Eventhoughthenumberofschoolbuscasualties(死亡人数)isnotlarge,thesafetyofchildrenisalwaysofintensepublicconcern.Whileeveryonewantstoseechildrentransportedsafely,peoplearedividedaboutwhatneedstobedone—particularlywhetherseatbeltsshouldbemandatory(强制性的)•
Supportersofseatbeltsonschoolbusesarguethatseatbeltsarenecessarynotonlytoreducedeathandinjury,butalsototeachchildrenlessonsabouttheimportanceofusingthemroutinelyinanymovingvehicle.Asidebenefit,theypointout,isthatseatbeltshelpkeepchildrenintheirseats,awayfromthebusdriver.

AnewResearchCouncilreportonschoolbussafetysuggeststhattherearealternatesafetydevicesandproceduresthatmaybemoreeffectiveandlessexpensive.Forexample,thestudycommitteesuggestedthatraisingseatbacksfourinchesmayhavethesamesafetyeffectivenessasseatbelts.
