1.ProjectDescription
1.1ProjectIntroduction
HaNoi-HaiPhongexpresswayisthefirsthighwayinVietnamdesignedtomeettheinternationalA-levelstandards,routedfromRingRoadIIIinHaNoi,throughfourprovinces,endwithDinhVudamofHaiPhongcity,withatotallengthof105.5kmanddesignspeedof120Km/h.SectionEX-5projectstartingandstoppingpilesareK48+000-K63+300,embankmentlengthof15.3kilometers,standardcross-sectionoftheredlinewidthof100meters,mainroadwidthof33m,two-way6lanes.TherouteismainlythroughtheHaiDuongProvince,andFourQiCountyrange.Thecontractperiodis33months.
EX-5projectcoversanareaofflatterrain,wherepoolsdenselydistributed,mainlycomposedofpaddyfarminglandswithahigherundergroundwaterlevel.Geologyunderthesurfaceiscomposedofclayparticle,sand,greysandandclaywithplantresidues.
HaiPhong,situatedinsub-tropicalmonsoonareasandadjacenttoEastChinaSea,iscoldanddryinwinter,generallyfromNovembertosecondApril,andcoolandrainyinsummer,generallyfromMaytoOctoberduetoinfluenceofmonsoon.Averageannualrainfallofthiscityis1600-1800mm.ThereareregulartyphoonsduringJulytoSeptember.EX-5sectionislocatedinthescopeofHaiPhong.
HaiPhongenjoysobviousdifferencesbetweenwinterandsummer,aswellasrelativelymildclamate,with1℃higerorlowerthanHaNoiforitsoffshorelocation.Averagemonthlytemperatureis20-23℃,sometimesthehighesttemperatureis40℃.Averageannualhumidityis80-85%,upto100%inJune,AugustandSeptember,anddowntothelowestinNovemberandJanuary.Thetotalsunshinetimeis16924hoursperyear,andaveragesolarradiationis117Kcalcm/m.
Accordingtothesitevisits,inthephaseofprocessingsurface,thereisnoconstructionpathinpass-bytunnels,poolsandfinal2kmsections,andsomepartsofsurfacehasn’tbeencleanedorbackfilledwithsand,whichwillbringgreatdiffculitiestosubgradecontruction.

2.ConstructionOrganization
2.1ConstrucitonPreparation
2.1.1.ProjectDepartmentorganizesrelatedsitusupervisorsandtenechnicianstoconductsitevisits,designblueprints,developingtechnicalrequirementsandprepareaconstrucitonprogramaccordingtoactualcircumstances.
2.1.2ActiveCommunicationwithlocalgovernmentandstudyinglocalcustomsshouldbedone,togatherwithvisitingsitewithrelevantstaffinprojcetownerstationoffice.
2.1.3Toensureaccurateconstruction,theretestofGPSPointsandDCpointsthatwasdiliveredbyprojectownershouldbecompleted.
2.1.4Bulidshortcutandtemporarydrainagesystemandprovidepre-conditionofconstructiontoensurepreviousdrainageunimpeded.Preparesupplyofwaterandelectricityanddevelopafeasibleprogramtoguaranteesmoothconstruction.
2.1.5Toensureconstrucitonsitesafety,markings,securitysignsandfencingthedangeroussectionshouldbedone.
2.1.6Thepraparationofconstructionmechinesandequipments,arrangementsofconstructionstaffs,andrationalpilingupofconstructionmaterialsshouldbedone.Donotcontaminateenvironmentordamageplant.
2.2ProjectOrganizationStructure
Projectdepartmentestablishesacorrespondorganizationalstructuretoconductconstructionandmanagement,refinepersonnelresponsiblityaimedatconstructiondetails.
2.2.1Productiondivisonresponsibilities:
organization,arrangementsanddispacthingofconstructionshouldbeconductedwiththeleadershipofdeputymanager.Makesuretheconstructionadvancesreasonablelyandregularly,andtheprocedureslinkandheadwayceaselessly.Developaconstructionplan,adoptmeasurestocarryouttheplan,managetechnology,qualityandsafeenvironment-protection,andreportconstructionplanandqualitytablesontime.
2.2.2Qualitytechnologydivisonresponsiblities:
undertheleadshipofchiefengineer,incharegeofconstructionorganizationprogramsofdeveloping,altering,reportingandfollowingup,constructiontechnicalguidiance,designingbuleprints,reviewandrevise,changingdesigns,constructionqualityprocesscontrolguidianceandinspection,correctinganddevelopingandimplemetationpreventionmeasures,examiningimplementationstateofconstructionregulations,responsiblefororganizationofdevelopingqualitymanagementsystem,qualityevaluation,collectingqualityphotoes,correctingandpreventingunqulifiedproductionandcoordinatingwithdivisons.
2.2.3Surveydepartmentresponsiblities:
conductingsurveys,inchargeofreinstatinglocationsurveys,measuringmaincontrolpoints,middle-sidelines,constructionlayoutofcontrolelevation,variousstandardpoints,retest,additionaldesign,closureofleadpoints,reviewofdetailssurveys,developingandimplementaingtheSurveysOperationRules,examining,review,safekeepingandregularmaintainingmeasuringequipments,coordinatingqualityinspection,evaluationandacceptance.
2.2.4Laboratoryresponsiblities:
surveysofvariousstandards,samplingandverificationexperiment,debuginganddeterminingavarietyofconstructionmix,testingrawmaterials,specimenproductionandtesting,avarietyofqualityinspectionsandtests,establishingexperimentalmachineaccount,coordinatingwithmaterialsdivisiontocontrolapproachofrawmaterials,timelyreporting,issuingavarietyofdetectionresults,testproceduresofthedevelopment,implementation,inspection,andtestequipmentinspection,verification,storage,providingsupplyofqualitytesting,evaluation,a
