II.Principles
2.1Theprincipleofcompliancewiththebiddingdocuments:
thebiddingdocumentswillbestrictlyobservedduringpreparationoftextsandillustrationsinvolvedinthisconstructionmanagementplan.
2.2Theprincipleofcompliancewiththedesignandconstructioncodes,normsandspecificationsandinspection&acceptancestandards:
theconstructionmethodswillcomplywiththedesignrequirements;existingconstructionspecificationsandacceptancestandardswillbeobserved;andareasonableconstructionmanagementplanwillbepreparedtoensureahighprojectquality.
2.3Theprincipleofseekingtruthfromfacts:
inthepreparationoftheconstructionplans,wewillmanagetounderstandandmasterthedifficultpointsandcriticalpointsinthiscontractsection,andfinishtheconstructiontaskswithagoodqualityinasafeandtimelymannerthroughscientificorganizationandreasonablemanagementdependingonourconstructionexperiences.
2.4Theprincipleofstrictmanagementoftheallconstructionprocesses:
ineachconstructionprocess,atrinaryinspectionsystemwillbeestablishedandtheordersissuedfromsupervisionengineerswillbestrictlyobservedtorealizeclosecoordinationandstrictmanagement.
2.4Theprincipleofutilizationofnewtechnologies,newmaterials,newprocessesandnewequipment:
wewillactivelypromotenewtechnologies,newmaterials,newprocessesandnewequipmentinconstructionactivities,soastoplaythepioneerroleofscienceandtechnologyinhigh-gradehighwayconstruction.

AsanimportanttransportationchannelineastInnerMongoliaAutonomousRegion,InnerMongoliaAutonomousRegionProvincialRoad203playsanimportantroleforstrengtheningeconomictiesbetweeneasterncitiesandcountiesandspeeduptheirprogressesofnewindustrialization.
ThiscontractsectionstartsfromK5+967inOuterRingRoadofManzhouliandstretchesfromnortheasttosouthwestastheexistingProvincialRoad203-aClassIIIhighway,viaAoerjinxinVillage,HulunTown(Dashimo)andDalaisumu(Buerdun),andfinallyendsatwhereabout14KmsoutheastfromAlatanemoleTowninXinbaerhuyouqi.Theentirerouteis131.793Kmlong.

5.1Mobilizationcycleofequipmentandpersonnel
WepromisethatwewillappointarepresentativetonegotiateandsignacontractwiththeOwnerwithin7daysafterthereceiptofthenotificationofaward.Atthesametimetheexperiencedmanagementandtechnicalstaffwillarriveatsitetocarryoutadetailedinvestigationalongtherouteandwellarrangetheconstructionsite,temporaryroads,temporarywater,powersupplyandcommunication.Wewillfinishtheconstructionofcampsandtemporaryfacilitiesfortheconstructionteams,andorganizetodelivertheconstructionteam,machinesandequipmenttothesite,andallpreparationswillbecompletedformajoritemsandconditionsofcommencementwillbereadypriortoMay10,2014.
5.2Deliverymethodsofequipment,personnelandmaterials
Accordingtotheprojectlocationandthesourcesofequipment,allmachinesandequipmentwillbedeliveredtothesitewithhauling.
Theconstructionmanagementpersonnelandoperationpersonnelwillarriveatconstructionsitebybus,andthelaborforcecomesfromthelaborteamshavinglong-termcooperationrelationswithus.
Thematerialswillbedeliveredtothesitefromthenearestsourcewithhauling.
ChapterIIIConstructionpreparationsandmajorconstructionplans
I.Constructionpreparations
1.1Establishmentoforganizationalstructuresandconstructionteams
Aprojectmanagementteamwillbeestablishedaccordingtotherequirementsofdurationandnatureofthisprojectbasedontheprincipleofgoodquality,schedule,safetyandefficiency.Theprojectmanagerwillbetherepresentativeauthorizedbythelegalrepresentativeofourcompany,andheisresponsibleforimplementingandmanagingtheworksinvolvedinthiscontractsection.
Theprojectmanagementteamconsistsofthefunctionaldepartmentssuchasdepartmentofqualitycontrol,departmentofmaterialsandequipment,departmentoffinance,departmentofplanningandcontracting,generalofficeanddepartmentoftechnology,andconstructionteamssuchassubgradeconstructionteams,bridgeandculvertconstructionteams,anddrainageandprotectionconstructionteams.
1.2Divisionofconstructiontasksandschedulearrangements

Subgradeconstructionteamsareresponsibleforsubgradefilling,subgradeexcavationandsoftgroundtreatment;twobridgeconstructionteamsareresponsiblefortheconstructionofallbridgesandculverts;andthedrainageandprotectionconstructionteamsareresponsibleforalldrainageandprotectionconstructionworksinvolvedinthiscontractsection.

4.3Relevantpreparationspriortoconstruction
(1)Preparationspriortocommencement
Wewillcontactthedesignersinatimelymannerandclarifythemilestonesalongtheroutepriortocommencement.Seriousandcarefulre-routingwillbecarriedoutaftertheclarification,includingverification,additionandreinforcementofhorizontalcontrolpointsandbenchmarks;surveyofactualgroundelevations;surveyandsetting-outofcross-sectionsofsubgrades;andcalculationofworkquantities.
Takesoilsamplesfromtheborrowpitsasrequired;carryoutheavycompaction,naturaldensity,liquidandplasticlimits,particleanalysisandothertests;determinetheoptimummoisturecontentandmaximumdrydensity;andtestthestructuralmaterialsanddesignthemixes.Theresultswillbereportedtothesupervisionengineersforapproval.

1)Constructioncamps
Inordertosaveinvestmentsasfaraspractical,wewillminimizetheoccupationoffarmlandbythehousesatproductionzoneandlivingzoneandoptimizetheutilizationofthevillagesalongtheroute.
2)Precastyard
Itisusedformixingconcreteandfabricatingprestressedhollowslabs,coversofdrainagefacilitiesandprecastconcreteblocksusedforprotectionworks.
3)Watersupply
Constructionanddomesticwatercomefromthedomesticwaterfacilitiesinthenearbyvillages,andawellwillbereadyneartheprecastyard.Waterqualityanalysisisrequiredpriortoutilizationofconstructionwater,andshallnotbeuseduntilfoundqualified.
