Abstract
Thisdocumentcontainsproposalsformodificationofsection6.22whichisoutdatedandbasedonapreviousapproachwherethesensingresultscouldonlybesenttotheBSthroughtheBLM-REQ/REPmessages.ThisapproachhassincebeenmodifiedtohavecontinuousandautomatedsensingattheCPEsduringthequietperiodstoidentifythepresenceofincumbentsandtogenerateurgentreportsthroughtheUCSflagintheupstreamMACheaderorthroughtheUCSnotification(contentionorCDMA).
TheBLM-REQ/REPmessageisnowonlyusedinnon-urgentsituationsformoredetailedsensingreports.
Thetextneedsextensiveupdating.

CPEsalsohavevariouswaystoreportmeasuredinformationtotheBS.InadditiontoapoolofMACmanagementmessages,urgentcoexistencesituationscanalsobereportedeitherthroughfieldslocatedinthegenericMACheaderitself,orthroughtheUCScontentionorCDMAmessages.ThesimplifiedlifecycleofasinglemeasurementactivityisdepictedinFigure1.Eachofthephasesofthislifecyclerequiresspecialhandling,andspecificprotocolsandalgorithmsaredescribedinthissubclauseandinError! Referencesourcenotfound.toaddresstheirrequirements.Inthefollowingsubclauses,weprovideadetailedoverviewofthemandatorymechanismsavailableintheMACforthemanagementofincumbentmeasurementsthroughouttheirlifecycle. MeasurementsManagement BesidestheautomatedsensingmeasurementsthatarecarriedoutautonomouslybytheSSA(seeError! Referencesourcenotfound.andError! Referencesourcenotfound.)whichallowfordetectionofurgentinterferencesituationsinthecaseofin-bandsensingandforclearingaminimumnumberofchannelsonthebackupchannellist(seeError! Referencesourcenotfound.)throughout-of-bandsensing,theMACalsosupportsahierarchicalmeasurementphilosophyimplementedbyfourmanagementmessages,namely,BLM-REQ,BLM-RSP,BLM-REP,andBLM-ACK(seeError! Referencesourcenotfound.andError! Referencesourcenotfound.).ThesemanagementmessagesareusedbetweenthespectrummanagerattheBSandtheSSAattheBSandCPEstoperformawiderangeofmeasurementactivities,eitherrelatedtoincumbentsortoself-coexistence.Withthesemessages,bothin-bandandout-of-bandspecificmeasurementscanbeperformed. InasingleBLM-REQcommand,theBSmaysimultaneouslyrequestSSAstoperformseveraltypesofmeasurementsinanumberofchannels.Thus,aBLM-REQisformedbyacollectionofsinglemeasurementrequests.EachsinglemeasurementrequestspecifiesseveralparameterssuchastheperiodicitywithwhichtheBSwantsSSAstoreportbacktoitorifreportsaretobeautonomous.Furthermore,singlemeasurementrequestsalsodefinetimingparameters,asillustratedinError! Referencesourcenotfound..UponreceivingaBLM-REQmessage,theSSAshallexaminethismessage’sheaderanddeterminewhetheritisrequiredtorespondbackwithaBLM-RSPmessage.Inallcases,theSSAshallcarryoutallthemeasurementsasrequestedbytheBS,ifthesearesupported.SSAsshallreportbacktotheBSwithaBLM-REPmessagewhichcontainsmeasurementresultsofwhathasbeenrequestedbytheBSinthecorrespondingBLM-REQmessage.ThesereportsshallbesentwiththeperiodicityspecifiedbytheBSinthecorrespondingBLM-REQmessage.OncethemeasurementreportmessageissuccessfullyreceivedattheBS,theBSshallrespondbacktotheSSAwithaBLM-ACKmessagetoacknowledgeitsreception.IncasetheSSAdoesnotheartheBLM-ACKmessagefromtheBSaftersomepre-specifiedtimeoutT29(seeError! Referencesourcenotfound.),itshallassumethatitsBLM-REPmessagewaslostandshallinitiateretransmissionofthisBLM-REPmessage.TheSSAshallattemptretransmissionofmeasurementreportmessagesuptothevaluespecifiedforBLM-REPRetries(seeError! Referencesourcenotfound.).OncetheBLM-ACKmessageissuccessfullyreceivedattheSSA,itshallthenclearitslocalstatisticstoprepareforfuturemeasurements.Figure2illustratesthemeasurementmessageflowbetweentheBSandanSSA. ThenatureoftheSSAreportsreceivedbythespectrummanagerattheBScanbeessentiallyoftwotypes: regularorurgent.RegularreportsrefertothecaseswheretheBShasexplicitlyrequestedSSAstoreportbacktoitwithacertainperiodicity(andsotheBScanallocatesufficientupstreamresourcesbeforehand),andalsowhenSSAsareallowedtoreportautonomously,forexample,wheneverenoughdatahasbeencollected(inthiscase,CPEsmayhavetorequestforupstreamresourceallocation). Urgentreportsarethosethattakeplaceasaresultoftheautomatedin-bandsensingcarriedoutbytheSSA(seeError! Referencesourcenotfound.)wheneveranincumbentisdetectedinthecurrentoperatingchannelofan802.22celloroneitherofitsadjacentchannels.TheBSshallprovideupstreamUCScontentionperiodsonaregularbasis.TheCPEscanthennotifytheBSaboutpotentialinterferencebysendingtheUCSNotificationbitintheGMHandsendinginitsownupstreamallocationsorusingoneoftheseUCScontentionperiods. SubsequentreportscanthenberequestedthroughtheBLM-REQMACmessageimmediatelyafterdetectionofanincumbenttofurtherquantifythesituation(see6.22.4).Inthiscase,theBSshallprovideperiodicbandwidthrequestopportunitiesduringwhichCPEscanreportcriticalmeasurementresults,orelsetheCPEcanuseanyofitsownreservationsforthispurpose. IncasetheCPEusesUCSnotification,theBSdoesnotsendanacknowledgment.TheBScanthensendaBLM-REQmessageandallocatebandwidthfortheCPEtotransmitthecompletemeasurementreportmessage(BLM-REP),andthecorrespondingacknowledgment(BLM-ACK)issentonthenextdownstreamopportunityfollowingthereceptionofthemeasurementreport. MeasurementmessageflowbetweenBSandCPE OncetheBSreceivesaUCSnotificationfromitsvariousCPEs,itmaywishtotakestepstoresolveanypotentialinterferencesituationwithincumbents.Tothisend,arichsetofchannelmanagementmessagesissupportedthroughtheIncumbentDetectionRecoveryProtocol(IDRP)(seeError! Referencesourcenotfound.andError! Referencesourcenotfound.)thatenablestheBStoactpromptlyandeffectively.TheIDRPshallalsobeusedaspartoftherecoveryprocedure(see6.22.5).Incaseofself-coexistenceinterferencesituations,othermechanismsavailableare“spectrumetiquette”and“on-demandframe-basedcontention”,andtheiruseisdiscuss
