STANDARDSFORVAPOUREMISSIONCONTROLSYSTEMS
1TheMaritimeSafetyCommittee,atitssixtiethsession,recognizedthenecessityoftheinternationalstandardsforvapouremissioncontrolsystemsandapprovedthestandardsdevelopedbytheBCHSub-Committeeatitstwenty-firstsessionforusebyAdministrations,ascontainedintheannex.
2MemberGovernmentsareinvitedtonotethisdevelopment.
1GENERAL
1.1Thesestandardshavebeendevelopedforthedesign,construction,andoperationofvapourcollectionsystemsontankersandvapouremissioncontrolsystemsatterminals.Thestandardsareintendedtoapplytovapouremissioncontrolsystemswhichcollectvapoursofflammablecargoesfromtankercargotanksduringcargoloadingorballastingoperations.VapouremissioncontrolsystemswhichcollectvapourofcargoeshavingcharacteristicswhichmayposehazardsinadditiontoorotherthanflammabilityshouldbesubjecttospecialconsiderationbytheAdministration.Thesestandardsarenotintendedtorequiretheuseofvapouremissioncontrolsystemsbutrathertorecommendsafetystandardswhensuchsystemsareutilized.TherequirementtocollectvapourswillstemfromaportAdministrationorterminalregulation.Thesestandardsareintendedtopromotethesafetyofterminals,tankers,andtheirpersonnel,recognizingtheuniquedesignfeaturesandcharacteristicsofthesesystems.
1.2Definitions
1.2.1"Diluted":
theconditioninwhichtheconcentrationofaflammablegasinaflammablegas/airmixtureislessthan50%ofthelowerexplosivelimitofthegas.

1.2.2"Enriched":
theconditioninwhichtheconcentrationofaflammablegasinaflammablegas/airmixtureisnotlessthan150%oftheupperexplosivelimitofthegas.Whenflammablegasesaremixedtoachieveanenrichedcondition,theupperexplosivelimitoftheflammablegasmixtureshallbeused.

1.2.3"Flammablecargoes"meanscargoesofcrudeoil,petroleumproducts,andchemicalshavingaflashpointnotexceeding60degreesC(closedcuptest),asdeterminedbyanapprovedflashpointapparatus,andaReidvapourpressurewhichisbelowatmosphericpressureandotherliquidproductshavingasimilarfirehazard.

"theconditioninwhichtheoxygencontentinaflammablegas/airmixtureis8%orlessbyvolume.

1.2.6"Maximumallowabletransferrate"meansthemaximumvolumetricrateatwhichatankermayreceivecargoorballast.

1.2.7"Tankervapourconnection"meansthepointinatanker'sfixedvapourcollectionsystemwhereitconnectstoavapourcollectionhoseorarm.

1.2.8"Terminalvapourconnection"meansthepointinaterminal'svapourcollectionsystemwhereitconnectstoavapourcollectionhoseoravapourcollectionarm.
岸站蒸汽收集连接端
1.2.9"Vapourbalancing"meansthetransferofvapourdisplacedbyincomingcargofromthetankofatankerreceivingcargointoatankofafacilitydeliveringcargoviaavapourcollectionsystem.
舱室蒸汽平衡
1.2.10"Vapourcollectionsystem"meansanarrangementofpipingandhosesusedtocollectvapouremittedfromatanker'scargotanksandtransportthevapourtoavapourprocessingunit.

1.2.11"Vapourdestructionunit"meansavapourprocessingunitthatdestroyscargovapourbyameanssuchasincineration.
蒸汽销毁单元
1.2.12"Vapourdispersionsystem"meansavapourprocessingunitwhichreleasescargovapourtotheatmospherethroughaventingsystemnotlocatedonthetankerbeingloadedorballasted.
蒸汽疏散系统
1.2.13"Vapouremissioncontrolsystem"meansanarrangementofpipingandhosesusedtocontrolvapouremissionscollectedfromatanker,andincludesthevapourcollectionsystemandthevapourprocessingunit.
蒸汽排放控制系统
1.2.14"Vapourprocessingunit"meansthecomponentsofavapourcontrolsystemthatrecovers,destroys,ordispersesvapourcollectedfromatanker.
蒸汽处理单元
1.2.15"Vapourrecoveryunit"meansavapourprocessingunitthatrecoverscargovapourbyanon-destructivemeanssuchasleanoilabsorption,carbonbedadsorption,orrefrigeration.

