillingouttheseformsconsumes7percentofeverytuitiondollar.
Becauseoftherecession,HarvardislayingoffworkersandStanfordissellingabilliondollarsofitsendowment.Decliningstatesupportmakesthepaininpublicuniversitiesevenworse.From2000to2006,totalstatehigher-educationfundingroseonly17.6percentwhileaveragetuitionatpublicfour-yearinstitutionswentup63.4percent.ThemaincauseofdecliningstatesupportwastherunawaycostsofMedicaid,whichroseoverthesameperiodby62.6percent.AndCongressisnowconsideringahealth-carereformbillthatwouldshiftevenmoreMedicaidcoststothestates.Therecentfederalstimulusdollarsofferonlytemporaryrelief.TennesseeGov.PhilBredesendescribedthesituationinhisMarchbudgetaddress:
"Whenthismoneyends21monthsfromnow,ourcampuseswillsuddenlyneedtobeginoperatingwithabout$180millionlessinstatefundingthantheyhadthisyear."
