Abstract
Thepresentarticleprovidesnewevidenceontheimpactofthechangeinthehigh-techexportshareoneconomicgrowthinOECDcountries.Weestimateadynamicgrowthmodelonpaneldatafor22OECDcountriesfor1980–2004,inwhichthedataismeasuredas5-yearaverages.UsingthesystemGMMpanelestimator,whichcorrectsforsimultaneity,wefindthatbothbusinessR&Dintensityandtheshareofhigh-techexportsaresignificantlypositivelyrelatedtotheGDPperworkingagepopulation.TheestimatedelasticitiesarerathersizablebutthemagnitudesuggeststhatbusinessR&Dintensityismoreimportantthantheshareofhigh-techexportsinexplainingGDPperworkingagepopulation.
1.Introduction
Theshareofhigh-technologyexportsintotalmanufacturingexportshasincreasedconsiderablyinOECDcountriesthroughoutthelast25years.SomeOECDcountriessuchasFinland,Ireland,Korea,theNetherlandsandtheUnitedKingdomhaveincreasedtheirhigh-techexportsharemorethanothercountries.Similarly,thechangeintheratioofbusinessexpendituresonR&D(BERD)toGDPhasalsounevenlyevolvedacrossOECDcountries.Thedifferencesintheevolutionofhigh-technologyexportshareandbusinessR&Dintensityhaveattractedsubstantialpolicyinterest.BusinessR&Dintensityiscommonlyidentifiedasthemaininputfactorintheinnovationprocess,whiletheshareofhigh-techexportsisregardedasanimportantmeasureofinnovationoutput.Bothmeasuresarewidelyusedinordertobenchmarkacountry’sinnovationperformance.Giventheinterestinthespecificinnovationindicators,itisnaturaltoaskastowhichofthetwofactorsismoreimportantforeconomicgrowth.
TherelatedempiricalliteratureagreesthatinvestmentinR&DisoneofthemostsignificantfactorsaffectingthedifferencesinGDPandproductivitygrowth(BassaniniandScarpetta,2001).However,therelationshipbetweenhigh-techexportsandeconomicgrowthinindustrializedcountriesremainssomewhatunclear.Crespo-CuaresmaandWo¨rz(2005)foundthattheexportshareoftechnology-intensiveindustriesissignificantlypositivelyrelatedtotheGDPpercapitaonlyforthesampleofnon-OECDcountries,butnotforthesampleofOECDcountries.UsingthedataforOECDcountries,Peneder(2003)findsthatexportsoftechnologydrivenindustrieshaveapositiveandsignificantimpactonthelevelandgrowthoftheGDPpercapita.WhatiscommontoallinthepreviousstudiesisthattheysufferfromanomittedvariablebiassincetheyexcludetheR&Dintensityasameasureofinnovationinput.
Theaimofthepresentarticleistoprovidenewinsightsintotheimpactofhigh-techexportsoneconomicgrowth.Thegrowthequationisestimatedusingthesystemgeneralizedmethodofmoments(GMM)panelestimatorbasedonpanelof22OECDcountriesfortheperiod1980to2004,inwhichthedataaremeasuredas5-yearaverages.
2.EmpiricalModel
TheempiricalmodelisbasedonthehumancapitalaugmentedSolowmodelthatwasintroducedbyMankiwetal.(MRW)(1992).NonnemanandVanhoudt(1996)extendedtheMRWmodelbyaddingtheratioofR&DtoGDP.WefurtheraugmenttheMRWmodelbyaddingameasureofinnovationoutputsuchasthehigh-techexportshareasanalternativetoR&Dintensity.FollowingCasellietal.(1996),thesteadystatelevelofGDPpercapitabasedonpaneldatacanbedescribedas:

3.EstimationResults
Table1showstheestimationresultsforthegrowthequationusingthreedifferentspecifications.Inordertoreducetheinfluenceofpotentialoutliers,weexcludedatapointswhosestandardizedresidualfallsoutsidetheintervalfrom_2to2.Thisreducesthesamplebysevenobservationsandleavesuswith96observations.2Inallcases,theSargantestofoveridentifyingrestrictionscannotrejectthenullhypothesisthattheinstrumentsareuncorrelatedwiththeerrortermatthe5%level.
Aswasexpected,wefindthattheexportshareofhigh-technologyindustriesentersthegrowthequationwithapositivesignandissignificantatthe1%level(seespecificationii).Theshortandlong-termelasticitiesofGDPperworkingagepopulationwithregardtotheshareofhigh-techexportsare0.025and0.29,respectively.
TheratioofbusinessR&DexpenditurestoGDPisalsosignificantatthe1%implyingthatincreasedR&DactivitieshaveasignificantpositiveimpactonGDPpercapitagrowth(seespecificationi).Theshortandlong-termelasticitiesofbusinessR&DintensitywithregardtoGDPare0.021and0.21,respectively.Whenbothvariablesareincluded,thecoefficientoftheshareofhigh-techexportsdropfrom0.025to0.011,andtheR&Dcoefficientdropsfrom0.021to0.014(seespecification).Interestingly,thejointeffectofbothR&Dintensityandthehigh-techexportshareisequalto0.025.However,thepointestimateofhigh-techexportsismoreaffectedthanthatofbusinessR&Dwheneachofthevariablesenterstheregressionequation.ThisindicatesthatbusinessR&Dintensityismoreimportantthantechnologicalspecializationinexplainingeconomicgrowth.
Furthermore,theSEofbothofthecoefficientsisenlargedduetocollinearity.Therefore,wealsoprovidetheWald-teststatisticsofjointsignificanceindicatingthatbothbusinessR&Dintensityandtheshareofhigh-techexportsarejointlysignificantatthe5%level.
4.Conclusions
Thepresentarticleprovidesnewevidenceoftheimpactoftheshareofhigh-techexportsandbusinessR&Dintensityoneconomicgrowth.Failuretocontrolforinnovationinputcancausehigh-techexportstopickuptheireffect,leadingtoanoverestimationoftheimpactoftheshareofhigh-techexports.InusingthesystemGMMestimator,whichenablesustocontrolforsimultaneitybias,wefindthatbothmeasuresofinnovationperformancearepowerfuldeterminantsofeconomicgrowthwhenenteringthegrowthequationseparately.Whenbothindicatorsareincludedinthegrowthequation,wefindthatbusinessR&Dismoreimportantthanhigh-techexportsinexplainingeconomicgrowth.Therefore,thefailuretoaccountfortheimpactofinnovationinputleadstoanoverestimationoftheimpactofhigh-techexports.
Theresultsofthepresentstudyareimportantforpolicymakers,asbothbusinessR&Dintensityandtheshareofhigh-techexportsareoneofthemainindicatorsoftheEuropeanInnovationScoreboard(EIS),whichispublishedbytheEuropeanCommission.Giventheresults,wesuggestthatbusinessR&DintensityshouldbegivenmoreweightinthecompositesummaryinnovationindexthatispublishedintheEIS.

一、引言

相关实证文献认同对R&D的投资对GDP和生产力增长(Bassanini和Scarpetta,2001年)都有不同程度的影响。
然而,高新技术出口和经济增长之间的关系在工业化国家还是有些不清楚的。
克雷斯波和沃尔斯(Crespo-CuaresmaandWorz,2005)发现,技术密集型产业的出口份额和人均GDP呈现显著正相关,但是不适用于经合组织国家,而仅仅只适用非经合组织国家。
潘纳德(Peneder,2003年)发现使用这些数据用于经合组织国家时,技术出口带动产业对人均GDP水平的增长有着积极而显著的影响。
在以前的研究中普遍存在一个被忽略的变量偏差,直到它们排出了R&D强度作为一种创新投入的指标。

二、实证模型
实证模型是基于人力资本增加索洛(Solow)模型,而它又是来源于MRW模型(Mankiw-Romeer-Weilmodel,简称MRW模型)的。