2.1Tankervapourprocessingunit
油船蒸汽处理单元
2.1.1Inadditiontotherequirementsofthissection,eachtankerwhichhasavapourprocessingunitlocatedonboardshould,tothesatisfactionoftheAdministration,meetthevapourcollectionandprocessingdesignrequirementsforashoresideterminalcontainedinsection3.
配有蒸汽处理单元的油船除满足本节要求外,还应满足第3节对岸站蒸汽收集和处理的设计要求,以使主管机关满意
2.2General
一般要求
2.2.1Eachchemical,productorcrudecarriershouldhavevapourcollectionpipingwhichispermanentlyinstalledwithatankervapourconnectionlocatedascloseaspracticaltotheloadingmanifold.Inlieuofpermanentpiping,Administrationsmaypermitchemicaltankerstohaveapermanentvapourconnectionateachcargotankforconnectiontoavapourhosewhichshouldbekeptasshortaspracticable.
每艘化学品船、成品油或原油油船应装设蒸汽收集管路,该管路和油船永久相连的蒸汽排放接头尽可能位于货物装载集成管路附近。
在固定管系位置,主管机关允许化学品船每一货舱室可以有一个永久的蒸汽排放接头以连接到尽可能短的蒸汽软管上;
2.2.2Ifatankersimultaneouslycollectsvapoursfromcargoeswhichreactinahazardousmannerwithothercargoes,itshouldkeeptheseincompatiblevapoursseparatethroughouttheentirevapourcollectionsystem.
如果一艘油船同时收集不同货物蒸汽,且货物之间会发生反应并危及安全,应该设计成完全独立的蒸汽收集系统以分离不相容的蒸汽。
2.2.3Ameansshouldbeprovidedtoeliminateliquidcondensatewhichmaycollectinthesystem,suchasdrainingandcollectingliquidfromeachlowpointintheline.
应该采取措施消除在系统中可能收集的液体冷凝物,诸如能够从管系中最低点收集和排泄液体冷凝物。
2.2.4Vapourcollectionpipingshouldbeelectricallybondedtothehullandshouldbeelectricallycontinuous.
蒸汽连接管系应连接于船体,并具有电气连续性
2.2.5Wheninertgasdistributionpipingisusedforvapourcollectionpiping,meanstoisolatetheinertgassupplyfromthevapourcollectionsystemshouldbeprovided.TheinertgasmainisolationvalverequiredbySOLAS74,asamended,chapterII-2,regulation62.10.8maybeusedtosatisfythisrequirement.
如果惰性气体总管兼用于蒸气收集管路时,应有惰性气体供应管与蒸气收集管系隔离的装置,惰性气体主隔离阀应满足SOLAS74修正案第II-2章第62.10.8有关要求。
2.2.6Thevapourcollectionsystemshouldnotinterferewiththeproperoperationofthecargotankventingsystem.
蒸汽收集系统不应干扰货舱透气系统的正常操作。
2.3Vapourlineconnections
蒸汽管路的连接
2.3.1Anisolationvalvecapableofmanualoperationshouldbeprovidedateachtankervapourconnection.Theoperatingpositionofthisvalveshouldbereadilydeterminedvisually.
在每一个油船蒸汽排放连接端应设置一个可手动操作的隔离阀,该阀的操作位置应能容易发现。
2.3.2Theendofeachvapourcollectionpipeorvapourcollectionhoseshouldbereadilyidentifiabletopreventmisconnection.
每一个蒸汽接管或软管的末端都应容易辨认以防止误连。
2.3.3Inordertopreventthepossiblemisconnectionofthevapourmanifoldtoashoresideterminalliquidloadingline,eachtankervapourconnectionflangeshouldconformtotheapplicableindustrystandard.*Thisprovisionisapplicableregardlessofthesizeofthevessel.
为了防止蒸汽总管与岸上液体装载管线的误连,每一个油船蒸汽排放接头法兰应该符合适用的工业标准(OCIMF油舱总管和相关设备建议第4版1991,A部分5.2.2.)。
该规定适用于所有尺寸的船舶。

2.3.4Eachvapourcollectionhoseshouldmeetthefollowing:
.1besuitablefortheservice;
.2beelectricallycontinuousand
.3haveanextraholeineachflangeinaccordancewiththeapplicableindustrystandard.**

2.4Cargogaugingequipment
货物测量设备
2.4.1Eachcargotankofatankerthatisconnectedtoavapourcollectionsystemshouldbeequippedwithacargogaugingdevicewhich:
连接到蒸汽收集系统的每一个油舱都应配备一套货物测量设备,并满足如下要求:
.1providesaclosedgaugingarrangementthatdoesnotrequireopeningthetanktotheatmosphereduringcargotransfer;
提供一个封闭测量布置,该布置要求在货物驳运期间不能打开货物舱室
.2allowstheoperatortodeterminetheliquidlevelinthetankforthefullrangeofliquidlevelsinthetank;
货舱液位的显示应能实现全程范围显示
.3indicatesatthelocationwherecargotransferiscontrolled,theliquidlevelinthetank;and
各货舱的液位应在货控室集中显示
.4ifportable,isinstalledonthetankduringtheentiretransferoperation.
如测量装置为可携式,在整个装卸作业过程中应将其安装在舱内
2.5Liquidoverfillprotection
货物溢流保护
2.5.1Eachcargotankofatankershouldbeequippedwithanoverflowcontrolsystem.
每一液货舱应配备一个溢流控制系统
2.5.2Theoverflowcontrolsystemrequiredbyparagraph2.5.1should:
2.5.1.条所述的溢流控制系统要求如下:
.1beindependentofthecargogaugingsystem;
独立于货物测量系统
.2comeintooperationwhenthenormaltankloadingproceduresfailtostopthetankliquidlevelexceedingthenormalfullcondition;
当正常装载过程中舱室液位超过正常满载状态而继续装载时,溢流控制系统启动
.3giveavisualandaudibletankoverflowalarmtotheship'soperator;
发出溢流声光报警
.4provideanagreedsignalforsequentialshutdownofonshorepumpsorvalvesorbothandoftheship'svalves.Thesignalaswellasthepumpandvalveshutdownmaybedependentonoperator'sintervention.TheuseofshipboardautomaticclosingvalvesshouldbepermittedonlywhenspecificapprovalhasbeenobtainedfromtheAdministrationandthePortAdministrationconcerned;
为岸泵或阀或岸泵、阀以及船阀提供一个顺序切断的指定信号。
关闭泵阀的信号可以由操作者提供。
仅仅当获得有关主管机关或港口行政部门特殊批准时,船舶自闭阀可允许被使用
.5havealarmsfittedinthecargocontrolroom,whereprovided,butineachcaseinsuchapositionthattheyareimmediatelyreceivedbyresponsiblemembersofthecrew;
